Kind of miss those old ambushes. Can recall watching as newb lowbie some Lvl Defender trying to beat down an absolute horde of lvl 52 Malta chasing him thru King's Row. Had no idea what those foes were at the time.
Or when a friend and I just exited a CoT mission in the Hollows and some more CoT came barreling over our position (not after us). I had about a half second on TS to warn my relative newbie friend to leave them alone before the level 35 CoT demolished his level 15 or so Stone Tank. Think he actually lasted a couple blows after attacking them and getting their aggro. -

This is an example of what I was saying before, that the game calls "low magnitude knock-back" "knock-down":
So, the game does call "low magnitude knock-back" "knock-down".

Maybe it's a mistake, a typo, that they made when the descriptions don't match the detailed info, but the "low magnitude knock-back" being called "knock-down" is intentional.

Should be able to receive (but not send) email. So you could send SO's via email from your VIP account to your Free account. Not sure he would have access to an SG base much less the bins.

Check out Tornado ... making clear what you mean could and can be important. Use Kin Crash in Tornado and you will be enhancing TWO different effects, i.e. both Knockback and Knockup. It's also why the foes go sailing up and away (knockback + knockup) when hit by Tornado. If it didn't do both the direction those foes would be tossed about the room would be different.

Not sure but Tornado might be the only power to do both forms of Knock ... both down and up. (per City of Data Water Spout only does Knock Up, which having no experience with it I thought might also do both).

Edit: Which makes me wonder if there was a time (prior to development of Storm Summoning) when only one form of Knock existed and they created the third vector specifically to get the gfx effect of Tornado in the game. -
For Dodge, Agile and Lucky unless you are going to change the number of slots think about 3 Serendipity (def, def/rech, def/endred) for more max health and +regen. Or LotG +recharge, GotA def/+run spd, GotA +def and use Weave and CJ for the 4th and 5th LotG +recharge which, in turn, leaves you free to use LotG +def, +def/endred, and +def/endred/rech for bit better endred in the toggles.
Scirocco's - Obliterate also carries +Acc and +5% recharge, toss a Crushing Impact in Havoc Punch and that's 10% recharge and 7% Acc added.
Lvl 49 - Could always go Grant Invisibility instead if you are looking to keep a defense set there. Did you need the +def from Stealth for the cap? No idea do to the lack of Mids on my end if your barely at the caps or got room to spare. Or in my case I grabbed Maneuvers, a buff for me as well as teammates. (Frustrating to enjoy builds/building and not have Mids)

I did notice a difference in the amount of damage I did and the little extra control helped with surviving.

No Mids access here which hampers things a bit at my end.
Nothing major but a few thoughts.
Kin Combats in Charge Brawl are usually used for typed defense (S/L specifically) not for boosting positional defense. Probably not the set to use here.
I like to use a slot in FF or FS for a Kismet +6% To Hit (or other early defense power).
Agile (as well as Dodge and Lucky) use no end, grab a def/rech instead of the triples for a wee tiny bit more +def. Curious why 3 GotA ... the 3rd set bonus as I recall is F/C resistance? Is your DDR at 95% (or at least within a couple percent)? If not perhaps just drop a straight +def common IO in the 3rd slot?
Assume you're using Scirocco's in LR for the +def(AoE)? Why not Eradicate (better recharge, nice +max health, same def(AoE))? Or Obliterate and make up the AoE defense elsewhere?
Stealth IO to stack with stealth from SS?
Lots of effort (slots and power choices) for +recovery and +end but no Miracle +recovery?
Guessing Boxing with Stupefy is a set mule for the +6.25% recharge? Seems like a lot of slots for the bonus (but hard for me to see without Mids if you need the slots elsewhere more). Is your Hasten perma or close?
I know on my Claws/SR I went all out to get a Glad +3%def (about 3 weeks of serious tip mission running). Meant I needed about 3 less 6 slotted attacks for the 6 slot +def bonuses which conversely meant a lot of +max health bonuses instead (and better enhancement for those powers as well). -

Partly Storm is going to be a late developer for you. Tornado and then Lightning Storm are the big guns for Storm and that's level 35 and 38.
This is a link to a thread posted by Draggyn and has links in it to other articles he wrote on the various Storm powers and while it's aimed more directly at Defenders the info should be solid for a Corrupter as well. Likewise it's relatively current.

Can't use Mids at the moment but ...
While it's a preference thing 1 Acc per attack (or things that need to hit the target) wouldn't cut the mustard for me. I'd go nuts missing as often as I would suspect you will unless staying below +2 foes. I'd personally tend to go 2 Acc, 1 Endred, 3 Dam per attack. I'd be more willing to go 1 Acc if I had Tactics or something similar boosting my To Hit (Aim has it but the down time accuracy would bug me). Or teammates I KNEW would buff my To Hit reliably.
Leadership vs Fighting Pool - I see this as a solo vs team decision, Leadership on a team oriented build fighting on a solo build. (Note above comment about Tactics as well)
Howling Twilight - damage is inconsequential, use the 3rd slot for more recharge. I'd probably go with all recharge myself.
Fearsome Stare - spawn cracking power, needs more slots.
Petrifying Gaze - I'd drop this for something else in a heart beat, specially since you seem similarly fond of it (having only the base slot).
Inferno - Drop the Endred, it's all going bye bye when you use Inferno anyway. One can probably get away with only 1 Acc here as well do to the higher inherent accuracy of Nukes. You could drop the Nuke but since you also have the option of Nuke -> eat blue -> Power Sink I'd personally keep it.
Shocking Bolt - I'd likely slot Hold vs Damage, you've got plenty of powers to kill stuff, relative ease to stack and make a boss do a "sit, stay!" while you roast him with Blaze etc., not so much. Along those lines I'm a fan of Electric Fence as well, I'd consider dropping Thunder Strike (not a fan) for the EF.

As an aside ... I'd ideally shoot for a bit over 45% since one has no DDR making a cascade defense failure a legitimate concern. Unable to look at the build though so no idea if getting another 7% or so defense is a reasonable goal or not. It can make the difference between getting squashed 1 in 20 attacks or so to getting whacked by cascade failure 1 in 400 times. Essentially the idea is to be able to take the first defense debuffing attack without dropping below 45%.
While I love Electricity Mastery (pool of choice for me atm for reasons that have nothing to due with the armor in the set) I wouldn't be too quick to dismiss Dark Mastery or other pool armors. Haven't had the play time to see Dark Astoria and newer iTrials yet but been hearing things about greater diversity in damage types and not the heavy S/L/Energy of the early iTrials.
Lastly wasn't sure how to interpret this ... maybe the internet is making it difficult.

Typically the straight up Damage or Immobilize is the one to skip with the Damage/Rech or Mez/Rech getting usage. This is due to ED which will hit the damage or mez portion fairly hard. That said I'm no math fiend, you will do a little more damage with each attack going straight up damage (vs damage/rech) etc.. The catch is you'll also fire off the attack slower owing to the lesser recharge value so I believe (and understand) that your net dps will in fact be slightly lower. (I believe you'll put the damage and rech in the "yellow and yellow" vs "red and green/uneffected by ED"). I'd hazard to guess it's also only important if you are going toe to toe with a hard target (read EB, AV, Pylon or other large sack of HP). In normal missions you'll be switching targets, moving from mob to mob etc. and the difference will be hardly noticeable.
Not as sure of the Blaster ATO, if it's a similar difference (play time very limited and no experience yet with ATO's). Toss in the ability to use boosters and I'd guess there's even less difference in net damage if you use and boost the Dam/Rech. I don't currently have access to Mids but Mids does or can display the proc damage averaged into the values (iirc it's typically +14 damage [-> 20% of 72 damage] when averaged in per typical proc, 33 for each purple proc). I would not skip the proc in any case ... its damage is uneffected by ED and damage caps and will normally give you more net damage than a straight up damage enhancement anytime you are limited by either ED or the damage cap (and this is even more true when talking about 'Purples or Superior' procs).

You'll need to become proficient using Hurricane and in placing LS (and using Nado) to pin them into corners and otherwise deal with the kb/kd. Hurricane can be a excellent tool for positioning. And immobilized targets (such as those in Webnade) are generally easier to shove around with Hurricane or otherwise deal with the kb since they aren't able to otherwise move.
Snow Storm will make it easier to out maneuver your foes to position them more favorably as well. You'll learn to love maps with corners and dead end rooms.
