Yeah street ambushes are back.
It's either intentional or someone accidentally turned the switch back on.
its highly likely someone was doing seer marinos arc since there are street ambushs with that, most poeple tend to ignore them too
They should despawn when the target leaves the zone however if the target instead goes into AE or just sticks around in zone but out of aggro range - possibly at AH they are still in the zone and thus the ambush mobs do not despawn. Unfortunately in that scenario the target may not even be aware of the ambush.
If you call out in broadcast, help or one of the server globals you can probably get a higher level to clear the ambush - unfortunately they may also beat up the mobs to are targeting in the process but there's no shortage of LB to hunt in Mercy.

about the mobs in mercy that would actually be determined by your combat phase state, if you finished all of operative kuzmins arc then there wont be any longbow in mercy (for you)

Kind of miss those old ambushes. Can recall watching as newb lowbie some Lvl Defender trying to beat down an absolute horde of lvl 52 Malta chasing him thru King's Row. Had no idea what those foes were at the time.
Or when a friend and I just exited a CoT mission in the Hollows and some more CoT came barreling over our position (not after us). I had about a half second on TS to warn my relative newbie friend to leave them alone before the level 35 CoT demolished his level 15 or so Stone Tank. Think he actually lasted a couple blows after attacking them and getting their aggro. 
Just wanted to post this here. Bugged it in game as well.
Was doing one of the intro arcs in Mercy where you need to take out 3 LB technicians or some such. In the middle of the street were an Arachnos Drone and a Wolf Spider minion, both targetable and deeply purple at lvl 20. They wandered a bit and every few seconds they would one-shot one of the pairs of Longbow once they got into aggro range.
As they were targetable by me I stayed well out of range and pulled LB groups to me with Nem staff so I could finish the mission, but that strikes me as a major hazard. Rather like the old lvl 35 Freaks in Faultline bug.
68 Level 50s, all made the old-fashioned way.
