My hope for I24 is that it hits Beta real soon.
And that origin power pools come along with it. -
I built my Elec/DM with 20% Def to all vectors (one medium purple from normal softcap to every attack type). I have done reasonably well on the small set of trials I have been on. I don't particularly like raid-type content, which is why I haven't done all that many.
Note: Leading Antimatter around by the nose with no assistance does feel pretty good. -

Regardless of the opinions of building for defense versus resistance, it should be noted and acknowledged that the way level ranks used to work (what you posted) and the way they now work (and have worked for quite some time now, as Finduilas posted) are vastly different.
Anyone still working on outdated defense versus level mechanics needs to go find Arcanaville's signature and read her (now kinda old) posts on how it actually works in game today. Finduilas gave a nice, very basic overview in her correction, but Arcanaville's post is very detailed and specific. -
As an "odd" looking person wandering around in our world before finding Paragon City, it seems to me the character should have some way to blend into the background to avoid bumping up against the "authorities", not to mention prejudice and persecution, and generally trying not to draw attention.
So, Stalker covers this fine (hide). If you go scrapper/brute, Energy Aura and Dark Armor give you stealth.
Semi-natural attack methods suggests to me either War Mace (club/pipe/bat) or perhaps Spines or Stone Melee (rock clubs).
Stone Melee/Dark Armor (colored for "earth control" vibe) could go together well. Fault + Opp. Gloom stack well. OG could be worked into the story based abilities well, probably. -
The process for making a sound silent, or for making it an alternative, is exactly the same. The only thing that changes is the alternate file's content.

Ancillary (or Epic) Power Pools just show up as an option in the Power Selection screen once you are of appropriate level (just like Power Pools do at level 4). Once you are there, it should be fairly obvious. VIP isn't necessary for them.
At any trainer, one of the options is to switch to (or rename) an alternate build. Every character has access to one alternate build. If VIP, once you unlock the Alpha slot, you get a 3rd build, too.

It occurred to me today again for some reason, and I remembered this recent thread where Baronyx replied saying a debuff was a decimal place error that was being fixed:

Basically, an Awakened Lt. has a PBAoE buff (40 ft. AoE) that is +40% to-hit. You can have 2-3 of these in a large spawn. One of them casting the buff effectively neuters an build (SR for example) that relies all, or mostly, on Defense. Even characters with high Psi Resist proceed to get hammered by the spawn.
So, is this NPC buff working as intended? Or, is it a decimal shift error? -
Bug: For the last couple versions (dunno exactly how long), several Titan Weapons powers don't show anything in the Enhance tab. The power seems to receive all of the appropriate values, but they don't show. Somehow, this also seems to have the effect that Musculature doesn't enhance these powers.
The powers in question are: Arc of Destruction, Rend Armor, Titan Sweep, Crushing Blow, Defensive Sweep. Basically, the only things that do show enhancement values in the Enhance tab (and enhancement from Musculature) are Follow Through and Whirling Smash. -
Your build isn't too bad to start with, but there is some optimizing possible.
I mostly stuck with your build and dropped Elude. Here it is, and maybe it'll give you some ideas to work from. I left a couple unspent slots that could be put where you please (maybe in Boxing for +HP if nothing else).
Empty slot in Arc of D is for the new ATO enhancement when it comes out (absorb proc).

on the right window click the only selection and click Edit at the bottom
click the Effects tab on the new popup window
select the one listed item and click Remove
click Ok, click Save & Close, click Close
You will probably have to restart Mids (or at least reload a build) to get the change to take effect.
Now, you can turn on something with Gaussian's slotted without the special build-up effect applying. -

Energy Torrent in melee APPs does KnockDOWN, not knockback. So, for Brutes, Scrappers, and Tankers, it is a knockDown power.

Just for comparison purposes, most other games that use what CoX is calling Aborb call it a "damage shield".

I wish they had done more detail of the actual combat. It felt rushed to fit it in one small segment like that.

Ageless for the debuff resistance. It will also make your heal recharge a touch faster. The to-hit debuff resistance could be usefull at times, too.
Second place goes to Rebirth (regen path). It's what I went with. I have 20% defense to each vector, meaning a medium purple softcaps me to all vectors in normal content. Now, I kinda wish I had went with Ageless. As you noted, the only time I die is when my defense is so negative it's ludicrous. -
SR/TW and SR/Fire could be interesting.
DA/MA has lots of potential, as does DA/Staff. -

Some people (especially a number of us on the 12+2 sub) have had our dates messed up - they can fix it. I did have to contact them twice but it's been working fine for me now.
Support said BP's post didn't mean what I thought it meant, and I was getting my Points at the right time. No fix was available, as nothing was wrong.
So, yeah. Support isn't much help there. -

I've seen mixed results on searches regarding Slowed Response. I've also seen widely varied slotting.
So, my query is this... Does it have to Hit? The power lists an accuracy, but most of the equivalent debuffs are auto-hit.
I see lots of slotting examples/builds with no accuracy, and I see some with.
Anyone know for sure?
