Can we be sure the snipe buff will also go to PPP snipes?
-
CtJ can only buff up to 8 targets and that sometimes means some of that buff goes to non combat pets

L.S.N.E.D. Thx

The best Solo on SOs is probably Time and Traps I say traps because it gives you plenty of def, mez protection and lots of tools, Time makes better use of power boost from soul mastery solo than any other defender primary. Time and Traps are my go to for support toons
Bots/Traps/Mu
Beam/Traps
Time/Sonic
Demon/Time
Fire/Time to be replaced by Water/Time -

Quote:Hmmmm.... I was thinking of something else entirelyI put in bids on Blaster ATO's, and I'm sure I'll make money on them, but I've been making money on them before now too. I'm not really sure how much that will change.
Still, I've been doing nothing but flipping ATOs for months now, so that's exactly where my mind went when I saw the coming changes. -

Quote:THIS so much, The only defender i havent deleted is Time/Sonic I plan to grab soul mastery for mine to get PB and I'm looking forward to how this combo will work when combined with the upcoming sorcery poolMy personal favorite defender is a Time/Sonic, I play her aggressively and debuff the crap out of anything in my way, use buffs when they're up (Farsight and Chrono Shift together cover def, tohit, and recharge), maybe fix people's ouchies if I feel like it. Time is very, very flexible.

I disagree with this, last I checked none of the -res procs are un resistable so they are just as susceptible to being resisted and since reactive can stack up to 4 times for what equals -10 res(and 2-3 stacks are easy to maintain) iirc reactive is worth more over time then the -res procs which are at best equal to a permanent -4 res individually

Quote:Yes I can confirm this and before you ask it is the only healing unique that works this way i.e. "effects target of heal"Slightly off the topic of the OP, but not totally...
How does this proc function in pseudo pet powers? I'm thinking Triage Beacon and Spirit Tree? Will it affect everyone in the AOE every 10 seconds?
Further: If Perf Shifters 20% to 3ppm and then 1.5 ppm is any indicator this proc is gonna get nerfed hard in i24 if it goes to PPM for any who plan to use it in pets and aoes -
Quote:What a thing of beauty that would be I'd drop screech from my mids build right awayWhat the heck am I going to do if they give us crashless nukes?Quote:
Skipping the nuke and snipe to pursue tough and weave was always an easy decision for me. -
Quote:Awful place for that proc it will only go off on activation your better off with the heal since at least you get the benefit when your enhancements are scaled down durring exempingI was wondering about Panacea's proc in perma-able click powers. Dull Pain, on my scrapper, has a set of Panacea in it, and I was thinking of using the Proc over the straight Heal, since that Heal is wasted atm (even w/o it, I am at HP cap).
My question is this: In perma-clicks, do procs still attempt to fire every 10 seconds, or do they only have a chance to go off when the click power is activated? I am assuming it is the latter, but am hoping to be pleasantly surprised. -

Quote:I think Alpha slot recharge should work as a global buff rather than a slotted one it's already kinda unfair that alpha recharge doesn't boost incarnate powers I think this is a fair trade offThis is really going to screw with powersets that require lots of recharge...like regen...
As if not having a damage aura wasn't enough to fall behind the Dark Armor and Fire Aura builds of the world for damage output (not that I mind it...but...), now when you roll up a /regen toon and take spiritual or agility alpha...you're essentially getting a damage slap in the face to keep survivability up...I don't mind all other points of the new "solution" but Alpha slots should not nerf your proc damage...or cap the recharge from enhancements affecting the diminishing returns at 100% and be done with it...anything more than that is essentially trivial anyway on most powers, they just end up being a side effect.
Quote:So wait, I am going to be punished for having to much recharge in my attacks? Say I have enhanced recharge to 99% and agility t4 pushes me past 100....I get slapped for it? I think is be ok with this more if incarnate enhanced recharge didnt effect this. Then again I could very likely have a bad grasp of what is really being proposed. -
Quote:It will be a nerf in many circumstances and a buff in othersLike i said, i don't care if it leaves purples and pvp enchancements alone, But this is really going to eff with my plant/fire/fire's carrions regardless.
Double edit**: Then again, I can be a bit of an idiot when it comes to predicting the future, So maybe.
MAAAAAAAAAAYBE this will be a buff in some form. I don't know. Someone chime in?
-If you placed your IO procs in places where you would have been able to get the most proccing done like brawl, boxing, quick charging aoes, those 1.5 sec rech blasts and the like you get nerfed hard
-If you placed your IO procs in places that were otherwise better than ppm procs of the same type you almost certainly get nerfed either by a little or a lot
-If you put your IO procs in powers that are awful for IO proccing you almost certainly get a buff especially powers like KO Blow
-If you put PPM procs in powers that aren't great for IO proccing but benefited greatly from the PPM mechanic especially powers like KO Blow you certainly get nerfed hard harder than all other examples(and ripped off HARD if they were SBE procs since there are no refunds despite no longer working as advertised)
If you were like me:
-You placed your IO procs in places where you would have been able to get the most proccing done like brawl, boxing, quick charging aoes, those 1.5 sec rech blasts and the like
-You placed your IO procs in places that were otherwise better than ppm procs of the same type in the same place
AND
-You put PPM procs in powers that were aweful for IO proccing but benefited greatly from the PPM mechanic
SO
We get to lose out in all of the above scenarios AND GET RIPPED OFF ON EVERY DIME WE INVESTED IN SBE PROCs -

Quote:As I recall they didn't kill where other permanent options existed hence most super vils from their universe getting lobotimized they were totalitarian rulers of either the world or the countryThis. Remember in JL/JLU when on an alternate Earth President Luthor pushed things to the brink of armageddon and had his thumb on the button?
Superman "There are at least 6 different ways I can stop you"
Luthor: "and they all involve deadly force and you don't do that" Luthor then proceeded to call Superman his accomplice and that he wouldn't be a hero without a villain and that it was Superman's own ego that kept things going due to him loving allthe adulation from the public etc. Luthor then dared him to arrest him and put him on trial because he could beat the trial and start it all over again. Superman then used his heat vision to incinerate Luthor and the JL of that Earth then seize power around the world. They became Elites. They began to decide who would die, who wouldn't and have storm troopers ready to take dissidents into custody and that reforming super villains meant lobotomies for each of them. Luthor did have at least one valid point: he would beat the rap and start it all over again since Superman wouldn't kill. -
Quote:back when there were no target caps the crash made some senseSo many great suggestions by so many great people.
The only thing I can think to add? Crashless nukes for all! The crash is an archaic mechanic initially thought up when the level cap was 40, correct? This is a different game now. Why not let Blasters/Defenders/Corrupters go in and clear a room every couple minutes without and endurance crash? -
Quote:Spinning strike is some what costly in terms of end I would suggest the t3 cone insteadThat's still a pretty huge gap to leave open intentionally. You'd be better off tossing another attack in there, maybe a Spinning Strike right after the Uppercut so it doesn't eat your combo levels? I'm not sure of the best chains for Street Justice, but leaving a gap in a chain almost long enough for a complete attack is never a great choice.

I found it, I'm so stupid sometimes totally forgot to do a search with "quotes", this song was apperently created for the university of maine and there is no full version but once I found out that it was UofM I was able to look up the comercial

^I do and Ill have to try it next time
Quote:Not sure, Easy listening/soft rock esque? It seems to be whatever genre you consider the "I'm no superman" theme song from scrubs to beWhat genre was it? Male or female singing? Any clues to the type of company that was advertising?
Male
No idea, for all I know it could have been for a financial service the comercial is very brief. It almost certainly wasn't for food or beverage but who knows -
I'm speeking of the PPPs as far as i can tell the APPs are mostly the same between the melee ATs except for a few power differences in some pools but IIRC fire is 100% the same between Tanks/Brutes/Scrappers/Stalkers
