If you are /ea you want tf, it hits way to hard in pvp to skip.
You can skip levitate seeing you have power push to make room for tk. Pick up and extra power and more slots. Surprisingly terrify is not a horrible power in pvp. Much how squishies are wrecked by stuns because they can't get any real resistance to it, alot of melee toons have a fear hole in their resistance. I would sneak one of those new slots you pick up in the tk for lev exchange and at least add the hold piece from unbreakable to dominate. Slotting hold duration is vastly underrated in this day in age. I can see slotting non control toons for all damage no duration but for trollers and doms, especially with pb it very noticeable. -

And in case you didn't know, team arena PvP is completely dead, thanks to the devs' extensive efforts to kill it. So yeah, caging is a total non-issue these days.
Btw, I can't believe the PvE carebears aren't complaining about this all over the place. I got some therm buffs from someone that made his therm powerset black. And it made my toon basically invisible...could not see the costume at all. I'd imagine lots of carebears seeing that as griefing and complaining about it.

I do it because i like being competitive. Throw in the fact that it creates good in game friendships and its win win.
A comment to go with the zone dueling don't use a heavy stuff. If someone complains about something you did in pvp odds are you probably did something right. Block out what they say and do what you so. -

Need to know if you ae actually missing or geting deflected messages. for as much as you hear around here that defense is garabage, don't fall for that lie.
defense on a squishy is garbage. defense that isn't beefed up by ios or tier 9s is garbage. A well built defense toon in a dr setting can be extremely hard to kill, thanks mostly to the hard cap on tohit.
As far as the difference between accuracy and tohit look up arcanville's guide to tohit and defense, its good info. -

Weirdly for me persoally I can actually tell a big difference on the tons that don't have it versus thse tat do. And I run tactics on everything but my emp. It makes it alot easierfor me to track runners in zones and to stick on people who know how to put up invis.
As far as respecing just for that one 1 io, even though I can tell a difference personally I still wouldnt waste a respec to upt it in.
even if you respec keep in mind it will function the same in either a toggle or click, it is always on. It hasn't been a 120 proc since the beta it was released in. they had all kinds of issues with it self stacking, so they made it work like kb ios.

Emp and therm are the top two secondaries for trollers. Throw rad storm and ta is for disruption as max said. Ill/ mind/ and fire/ are good for primaries.

Things I would do,
Drop the snipe for total focus. TF is a must have imo.
Pick up some more kb protection. slot out your travels with blessings.
Get a placate proc in mesmerize. Its insane damage mitigation.
Get the purple confuses, they are cheap enough and worth it.
Get some explosive strike damage procs in. If you are nudging the ed cap they offer far more bang for the buck and they are cheap to boot. as little as you will use bolt slotting a set of kin crashes there is a safe bet as well.
I am trying to work out a good slotting for st holds atm. I have always been a damage first kinda guy in new pvp, but after facing a few people with their holds slotted for duration I am very much rethinking my stance. It will probably be a mix of hamis and purples with little regard for set bonuses.
Only other thing I would add is how much I hate fly, but if you like it and can use it well more power to you. -

I like it when they run on trops to throw shark. Not get there abandon as then trow it but just to trow it. Happens all the time. Stalker may have more bad players than all the other ats combined playing them in pvp. -

Guessing since you said villain hibernate you are mainly a hero player. Guess what, villains have had to put up with this since day one. Know what they did, dealt with it. If someone can outsmart you in a zone to get away out of hiber give em a gg and call it that. Hibernate for most pvpers is a death sentence, for those that is is not you probably were not going to kill anyways.

If you play with Travel Supression and Heal Decay on: you can actualy get kills on competent players, because they are too surpressed to be competent. But, alas, that's no fun at all.
If you play with Travel supression and Heal decay off: "Damage Dealers" don't actualy do enough damage to break healers' heals. So, you get no kills - also no fun.
It's really a shame.

While true the day i13 dropped, its very far from true today. That dom damage buff lifted them up to blaster level damage with controller level+ mez. If you seriously think mind energy is the only good dom you need to get out a lot more. Especially zone wise.

Maybe in duels or for some zone cheese, and even that is debatable. Doms are a true force in pvp. Probably one of the top 2 ats right behind blasters. But hey, its not like I am in game pvping on the busiest server almost exclusive on doms so you may be right.

Honestly when this pvp first dropped even I thought the role of the buffer was dead and gone, but after tons more play and time to get into the new system its not. A good buffer can actually swing the zone even more so than in pre 13. The down side though is the only viable buffing sets are emp, pd and therm. This leaves kins and sonics in particular truly shafted.

There is a big list of changes real pvpers asked. None were to make it easier to 'pwn teh nubz'. In fact a good many were to make pvp easier to get into and more rewarding for all players. Perhaps you were unaware of this list or perhaps you turned a blind eye to it. I do however promise you that pre13 there was a very vocal pvp community that wanted changes to make pvp better for all.

If you go grav make sure to pick up dshift. Its also a hell of an escape power. Its extremely handy for coming out of hiber if you have it.
