The legs are tights, the midriff is skin. The washed out colors make it almost impossible to distinguish white from the skin color.
And she's not with Longbow. -
I'm not too happy that they spoiled this ahead of time. I mean, I know Zwillinger said that it will be worth playing the arc just to find out how her legs get cut off, and why only her legs attend the funeral and not the rest of her body, but it just takes away from the surprise of playing the arc the first time...

I cannot discount the possibility that the person-in-question is, indeed, Penelope Yin, but I am more than skeptical that it is her, regardless of Praetorian or Primal status.
It's not unprecedented for Primal and Praetorian characters to have very similar costumes, sometimes being effectively palette-swaps of each other.

Mender Silos's arc shouldn't need to chance, since that takes place in the past.

The OP specifically asked about snipes, though. I'm assuming in the context of IO set muling and if any snipe sets have bonuses worth getting.
I didn't think the he actually wanted to use a snipe. I can't think of why a scrapper ever would. -

Could also look at it this way -- you used Wade to eliminate Statesman and Psyche, creating opportunities for villainy while the Phalanx is in disarray. When he starts to get his own ideas and tries to betray you, you fool the heroes into getting rid of him for you, "for the greater good."

Okay, so that's not completely true. Controllers are useful against the regular spawns in trials that have them. They're probably most useful in Underground due to the sheer length and number of enemies.
However, a significant amount of time in all iTrials is spent fighting AVs that are completely immune to all control effects -- i.e. your entire primary powerset. They're also immune to recharge debuffs, which is unfair to Ice-based powersets, but that's another matter.
BAF is worse due to one of the phases having Lieutenants that are highly resistant to controls. Contrary to popular belief, they're not immune, and can be overcome if you manage to stack a mag 50 hold or stun on them. However, it's much easier to just kill them, and BAF is so easy in general that it hardly matters. So again, use your secondary!
BAF also has adds that ambush you during the AV fights. You might think that Controllers would be useful there, except that the adds are designed to get a stacking buff. If you just control them and don't kill them, they'll eventually break free and overwhelm everyone.
It's bad enough that in Issue 22, Controllers are being given automatic Containment on trial bosses. So yay, more damage, but really it's just a band aid for the fact that the devs have absolutely no idea how to balance Controllers in endgame content.
Dominators, you're in the same boat. You have attacks, and damage is the best thing you have to offer in an Incarnate trial, so the message is clear: use your secondary. -

SOs, including the Cosmic Ray exposure you had in your screenshot, do increase both Terrorized and Afraid. So do generic Fear IOs.
Endoplasms and Peroxisomes also increase Afraid and Terrorized.
So that means the enhancement window is wrong when it doesn't show it increasing anything.
Set IOs on the other hand (Horror, Unspeakable Terror, Nightmare, and Glimpse of the Abyss) only increase Terrorized. So those really will do nothing when slotted in Arctic Air, except for the endurance part.
Not really sure what the intent is, but it's definitely going on the "power system oddities" list.
I've never seen enemies cower while in Arctic Air unless affected by someone else's Terrorize. Maybe they were confused either feared each other or just played a similar animation?
As far as I can recall it's always been Afraid -- which just makes them run away; it's the same effect that Hot Feet has in it. I made my first Ice dom around Issue 11-ish I think, so it's possible it might have been different before then. It was definitely before the purple bubbles were added. It was also before the bug causing Contagious Confusion in AA to confuse your pets was fixed. Since the IO itself was added in I11 that sounds about right.

Since the discussion seems on the verge of coming full circle, I'll point out that Taunt has the most value for Firey, Electric, and Dark Armor, since those are the 3 sets whose taunt aura can miss. If you're dealing with enemies that are very hard to hit, having an autohit taunt may be the only way to get their attention, as gauntlet won't help you much either.
Fiery Aura sort of has an option for that situation -- Consume can be used as a PBAoE taunt with a very long recharge. It's definitely not ideal.
Power Sink is autohit as well, but despite accepting Taunt enhancements, it doesn't actually taunt anything. It probably needs a look in any event, as it still grants the Tanker 5 Fury when used against AVs and other hard targets. Which of course does nothing since tankers don't have the inherent.
It also has some value for Willpower and Super Reflexes as well, since while their taunt auras are autohit, they're much weaker than the other sets.
Finally, if given the choice between using Taunt and hitting with a high damage attack, Taunt may not always be the best option, especially taking Gauntlet into consideration. While the exact math is a bit fuzzy (Arcana may know it but I doubt anyone else does), taunt is known to be a threat multiplier. If you sit there taunting something and don't damage it, you won't be able to hold aggro once the taunt effect wears off -- your big fat multiplier times zero is still zero. -

I thought it was the Praetorian Malaise who was in the high-level missions? Or are there some others?

Power boosted farsight will definitely help. You won't be softcapping the team with it on a controller, but you can add a good 26-27%-ish or so defense to everyone. Coupled with Chrono Shift and rotating Selection you'll be okay for most content so long as the team is taking things down quickly and doesn't get into trouble.
I wouldn't try anything extremely challenging without some other support. Time's heal is one of the better AoE heals that doesn't require a to-hit check. -
