Panacea Proc in Dull Pain/other perma-clicks

I was wondering about Panacea's proc in perma-able click powers. Dull Pain, on my scrapper, has a set of Panacea in it, and I was thinking of using the Proc over the straight Heal, since that Heal is wasted atm (even w/o it, I am at HP cap).

My question is this: In perma-clicks, do procs still attempt to fire every 10 seconds, or do they only have a chance to go off when the click power is activated? I am assuming it is the latter, but am hoping to be pleasantly surprised.

Awful place for that proc it will only go off on activation your better off with the heal since at least you get the benefit when your enhancements are scaled down durring exemping

Procs attempt to go off every 10 seconds in Auto powers and Toggles. In clicks, they only check to go off when the power is clicked.

Slightly off the topic of the OP, but not totally...

How does this proc function in pseudo pet powers? I'm thinking Triage Beacon and Spirit Tree? Will it affect everyone in the AOE every 10 seconds? Only the caster? Only the pet? Only the caster on original summon?

Yes I can confirm this and before you ask it is the only healing unique that works this way i.e. "effects target of heal"

Further: If Perf Shifters 20% to 3ppm and then 1.5 ppm is any indicator this proc is gonna get nerfed hard in i24 if it goes to PPM for any who plan to use it in pets and aoes

I knew the others didn't work that way, but wasn't sure about Panacea... Good to know it does..


And..

I"m really not thrilled about the changes to the procs, from what I'm hearing. I really don't mind new procs working differently, but a massive proc nerf doesn't sound fun. I'm not even sure it was warranted. But I guess that's a totally different topic.

It checks once at activation and then once per every 10 seconds for pseudo pet summons, and each healable unit in range has a separate chance to benefit. It also means if you have enough recharge to get two or more beacons/trees going at once (not exceptionally difficult), you can have each of them checking against every person in range independently of eachother.
