Sonic/Rad zone PvPer?
I am in no way an expert PvP'er. But... I do have a Sonic/Rad Corr that i use for PvP. Mine however is slotted for PvE so it's slotted for mainly recharge so i have Perma Hasten/AM in PvE. Since PvP has DR in place i dont see it possible to get it perma without some help. I could be wrong though so dont get discourage if thats what you want.
Ok i just openned your build and first thing i notice is you are over cap on 2.5% recovery. You can only have 5 of 1 bonus so think about replacing it with another set bonus if possible. Besides that i dont see anything else as being capped. To check it:
Second thing i see is the nuke. Great in PvE but maybe not so great in PvP. I've seen them used yes.. But it can be embarrasing if you nuke and the opponent is still standing and able to wail on your defensive body... I just asked in a channel with some hardcore PvP'ers and they question the point of a nuke in PvP as well. So consider it replaceable if you desire.. hit "Window" "Sets and Bonuses" and in the right pane under "Effect Breakdown" there is red letters saying "-Cap" if you have too many.
That's what stands out from looking over it. Since i dont know a whole lot i wont go too much in to critiquing your build. Sorry. =/
But i will say alot of PvP'ers rock out with SS and SJ combo b/c they take acrobatics for some mez resist. It is very possible to do without. You will also find them with leadership in their build. Assault and Tactics i think. Not all do that though. But it's a quick way to see the pesky blasters and what not.
Hope i gave you something to think about and maybe useful. Sorry i cant be of more use but i'm still learning PvP. =D

You should have way more KB protection. You should have SJ and Acro. You should slot Aim properly, some of the set bonuses you can get are good. Should drop the nuke. Reslot AM. Slot spirit shark jaws for damage. chance for self heal in Sirens Song ? what? Too much recharge in the build, could cut it in half on a rad build. Should get rid of Howl. Get Shriek...Reslot Shark Skin, if you are going for such an expensive build a set of glad armors without the proc would be good with a Steadfast if you need more KB protection.Diff slotting on Hiber.
Basically pick powers you plan on using, try get 1550 hps or higher if you can, cut the global recharge in half, you have AM and hasten. Get 41 kb protection if u can but at least 31 unless you are like on some backwater server, in which case forget this whole post.

Looks okay.....but ridiculously expensive.
You probably won't do great in competetive PvP, but casual zone PvP (which doesn't seem to exist on Freedom) you'll be fine.
I happen to like smaller servers. I tried PvP on Freedom, and there was WAY too much e-peen measuring for my taste, my character got moved back immediately.
Since I'm not THAT into PvP in the first place, it works out for me.
