Um... Just because you don't like the PVP here (and I feel you on that, it is and always has been awful) doesn't suddenly make it cease to exist.

Balance is very important in games, and doubly so in MMOs. Just because a small subset of players feel entitled to having their rain damage powers turn into rapid-fire, no-crash nukes doesn't mean it's fair and balanced to the game design and the rest of the players.
There are even several people in this thread who have been using Reactive Interface on their Rain of Fire and Sleet users who have said they knew full-well it was going to come to an end one day. They knew it was breaking balance and would have to be changed.
Interface behaves the same way on regular attacks and damaging toggles as other procs (chance of once per activation or once per 10 seconds, respectively), so why is it that people expect these already massively damaging DoT rain powers to behave differently?
All that's really left to say is that there does seem to be a bug with AoE powers only applying an Interface debuff to a single target, but that's probably going to get lost in the crowd of individuals who are loudly complaining that they don't get more cake than everybody else. -

It was Issue 13--new costume pieces to go with all the Day Job stuff.
Prior to that? Issue 5, with Asian comic-inspired gear.
I guess Issue 10 had three free sets (though one had to be unlocked via Vanguard Merits at the time). Issue 15 came with a bunch of new faces, but no costume sets. Issue 8 brought Vet Rewards, which had wings and trenchcoats and the like, but they were all unlocked based on subscription duration.
Issues 6 and 18 were both expansions, and thus came with several new costume options, but they too were based on paying for the pack.
The "Golden Age of Free Costume Pieces" really doesn't exist, sadly. -

The ranged AOEs also have access to Positron's Blast with Chance for Energy Damage (in case you're just not doing enough energy damage).

I wouldn't mind shorter socks too, while they're at it. My main wears sneakers on his primary costume... but he also wears jeans, so you can't really tell his socks are ridiculous unless someone casts a stealth power on him.

My favorite MM secondary has always been Poison (aside from the heavy endurance usage and the fact that the debuffs can and do miss), because there's always something you can do: toss Alkaloid on a pet or teammate, debuff your foes, and even drop a bit of control here and there. It's fun times.
That said, I'm interested to see what happens when I get my Demon/Therm MM up high enough to get Heat Mastery and start chucking Fireballs alongside the whip cracks... -

Actually, Martial Arts WAS on Test. I don't think either the Cyborg or Magic pack were on test... (if they were, I must have just missed the notification.)

Meh. I traditionally rake in 4-8 shards on an ITF, and 2-5 shards on a LGTF, so ITF is my go-to shard-grabbing TF.
Some people are just luckier than others. -

The only new Incarnate Trial we know about for sure (Antimatter's Reactor) is coming in i20.5... which should be going into beta by the end of the month.
I'm not saying I disagree--we probably will get at least one more trial in i21, if not more than one--but nothing has been specifically said to be coming beyond i20.5. -
What problem are you having with the mission? What mission is it?
(If it's a Praetorian warehouse mission and you can't get through the doors, it's a known issue that's hopefully being worked on.) -
