Yes everyone gets that while maintenance is in progress - and the server status page is broken, so you can't tell from that either.

City of Heroes Legacy Updater no longer in use from August 4
As of Thursday, 4 August 2011, the City of Heroes launcher will no longer be supported. After this date players will only be able to launch the game through the NCsoft Launcher, or through the Steam platform. If you havent already, now would be a great time to download the NCsoft Launcher! On average, players will experience faster downloads and increased usability with the NCsoft Launcher over the City of Heroes launcher. In addition, youll also receive the exclusive Wisps aura in-game for downloading and using the NCsoft launcher!

This morning COH is down for maintenance until 12 or so. I guess you've tried previously to login (like yesterday) and gotten the error?
Verizon shouldn't be the problem. However, the game is using a new installer/updater since you left. Are you still using the old loader? -
Sorta applies to the alt animations questions:
I would like a toggle so that I can not see the ice / fire / dark buffs (like ice shield, fire shield) cast on me. I spend a lot of time getting the costumes just right, but spend most of the time with the look buried under ice or flames (these shields make it hard to see the screen sometimes too, particularly the fire ones).
As far as animations go, jump kick looks stupid, and need more (different) blast animations for fire & energy (although I do like the new arm-wave one, surely someone could come up with an additional one or two). Why does 'Martial Arts' not have any sidehand strikes (karate chops, etc.) ?
How about a puff of smoke alternate animations for the various 'instant heal' powers ?
'Exploding fist' animations for fire/energy/dark scrapper punches.
A minor thing, but Ninja Run: do we have to a flip with every leap and could a side leap involve a 'tuck' (watch a gymnast do a side leap) instead of somehow changing direction in the air ?
Remember the 'Kheld Bug' where the character appearance didn't change but the dwarf and nova powers still worked? I want that as an option! (Maybe with the faint outline of the dwarf or nova around the the character). -

No, I believe you, just some folks were having additional trouble due to the temporary patch file (PRV) and deleting the Checksum causes COX to repair any damaged files.

My list:
World of Confusion - have had it before, usually doesn't do anything, even with 60% or 70%+ Acc, when it does confuse, its AFTER the baddies have already attacked me, just an ugly aura
Poison Arrow - occasionally I saw it hit with its secondary effect, v rarely with its primary effect
Time Bomb - useless
Flurry - a weak version of 'The Sands of Miss', I mean 'Mu'
Ghost Axe - limited uses & slow. I have a few chars with it for the look, but wouldn't take it otherwise. If it was a single-hit ghost kill, I would take it more often.
Ice Aura and Fire Aura - not because of the protection, which is useful, but because it obscures my character, and in the case of the Fire Aura, puts a distracting visual effect that makes it hard to click baddies. I LOVE the new colors, but there are so many layers of auras, effects, glows, etc., around now that I sometimes have trouble clicking and clicking trying to target, but hitting auras or shields instead. Would love to have a Suppress Effects or Tone-Down Others' Effects setting in Graphics.
Telekinetics - last time I got it, it was just a time-limited Repulse power. I expected an immobilize power.
Sonic Repulsion / Whirlwind - useless most of the time
Jumpkick - I get it sometimes for an autotrigger self-defense power, but the animation is slow and ugly
I like Propel - good damage, just wish everyone saw the same item when I throw it!
I like Black Hole, too - toss the baddies into a room-top corner for dmg and collect them in the corner for the tank to taunt -
