Not being overly savvy when it comes to graphics cards, I have to ask:
How would a Nvidia GeForce GTX 260 do as far as Ultra-Mode is concerned? -
Your AOE supresses to less than the defense cap once you attack. You can get to 44.9 by replacing the oblits with Scirocco's Dervish sets. You're already over the cap on Melee defense and losing the Obliteration sets brings you to 46%. Ranged is at 43% and you could cap that by taking a slot from Kuji-In-Rin, adding it to Super Speed and slotting 2 from the Blessing Of The Zephyr set. You should also replace those endurance reductions from KIR with recharge reductions, otherwise you'll get held & mezzed a lot when it drops.
You may want some KB protection, also. I don't play Stalkers often, but those few things stuck out to me. Hope that helps a bit. -

Funny, I've never had a problem or complaint regarding KB while teaming on my PB. Methinks it just might be operator error. Another reason opening this AT up to folks at level 20 is a bad idea.

Every name of every game character was "borrowed" at some point. It's not as though they invented the name. Pretty petty, if you ask me.

It was given based on the premise that the other player would gain a more intimate knowledge of the strengths/weaknesses, limitations, and basic survival techniques of the toon the elected to have PL'd.
It's sound advice. It doesnt mean the player can't succeed if they don't grind, but if they do grind their way, they will obviously be much more familiar/comfortable playing with that toons powersets MUCH sooner in pvp, than had they PL'd their way.
Grinding also minimizes any input you may need to solicit for your builds as well as helps keep wasted respecs to a minimum.
All that being said.....I PL all the time, I waste respecs, and solicit advice for the builds that I PL instead of play.
All my toons are summer toons. Summer good, summer not. :P -
Do yourself a favor and don't PL. You'll learn the character's ins & outs much better through the grind. PL & it's likely you won't be winning anything, no matter what build.

Been here a few years and I've never had a hard time coming up with new names that weren't taken. You're on a computer fer cryin' out loud, use it.

My vote is for AR/NRG Blaster with capped ranged defense. Boost Range allows you to operate from maximum range. And because you're focusing on ranged attacks, it allows you to skip the melee in the secondary, allowing for extra tools like Aid Self.

I have a Human/Nova build. The Nova is ranged defense capped.

1. There's this travel power called "Teleport." Very useful for Stone, look into it.
