Yeah, 30 merits might be a bit too much, but I think that players still would have to "earn it" to quell the "I got here first!!!!1!!!eleven!" crowd. -
The "two Notice" bug was fixed with the first patch after the Strike Pack launched, to my knowledge. I only know one person who got a double Notice on Victory, and he said it was because of the bug that caused everyone to disconnect at the end of a TF on the first day.

I'd guess it's working as intended. You ran the strike target, you got your bonus merits. When you ran it again later (at level 50, with Alpha unlocked), it did a check and saw that you'd already received your strike target bonus for the week. That's a perfectly reasonable implementation.
Strike targets are reset on a weekly basis. You'll be eligible for the next strike target which starts... oh, right today. Go run Dr. Khan or Barracuda and get your Notice of the Well.
(And before you ask, no, you can't use side-switching to get both.) -

Alas, this particular issue is not one that can be animated away. It's tied in to the combat stance, and is thus locked by programming. Furthermore, it would need code that makes it so you can't choose the open handed animations if you have weapon claws (or, more easily, using the open hand animations would block the weapons from rendering). And then you'd have people complaining that they want extendable finger claws that are only out when they're attacking, and more complaints about mitten hands, et cetera ad infinitum.
In all likelihood, this is far more feasible now than it was prior to Issue 16, but it would require more resources than they can probably spare with the new Incarnate systems being added to the game in the upcoming issues. -

The "Rule of Five" goes by the name of the set bonus.
As an aside, this means there's a difference between regular 7.5% recharge bonuses and the Luck of the Gambler +7.5% recharge IOs. Thus, if you were so inclined, you could have 5x LotG +7.5% Recharge bonuses AND 5x Large Recharge Bonuses. -

No, Blue's right. They should (and almost certainly will) implement an option available to soloers and those who can't run or find large teams due to whatever reason.
Here's my suggestion:
You know how the Strike Pack creates a "target TF" for a week, where you get (the option at(?)) a Notice of the Well for running it? I've already seen people suggest they do the same with an Ouroboros arc, but what I'd do is make that arc last a whole month. That'd give teamers a shot at up to 5 Notices per month, while still giving soloers and what-not a shot at one.
Soloers and those others who hate the team-based rewards for whatever reason will receive their rewards at a maximum 1/5 the pace of those who team, while still being able to steadily work towards a goal.

I got about 40M worth of Leader badge credit on my Stalker.
Other than that, I threw a pizza party for the premiere of Mega Python vs. Gatoroid, and went on a kinda-maybe-sorta-might-have-been-a date last night with an attendee of said party. The former was pretty awesome. The latter was also awesome, actually, but we'll see how things go from there... :3 -
But... if the Incarnate content ends up being all Trials and Task Forces anyway... then doesn't that make your point fairly moot-ish?

Yup. I had Moonbeam on my Stalker for over a year.
Then I actually looked at the numbers, and realized that Dark Blast outperformed the hell out of it for damage (you can cast it like 6 times in the time it takes to fire Moonbeam once and wait for it to recharge--Stalker snipes have a ridiculous activation time of something like 8 seconds). I respecced and put a single Range IO enhancement in Dark Blast, and it works far better than Moonbeam in every situation. -
I was a big fan of DragonBall and DBZ in the late 90s, to the point where I watched all of the Funimation dubs of the show as they aired on Cartoon Network despite having already moved on to bigger and better anime series.
The people doing DBZ Abridged do a phenomenal job of telling the whole story (in a pace that keeps it interesting, as opposed to the original show's "10 episodes = 1 minute of fighting" pace that other modern shows [such as Bleach] are falling victim to now), while blatantly playing up the ridiculous nature of the show. Even their own touches (such as Ghost Nappa) really don't feel out of place and are, frankly, hilarious.
It's obviously a labor of love, and I love them for it.
