That's effectively taking away the incentive to use the "perk" I was given for being loyal to the game and supporting the game for 84 months (7 years) of subscription. The perk being that I have full access to the market without having to traipse across at least one zone and possibly more and then back to what I was doing?
You must be out of your Nether-loving mind to think this is even remotely a good idea.

I generally like time skips and this is no exception but it was a huge surprise.

I hate the nerf to IO Procs and even more so SBE procs but to be fair some of that wall of text seems to be working off the first propstion that proc hurt rates based off global recharge like SB, hasten and io set bonuses but that is no longer the case

And the fact that these commercial comparisons don't line up well with the Paragon Market is in itself important. CoH is a situation similar to but very distinct from these others: a walled garden where all the products and services make sense only within that garden's own context. You can't sit down in your armchair and experience your SBEs or new paid powerset unless you can log in to CoH from said armchair. Movies and books have a context outside their viewers, but SBE procs don't have a context outside of CoH.
If NC/PS took away a persistent in-game item you had bought, then I would argue strenuously that they should offer compensation. That isn't what's happened here. -

I read your analogy, but even though I "see" it, it boils down to this:
Some players bought the SBE expecting X, where X equaled what was in game. What they got, was X+y. A lot of people that got X+y didn't even know they got the +y. However, at least one person did (the OP) and those that saw what was going on felt it was an issue. (and obviously, for some, it is.)
Then, instead of X+y, they got X-y.
I'll be the first to admit that I sent a petition and asked them to take the few I bought back and give me my points back - for all the good that did. It just reeked of something improper. To sell me X+y, and then make it X-y, well that's just not good.
However, when it comes right down to it - at least for my characters that have X-y slotted, I can't tell the difference. As far as I'm concerned now, y is roughly equal to zero.
I got X, and that's good enough. It'll have to be. The only other option is to rage quit.
Obviously, it was a mistake that X+y went live. They missed it. Things happen.
There were probably a number of things they could have done, but in the end, there was nothing they could do to make everyone happy.

So I bought x+y, to have x+y so as Upset as I am about getting ripped off with perf shifter I'm even more ticked about the rest of the SBEs getting nerfed too.
I can live with getting the IO procs nerfed across my builds but the stuff I bought getting nerfed? Refusing refunds even up to head GM level? Got Bilked? Yeah I did -

To the OP: If it's time that is most interesting to you, and you've decided to pair it with Beam, make it a def. You'll have the cool time powers sooner,and they are more effective. If you mostly want to play a beamer and shoot things, but want the time type buffs too, go with Corr. -

There are no other processes in the set. So I'm understanding that your upset that that 33% chance for extra damage will be limited to happening only some unknown number of times per minute after this change? Note it was only a 33% chance to fire anyway a good chance ye 1/3 chance every hit. Nice but .... -

How often do you see Performance Shifters in click powers in proposed builds on these forums? Compare that to how often you see them in Stamina, Quick Recovery or Physical Perfection. If they wanted the SBE acted most like they "intended" for the most people, which should they choose to fix?
Look, I'm not saying you have no reason to be annoyed. I say this in just about every thread on this topic . I feel that, across the sub-teams involved in creating and selling them, ranging from marketing to the powers team, the collective handling of designing, testing, marketing and selling SBE procs has not been very good.
But I think it's ridiculous to carry on with seeming insistence that the only explanation for how this played out is that they were out to screw us all, particularly when it comes to focusing just on the powers aspects. The actual changes they have made make too much sense for the changes to be them trying to screw us. Feel free to go on refusing to accept this, but I know that (a) the original PShift PPM piece was brokenly too strong, (b) brokenly too-strong things get fixed, and (c) the fix they implemented has unfortunate side effects but makes perfect sense given how most people use Performance Shifter procs.
I'm sure I'm not the only one who went through the proper channels for a refund on the perf shifters but I can tell you all levels of customer support refused my request, somehow I doubt others made out better so when I say the end result is a bait and switch (even if its not the original intention) I think that's fair -
Last I heard that proc works now but powers like seeker drones are bugged and can't take advantage of any procs that effect targets not IOs, not interface, not SBEs

Broken in ways that are characteristic of the sorts of oversight that the CoH devs are a little vulnerable to. If you had told me that the CoH devs were going to invent a PPM model for procs, I would have told you that they would probably do something silly with it; for instance, they might forget to consider the impact of recharge rates, which can be a factor of three or more difference in performance. And they would probably do it in a way which resulted in some well-known procs being either way overpowered or way underpowered in the new format. Because you can basically predict this stuff. I really like the CoH dev team, but they do have their fairly consistent blind spots. (Just a reminder, devs: activation time is significant when balancing powers. Thank you.)
All the "many of us" did was decry "pay to win" in this highly competitive pvp game and now we're in this H. Bergeron-esque scenario where IO strong spots are weakened and PPM strong spots are weakened
Oh, and how do you propose to buff perf shifter in powers like speed boost when you rebalanced it for autos, you masaquered it in aoes and quick aoes got the worst of it -
