Shouldn't that Debilitative Action be Impeded Swiftness Chance for Smashing Damage? -
With the knowledge that a power's DS is based on its recharge, here's a couple easy ones. DPA would improve at the cost of potentially needing more recharge to form an attack chain.
-Change BS's recharge from 8s to 10s to match Havoc Punch.
-Change Energy Blast's recharge from 6s to 8s.
Now, here's another fairly easy one.
-Make Push unique for Doms since it is in an Assault set. Make it do DS based on its recharge instead of considering it a control power and hamstringing its damage. This would make it do the same damage as Blast, though, making Blast unattractive due to the difference in Activation time. The guaranteed knock might offset this since it makes it hard to be in melee range, though.
Now, Power Burst does decent damage, but it is very hurt by its long Activation time. Moving its recharge from 11 to 12 would help a tad, but 15 might be even better but for the increase in recharge you'd need to use it often. Trimming its activation time would be great for ALL archetypes that get it. Get it down to 1.67 like Blast would be awesome, and it still wouldn't be as good as Blaze/BIB.
edit: Here's a weird thought... Is it possible to have a DoT triggered "on knockback"? If so, a small bonus DoT attached to the knockback (to simulate falling/impact damage) might be a cool add-on. Horribly unlikely, and completely unreliable, but kinda interesting.
edit2: DPA is something that plagues Energy. In the places it does comparable damage, the long activation times hurt it in comparison. The disparity between Burst and Blaze/BIB is the perfect illustration of this. -

Actually, if you look at City of Data, Mastermind's repulsion bomb does 1.113 knockback, whereas Defenders does 0.67 knockback (which is knockdown unless enhanced).
The knock value for MM's is just larger for whatever reason. -

The settings/options window is resizable. Grab it by the bottom right corner and you can stretch it out wider and all of it will fit then. The new stretched size even saves for that character.
An easy user fix to that issue. -
Very nice guide! I have loved my DM/SR scrapper build for ever and ever (incarnations of him have been around since, well, the beginning). IOs can do SO much for you now, too. The +3% defense from the Steadfast IO in Tough is a small wonder. I love that thing. I got one for 10k!! Hah!
I'm one of the weird ones that skips Maul. I did it back before it was even remotely considered doable. SP-Smite-SP-DB is my sweet chain of single target destruction.
One note: You have an End cost (0.26 eps) in Agile. A minor typo and you are probably past edit time. Oh well.

Flashback is VERY compelling for my completist style of play. I like the idea of having my character have EVERY single last souvenir. I hope this works like I think and I will be a super-duper happy camper!
Weapon customization is freakin' sweet, too.

For anybody who has ever wanted to play an "all natural" or "no glow" character, the "/suppressfxclosedist #" is sweet.
I might be able to play an Ice tanker now, myself. I dislike the ice-block armor look in general, so I have avoided playing one even though the powerset is nice.
Setting the distance at 300 allows max zoom out via the button for zoom out without the toggles showing. Tre cool. (Obviously, you could set the camdist outside that via the slash command, but normal zooming out with the button stays within that range.)
This is the best thing since the silencing sounds thread!
edit: Question: Is this setting per character or per account?
Answer: A quick check on Test seems to indicate these settings are saved by account. A little annoying if you have multiple characters and only one of them you want to use these on. But, still workable and handy. -

Level 30 IOs should be very viable, even 40+. -
You CAN disable Vsync. You may or may not like it without it on. It won't hurt anything to try running without it. You can always turn it back on.
Vsync prevents "tearing". This effect is more noticeable to some than others. Some never ever notice it at all. Me, the slightest hint of it bugs me batty. It is most noticeable indoors (where framerate is higher).
Try it both ways. If you don't notice the difference, leave it off. -

I've looked around for info on the Pocket D Tiki Teleport from anyone who actually got the GvE edition. All I can find is a bit of info suggesting the "interrupt time" is ~15 seconds.
Has anyone gotten any info on the recharge timer? I'm curious to know how often it can be used. Either my search-fu is weak (quite possible) or no one has talked about it. -
I can vouch for a Warden going Elude on me.
I just kept draining its end so I could whiff on it. Boring!

I made a pretty gimptastic build to test a few things. So, with a grain of salt....
I'm not too impressed. Thunder Strike is sweet, but slow without the single target boom of Total Focus. LR (with BU) is cool, but I can't "death from above" which annoys me.
I'm happier with my DM/Elec. Siphon Life and Touch of Fear are nice mitigators. But, bear in mind, I was partial to DM ahead of time. I admit bias. -
I've been self-modding the Builder's Stamina number to 0.42 base. Dang, I'm pretty freakin' close!

Mucho fun running around with random fighting all over.
I only had one GRRRR!!! moment. I was fighting an orange Warden boss to test out the build I had just logged in. I was jumped by a Hero. No biggie, I'll fight him, cool! What? The Warden has me Taunted! Argh!
Taunting mobs. How annoying.
Otherwise, I'm enjoying myself, even though I don't PvP much (or all that well, in all likelihood). -
Lightning Rod looks sweet. I have an issue though. You can't LR from the sky, only from the ground. This is annoying.
I want to teleport over someone/something, hover over there heads, and bring the death from above. Bah!
