Accuracy works against elusivity, which barely exists anymore, so it's not that big of a deal. Tohit works against defense, which is still common. As a blaster, aim/buildup should give you all the tohit you need, so tactics isn't needed. And as long as you slot your attacks with at least 2 SO's worth of acc, you should be ok. I personally still slot mine with 3 acc. Started that in I13 because of elusivity, and never changed back.
If you're still missing with that, it must be on builds with really high defense like elude stalkers or something. In that case, that's intended.
I looked at your build a little farther down the page and it looks all over the place. For one if you want to end drain people the best combo for that is elec/therm corruptor. A blaster alone doesn't have what it takes.
Why your missing idk bad luck maybe and that is the build you are using right now excatly?
Tactics will definitely help. I have 2 blasters, one with tactics and one without and my blaster without tactics misses a lot more then the one with it. I also have kismit +acc slotted in frozen armor for a added 6% tohit.
As far as -end, read Lucky's post. Forget about end draining and focus on what a blaster does best, dealing damage.

Need to know if you ae actually missing or geting deflected messages. for as much as you hear around here that defense is garabage, don't fall for that lie.
defense on a squishy is garbage. defense that isn't beefed up by ios or tier 9s is garbage. A well built defense toon in a dr setting can be extremely hard to kill, thanks mostly to the hard cap on tohit.
As far as the difference between accuracy and tohit look up arcanville's guide to tohit and defense, its good info.

My bro has a well built BS/Shield Scrap that's annoying as hell to kill until I either run him out of end or debuff his def.

i have spent 2.2 bil on a elec/energy blaster... and some of his attacks have 60%+ accuracy, but i also have 48% from bonuses... so thats over 100% acc on the attacks if not more...
