Whether or not I'm in agreement with the changes I can't say (I quit playing it after about 1 week in the beta) but that is pretty much a textbook bait-and-switch tactic from what I can see.
1) Have game a certain way all through beta, particularly open beta.
2) Make a change to the game after open beta has ended, but before the official launch
3) People buy one thing, expecting another. Still the same "product" but different from what they were shown just a few days before. -

Almost. I'm in Houston and too and usally have to call around 10-15 GameStops to find one that has 1-2 in stock. Cool story though: I was calling around to see if a GameStop had one in stock and found one with one of those old CoV Time Cards. They said they were throwing 'em out for some reason and that if i wanted it i could just come pick it up. The place was pretty far, but i ended up getting a Time Card for $0.01 USD.

The power needs to succeed in order to grant the buff. Web Grenade will not grant the buff unless you hit the target, Trip Mine will not grant the buff if you are interrupted (IIRC, will have to double check), but laying the mine is the success of the power, so you get the buff at that point.

Afaik, Defiance is activated as soon as you use the power. For example: You would get the Defiance buff from Ice Patch right after using the power, even though it might not do anything. This makes opening with some powers such as Bitter Freeze Ray not that bad of an idea when soloing, since they offer a high Defiance buff.

With that much -tohit you shouldn't really have much of a problem with anything. From my experience necro for MMs can be kind of squishy compared to, say, robots.
