    I actually happen to prefer Gambler's Cut because of the aesthetics of it. I just like the way it looks. The fact that it happens to be the numerically better attack is just a happy coincidence.

    I take Swipe instead of Strike on all my claws characters for the same reason. Strike is numerically the better attack, but it recycles the Jab/Boxing animation, which has a tiny pause at the end which drives me absolutely nuts. Using Swipe instead makes my attack chain look and feel smoother, I could really care less that I'd be doing more damage with Strike.

    I don't have a problem with SotW, I just like Gambler's Cut better. I also have Swipe in my Claws/Regen instead of Strike (which is the better attack) because I just like it better.

    As far as your Dull Pain and Reconstruction slotting goes, Doctored Wounds gets you reasonable amounts of both heal and recharge, and gives a 5% recharge bonus for 5 slots, which means you can slot something besides Crushing Impact in your attacks (such as Mako's Bite or Touch of Death for defense bonuses) I usually opt for recharge over heal in those two (since 5 slotting won't allow you to max both)

    I happen to like +regen bonuses, but I'm aware that /Regen gets much less benefit than other powersets because it has so much to begin with. It's kind of like adding more defense on top of a softcapped SR, once you reach a certain point there isn't much benefit to doing so.

    I kind of doubt Umbral was deliberately being insulting, he just tends to be blunt with his opinions.
  4. Well, in my defense, I built that using Yoshi's criteria.

    My Claws/Regen currently doesn't have Hasten, but that's only because I'm waiting for the next freespec to drop, or to get a respec recipe, at which point he'll be getting it back. I burned through all my respecs before I really knew what I was doing. He doesn't need it for his attack chain, but after you proved that you can have Perma DP with 55% global recharge I realized that he'd be pretty close if he had Hasten.

    My Fire/Regen does have it, though the only time I really use it is immediately after clicking Dull Pain to bring it back faster. Using Hasten is the only time he's even close to running out of end, due to subpar slotting (gimme a break, he's only level 37!)

    If I were building it for myself there are some things I would have done differently. Probably would have pulled a slot from PP and put it in Integration for a basic Heal IO to even it up with FH's slotting.

    I wouldn't go out of my way to get the Regenerative Tissue unique either. If it happens to drop for me I'd use it, but I wouldn't buy one. I've never had a Miracle drop at all, so I'd be hard pressed at this point to decide who would get it if I DID get one (probably my BS/DA, who still has moderate endurance problems)

    I happen to like lots of passive regen on my regen characters, but I don't gimp other aspects of my builds anymore to get it. Same with Max HP, it's nice when Dull Pain isn't up, but it's not a very high priority anymore (especially after I noticed how many bonuses I was getting while hunting others)

    I'm not going to do another build in this thread, but one built for ME would look somewhat different.

    The only one that's expensive is the KB Protection, the other two drop more frequently and are usually pretty cheap. Since it doesn't really matter what level they are for slotting in Super Jump, you can get at least the ranged defense without breaking the bank.

    Also: Umbral, since you popped in, my build up there solid?

    I had 3 LotGs in it, which is the most I could fit in without picking up Stealth and Maneuvers, but I adjusted it to meet Yoshi's criteria.

    Okay, here's the best I can do as far as answers go.

    1) If I recall correctly, there should be an option to change it somewhere in the menu, which you can get to by clicking on the word above your health and endurance bars.

    2) If you run 3 scanner missions in Kings row, or 3 newspaper missions in Port Oakes you will be given a safeguard (hero) or mayhem (villain) mission. Complete the mission successfully and you will be given a Raptor Pack with 2 hours of use for free. You must do this between levels 5 and 10, however.

    The only places on either side you can buy them are Grandville (villain) or Firebase Zulu (hero). Those are difficult to reach as a low level character without help though, so the safeguard/mayhem missions are probably your better bet.

    3) Ouroboros (the flashback thing you heard about) is the only way to go back and run missions you've outleveled, unless you get invited to them by someone lower level who has them. You can gain access to Ouroboros at level 25. Just ask in broadcast when you hit 25 (you have to train first) if someon will open a portal for you. At the top of the arch in the zone you go to is a badge that will unlock the portal for your own use.

    4) You don't have to take Air Superiority to take Fly if you already have Hover. Fly will unlock at level 14. All power pools are the same way, the first two powers can be taken any time after level 6, the third power can be taken at level 14 (you only need 1 of the first two to unlock it), the last power in the pool unlocks at level 20, and you must have ANY two of the others, it doesn't matter which two.

    5) I don't have personal knowledge of SGs on Freedom or Virtue, but if you look in the forums for each server in the server section you should find a list of SGs on that server that will have some details about them and contact information.

    Ummm, not to burst your bubble here, but it's not arbitrary at all. It existed before IOs were introduced.

    Think about it, what level do you have to be to slot level 25 SOs? 22, right? And you have to be level 47 to slot level 50s. And they cease to function at all if you get more than 3 levels above them. That's how it's been since launch, and has never changed.

    IOs are just following the same theme. The enhancement of the power itself still works, but you lose the set bonuses if you exemp more than 3 levels below the set. It's not arbitrary at all, they decided on 3 levels below because that's how SOs work.

    Are you above level 30? You can only run missions in Siren's Call if you're between level 20 and level 30.

    Yes. You can run the TF as many times as you want, but you can only ever earn 3 respecs on it.

    Scrapper damage auras don't have a taunt component. Blazing Aura, Lightning Field, and Death Shroud deal damage, but don't make things any more likely to attack you.

    The KB protection is irrelevant for this purpose, the reason it's there is because 3 slots of BotZ provides 3.13% to ranged and AoE defense.

    If you run all the signature TFs on your way to 50 and a few select story arcs (the hollows arcs give you 31 merits, Freaklympics is 34, Freakshow War is 33, etc.) you can have around 400 merits by the time you get to 50. With that many random rolls you're bound to get at least ONE of the high dollar items in the build. Or if you're not inclined to leave it to chance you can just buy one or two outright with merits.

    Most of the stuff in the build should be fairly cheap if you buy it as recipes and don't pay the "I want it NAO!!!" price.

    And I'm not an AE farm fan, I actually run real arcs in there.

    It wasn't just the taunt aura, it was the taunt aura combined with the fact that I was doing a metric crapton of damage, and the tank was just punchvoking, with attacks that didn't appear to be slotted that well. But, as I mentioned, as soon as the tank used taunt he got the agro right back (the tank appeared to be built for team play and didn't have much damage output)

    I can actually help with katana/dark too. I have a softcapped Broadsword/Dark Armor, and the two sets are so close as to be interchangeable.....let me see if I can dig up the thread....

    There are some downsides to it, but they are discussed in the thread. I did it relatively cheaply too. Also, the reason it failed against Cimeroroans....no defense debuff resistance.

    It's a level 50 respec build, not a leveling build. And you'll want to take Gambler's Cut and give it the slotting that Hack has in my build.
  14. Looks okay.....but ridiculously expensive.

    You probably won't do great in competetive PvP, but casual zone PvP (which doesn't seem to exist on Freedom) you'll be fine.

    I happen to like smaller servers. I tried PvP on Freedom, and there was WAY too much e-peen measuring for my taste, my character got moved back immediately.

    Since I'm not THAT into PvP in the first place, it works out for me.

    Because the market is honest, and you will never get screwed using it. Shady, unscrupulous players would use the trade window to steal stuff from people.

    You can accept a trade without putting anything up in the window, what's to stop a jackhole from putting the influence or recipe up in the window and then removing it before clicking "Accept"?

    People use the market because it is literally impossible for that to happen, you will always get what you paid for, or you will always get the influence for your item. There is zero possibility of someone taking your stuff and leaving you with nothing.

    Correct.

    I have pulled agro from a tank myself playing a Willpower scrapper, because I also had a taunt aura and I was dealing more damage. As soon as the tank used Taunt he got the agro right back, but when he was just punchvoking I stole it from him with relative ease.

    Willpower, Invulnerability, and Shield Defense scrappers can all do so, because all 3 sets have taunt auras in them. Regen, SR, Electric, Fire and Dark probably won't because they lack taunt auras.

    Any brute with a full fury bar will steal agro from a tank that is not actively taunting as well, as all brute secondaries contain a taunt aura, even SR (their version of Evasion includes a taunt aura).

    However, there isn't anything I have seen yet that will ever steal agro from a well played Ice tank, since Ice Armor has 2 taunt auras (Chilling Embrace and Icicles)
  21. Here's a build I threw together for you.

    Just a couple quick questions:

    Why no LotG? Are you opposed to using the Numina's, Miracle, and Regerative Tissue uniques if you can acquire them?

    Acquiring them shouldn't be TOO difficult, I have a Numina's on almost every one of my 50s, and I've never purchased one, they all came as drops from random Merit rolls. The Miracle might be a different story, but you can get a Regenerative tissue running AE missions and making Silver ticket rolls (or you might get lucky and have one drop as a mission end bonus). So, you should be able to acquire those 3 pieces on your way to 50 without going too far out of your way. If not, or if you just don't want to use them, they can be substituted without hurting the build that much.

    Other than those 3 pieces (and maybe the Zephyr KB protection, haven't looked lately) this build shouldn't be too outrageously expensive, especially if you can get them without buying them, and still manages to softcap melee. Also has 24% or so to ranged and AoE. DA also softcaps lethal defense after 2 applications, so that will help stop the machine guns that everyone seems to carry from eating away your defense.

  22. Okay, here's what I came up with.

    I opted for typed defense rather than positional, like I suggested in my earlier post.

    I did this for one major reason: Dark Armor has ZERO defense debuff resistance.

    The most common defense debuff in the game by FAR is machine gun fire, which is tagged ranged/lethal. Even if they are right in your face firing a machine gun it still applies it against those two defenses. Your softcap to melee will disappear in a hurry if you're being shot at by multiple machine gunners (which happens a LOT, Council anyone?) Being softcapped to smashing and lethal will cover 60% or so of the melee attacks in the game and any ranged lethal attacks, which your melee defense is useless against.

    Also, the rest of the typed defenses are at least 30%. So that should make a noticable difference. There were some sacrifices made, but it should still be playable while running all toggles.

    The biggest downside is a slight lack of accuracy in the attacks themselves, but set bonuses and the Kismet +Acc I put in Combat Jumping should even that out for the most part. I pulled some slots from Physical Perfection, but I added some recovery bonuses here and there to help make up for that, your end consumed versus recovered didn't change that much. Also added a couple max endurance bonuses, which will help with recovery by giving it a larger number to base off of. With the way I slotted Dark Regeneration you will heal almost half your HP from one target (an 812 point heal IIRC), 2 targets will fill your HP bar from the red to full.

    I also added Focused Accuracy for another set of Rectified Reticle, but I don't recommend running it, as it has no end reduction in it. If you're okay with being just under the softcap to smashing and lethal you can swap it back out for Conserve Power.

    The most expensive things in this build will be the Kinetic Combats, the uniques you already had in there, and the Zephyr KB Protections (the build has 8 points of it btw)

    Fire/Elec

    Well, Shocking Grasp is an awesome hold that does decent damage as well. Perfect for those things that decide to wander into melee range. Hold them, CB+HP, and they're usually not going to be bothering you anymore.

    In my experience with my (sadly now deleted) Fire/Elec, I did craptons of damage, but unfortunately took craptons of damage too. It CAN be built into a beast of a toon, fairly easily, but I never got to that point.

    If you take Cold Mastery you can softcap smashing and lethal defense without too much trouble, which will cover a large percentage of the attacks you'll encounter in the game. That should raise survivability quite a bit and make a blapper playstyle more feasible if you're so inclined (I like that playstyle, but it's not for everyone).

    I'll leave the fine details of what, where and when to those who know the combo better than I, but hopefully what little knowledge I had to share helped a little bit.

    Have you tried it yet to know that for a fact? Or are you just assuming that since it's a great distance it won't work?

    I know people that play in Italy, Ecuador, and Australia, all on the North American servers, and their connections seem just fine from my vantage point. In fact, they seem to lag less than I do myself, and I'm smack in the middle of the US.

    You DO realize that when someone is in a mission you can't see them, right? And that when you, yourself, are in a mission, other players can't see you either? 90% of the game's content takes place inside instanced missions, not outside where you can be seen by other players. You seem to be claiming that there are ZERO other players online at the same time as yourself, which is nearly impossible at any point in the day, let alone consistently, as you're saying.

    Since you aren't willing to even attempt to connect to the US servers it seems you will be done in short order here. With the attitude you've displayed thus far I can't say I see it as a loss. Solutions have been offered and you'v discarded every single one of them without even trying them. That says to me that you want the game to run YOUR way, or not at all, which is just plain not gonna happen.

    Hopefully you find a game that meets your requirements, though from the sounds of things it seems unlikely.
  25. Players who have purple sets and PvP sets spent HUNDREDS of hours collecting them or collecting enough money to buy them.

    If you ask me, anyone who has spent that much time and energy on ONE character deserves to have an advantage when playing that character. The balancing point here is that purple sets and PvP sets are EXTREMELY hard to come by (by any allowed means anyway). Since they are so difficult to acquire, it follows that not everyone has them. True, those who DO have them have an advantage, but they went to a lot of effort to get them.

    The outlier here is people who purchased money from RMT sites, they skip the whole process of acquiring them.......but they stand a very good chance of having their account stolen or banned, or stolen AND banned when the RMT site uses their character to spam people. And those people don't have much of an advantage anyway, because a good player with a decent build will beat a bad player with an awesome build 9 times out of 10.

    And just for the record: Cramming as many purples and PvP IOs into a build as you can does not automatically make it a good build. I've seen builds that were chock full of those things and were absolutely atrocious.
