Let me share some others which are also in my repertoire, just some which I dont think have been mentioned in this thread--
Earth/Thorns/Ice (or Fire empic but Sleet is that good) Dom, this is some serious AoE Secondary for a Dom. Thorny Johnson on Freedom.
Earth/Earth/Ice Dom Not as AoE heavy as /Thorns, but still effective at taking x8 mobs alone and safely. TerraShock- on Freedom.
Decked out Fortunata is in my opinion, the ultimate Tank Mage in this game, bar none along with their brothers, the Crab VEATS, in fact, you should see a decked out Crab VEAT in action vs x8 and you will see they are very very powerful. A Crab can have AoE and pets to rival any other toon in this game for the ultimate AoE beasts in complete safety of some serious defensive numbers. Decked out Fortunatas and Crabs = very high enviable defensive numbers and AoE controls, and ranged ST and AoE dmg. Mentalizta (fortunata) on Freedom and Spider Lord on Virtue (Crab).
Illusion/Storm is another toon, when decked out, is also pretty sick. -- Abysmal Terror -- Virtue -

With the introduction of i13, you introduced another problem, DIMINISHED RETURNS !!
IO's, sets, bonuses, shields, debuffs, buffs, heals.... everything is hit by DR !
The fix is simple, remove DR from the PvP game and take away cap'd resistances from squishies. That's all you have to do. As soon as the option was available in arena to play with DR off, it was kind of lame to see squishies with cap'd resistances and dmg and buffs/debuffs all from range.
Take it away from zones as well, please. -

This is for Ice tankers, for the armor set. I also want to insert a small but true point, Ice Armor for tankers and the powers in it, especially the cool Tier 9 power of it, needs to be separated and treated differently than the pool power.
Hibernate has been given out to almost every single AT. It should be different when coming from a pool power and it should be different when it is an inherent Tier 9.
Another point, there are many players who do not have IOs or have a decked out Ice Armor tank. Those with no IOs or not decked out might have different "needs" (you used that word) or wants than those who do. I prefer to use the word function or application of a Tier 9 within their game play, and even use the word option. Let the function, application, or option of a Tier 9 power be different than that of a pool power which almost every single AT has.
Do away with the no phase/no hib timer for Ice tankers is what I suggest the Devs do. Some others want the whole no phase/no hib timer gone completely. -

CoH separated it's PvE and PvP stats in issue 13. PvE and PvP have been two completely separate games ever since and have no relation to each other. This means that any nerfs that occured in PvE were do to PvE concerns only and cannot be laid at PvPs feet, as much as some people would love to do that.
You should really think that no one has said they need this 45 second issue. My Ice tankers are all very well built and play them well. That is still irrelevant to the issue at hand. What I am and many others are saying is that the timer no hib/no phase for Ice tankers need to go away or modified to something else.
I am the OP and I have not mentioned nothing about PvE and PvP stats.

DMystic, I guess I should have explained it better or in another way. It has been proliferated or been given out to almost all ATs.
Corrs, controllers, dominators, scrappers, stalkers and others... have hibernate available to them.
Making it distinctive is another way to characterize the approach to this issue. I concur. -
I am really glad you support this. I don't think it's been discussed on the forums yet. I would like to hear from more and learn what they think of this.

I have seen our beloved tier 9 power be given out like cheap candy to most other ATs in the game. Seeing /regen scrappers with hibernate... I mean, how much more unkillable can you get? Now stalkers have Ice armor with an even better set of options, they get a neat Tier 9 power and Hibernate from Patron pool.
I think the Developers should reconsider granting Ice/ tankers an exception to the no Hibernate timer. I would ask the Developers to let Ice/ tankers hit hibernate as soon as they can recharge it, the way it was before.
I would also ask that Ice armor tanks not be allowed to use the exploit of phase+hibernate. So grant the Ice armor tanks a "no phase timer" but please remove the "no hibernate" condition on them.
This is OUR tier 9 power, and, as such, it should be entitled to some sort of exception from others who just have it available from a pool.
Please give us the Ice armor we had before, with Hibernate free of such restriction that everyone else has on it.
The other option, which I think is still far better than the current state, is to put Hibernate on a 45 seconds hard recharge and make it unaffected from recharge enhancements and such. But that is not what we had. I really would just like the Devs to give us our own Tier 9 the way we had it. Again, keep the "no phase" condition on us, but keep Hibernate unaffected by such condition for us Ice tankers. -

But taht time and pic was with soul. I don't know mission numbers just names. Fire cybor 999+ votes, is the mission. and if your farming EXP it's way better to use that than other front loaders. ESP dual farming. but if ticket farming use front loader mission.

This my first time using hero stat, but I think 2.71million per minute is pretty good. Comes out to be around 162million influ per hour. This is on fire cybor map 1 person set for 4x8 no bosses, mission was completed in 3:42.

The mish in that pic is NOT cyborg. So the time there is not for cyborg. I will be glad to time you on cyborg, set at 54x8, and with people in the mish, me, for timing you. -

I have both SS/Fire and Elec/Fire.. I only farm with the Elec/Fire.
SS/Fire is pretty boring stuff as you just wait for your one button(FS) to come up every 5 seconds. You can't use Rage either because the end drain slows you down to much. Elec/Fire is busy all the way killing non stop and LR has a bigger radius than FS. SS/Fire people have never tried anything but that build. I have both and SS/Fire is far more boring and I don't like managing the end if I don't have to. So what fun is it if you don't even use Rage?? You just have to rely on Red Insps of course.. and that means any AT is just as good if not better.

I am the owner of a really great farmer in Freedom, an SS/Fire/Mu, Abysmal-Terror. I would pair him up vs any Elec/Fire brute any day.
The new incarnates makes him even more beastly. Ageless, even at T3, makes him even more powerful and never has any end issues at all. Judgement, ION FTW, gives him something to do during the short Rage crash. I use Judgement during the Rage crash, and temp dmg powers. With people in my team, the troublesome Cyborg farm, which has the mobs too spread out for the likes of many, is cleared in 5 minutes, at 54x8, again, with people on the team. I let customers time me if they want on Cyborg. I have timed and issue challenges to other brutes, even elec/fire to do Cyborg and not one has met the challenge in Freedom server. Fastest time I have recorded on elec/fire brute on Cyborg is 6 mins 53 secs.
FIRE ! is a joke now. I just show up now and it's over. -

Earth/Earth is a very cool combination, the sound effects from both sets are awesome, the FX on earth assault is cooler than the other sets, for my and the taste of many others. How you customize the powers of earth assault can be very fun and a true delight to visuals. The very first power in earth assault is a very cool range attack with a kick *** animation. Fiz, which is your last power is perhaps even cooler but less range and a stun to boot with Targeter AOE dmg. Hurl boulder is icing on the cake... Like I said above... Earth/Earth is true DOMINATOR WITH SMASH !
You have two full range, one semi range, and one very cool looking animation PBAoE...
Earth assault also has powerboost to make all your mezzes last even longer, and your debuffs too.
**Edit, not saying it is the best. That's not true for any set. But that is my first recommendation for a pairing with Earth/ . I made a second Earth/ Dom because Earth/ rocks soo soo much. I made an Earth/Thorn Dom which is also cool.... but whenever I want to hear SMASH! and feel like busting a Seismic Smash on everything.. I pull out the earth/earth. -

The damage is solid with earth assault, the sound effects and the visuals are my favorite by far. Fiz is also very cool.
Props to whoever designed Earth assault... one of the best jobs I have seen in the whole game. -

You want to talk about a broken toon for duels, stop looking at km/regen and start looking at a cold/dark/soul defender. The dubuffs are just too much in pretty much everything you can use, and the super broken soul storm which, in effect, is as broken or more broken then TK (a long hold that does dmg in the mean time, plus you do dmg to them while the long animation plays on), then power boosted everything... you got a recipe for the meanest duelist in arena. The only build that can match toe to toe, if they ever agree to duel, but unlikely, is a Necro or thugs or w/e /poison MM (in skilled hands). The /poison just debuffs so many things from you, and then add Bodyguard mode...If you like 1 on 1 duels in arena. Mind/fire doms are probably king of the heap right now followed closely by psi/em blasters, cold/dark fenders (or their dark/cold corr brothers.) Various incarnations of therm are also popular.
Playing a buff bot is pretty much a waste of time. Playing a healer still has a place but *meh.*
If you like to be truwarrir and fightclub then KM/Regen is probably tops (paired with leviathan or mace mastery) but I prefer high defense based toons like SR scraps and Shield Tanks for this part of the PVP world.
The bottom line is; Peacebringers are the best. Anyone who disagrees is a racist.
And I want to make note cold/dark/soul over the corrupter version-- stronger debuffs, stronger powerboost debuffs/buffs/heal, and the new vigilance granting a dmg boost to the defender... That's enough to pick the Def over the Corrupter version now.
I have also seen good Ice/Rad/Power controllers beat very good Mind/fire Doms and many other builds except Cold/dark. The slows, the almost perma confuse from AA, and the rad debuffs (POWERBOOSTED) are a bit of a problem for the Dominator and many other builds.
I have seen dark/thermal corrupters beat Dominators and psi blasters too.
In fightclub, with nerf your build option on... err... I mean DR on option, claws/regen is very good and I have seen them beat even KM/regen because claws DPS is so fast and many players get beat just by underestimating claws/ alone. KM/Regen is also very strong, with the burst dmg from KM. WP/SS tanks, good builds in hands of good players, are also very good and almost impossible to kill. I know a few who have had the upper hand even vs KM/Regen scrappers, but most of what I have seen ended in draws. Shield/SS tanks are also very good but it depends on how expensi... err... how good your build is.
With no option to nerf your builds and IOs... or, in other words, with no DR... KM/Regen scrappers are fighting a very one sided fight vs elec/ss or ss/elec brutes/tankers, and I imagine EM/elec brutes or tanks will do the same. I have seen most km/regen who fight elec tanks or brutes get beat in what appeared to be one-sided fights. Elec brutes and tanks have capped resists vs energy and very high resists vs s/l dmg.
SS/fire brutes and tanks are also pretty nasty in 1 vs 1 duels, and with no nerf your build option on, can beat km/regens too.
My two cents from what I have seen in Freedom.
In zones, anything goes. The greatest factor in determining how good you do in zones, is not your build, it's how many players are on your side and the opponent's. For example, you may have a very good blaster build or scrapper... that will mean nothing when its 4-7 vs 20-30, and you are ont he 4-7 side. Your time will be spent mostly in base or rez'ing in base after you get beat down silly by the gank squad. -

What is the arc number for that mission? Also, would it be ok if I timed you on one of your runs? -
I would not recommend Shield for scrappers for PvP nor duels. Elusivity for scrappers is lower, your cap is lower in that regards. The best for scrappers, for zones, are Elec and Regen. For duels, regen is still the best. I recommend you do not spend the tons of money you will need to pimp out a shield. If you want it for zones, go elec or regen.

So why do I get the sneaking suspicion that I'm missing something?
I see quite a few builds for other ATs and combos when I look around here (PVP apparently isn't quite as FOTM as advertised...), but nothing working from a sapper angle. Is there a PVP-only mechanic that makes sappers useless?
Elec/Elec Dom will not have enough fast DPS from range to compete in duels reliably, and in duels, debuffs and fast range damage trump the endurance debuff from an elec/elec Dom.
Now, I will suggest you look at elec/ Dom for the Confuse more than for the range. Confusing and damaging at same time will get you more kills than the endurance strategy. If you build on that strength and build your tactics around that, I think you will pose more of a threat. That, of course, will help if you can get your confuse to last enough to be a significant problem for opponent.

Did you already read the good thread on NW for PvP? There is at least one, and I don't know if you have read all of them.

I don't think this is going to happen. I had seen in i13 some people come out to arena with Rad/ blasters. They are gone. Rad/ blast on a blaster is just too far behind in damage as other sets. I have seen corruptors blend Rad blast with Thermal or with Dark Miasma still participate in arena.
For blasters, Psy is still much ahead of the other sets.
