If you have access to the power, then you have access to all the slots; however, the percentages scale down based on the exemplar level. The number gurus can explain that part.

Chilling embrace is very, very effective for holding aggro as well as providing solid debuffs, and the set also has a damage aura in Icicles. (As a sidenote here, opinions vary on how to slot it; personally I frankenslot for a mixture of defense, recharge and end mod.)
While it's actually possible to soft cap your defenses with enough EA stacked just from the set itself, realistically you are going to want some additional help. Combat jumping, weave, steadfast protection +def and other IO set bonuses are all possibilities. It isn't hard to build for consistent soft-capping by the early 30s to most damage types, at which point the build feels quite sturdy.
A lot of secondaries go well with Ice also. I have Ice/Mace and Ice/Stone at 50 and really enjoy both. I've also tried Ice/SS and Ice/Fiery, with Ice/Dark on my list of things to get to one of these days. Ice really helps deal with secondaries that are end-intensive, and its excellent aggro potential pairs well with strong AoE sets. Alternatively, secondaries with strong mitigation can help overcome the occasional spikes of damage defense-based sets see. Really, it's hard to go wrong here. -

This is the build for mine. The PvP +3% Defense piece is superfluous. I don't actually have it or all of the purples at the moment. He's a Tanker, but I wanted to squeak a little more damage out of him, hence the bonuses from sets. Honestly, this build would be more accurately called an Ice Armor / Ice Blast Tanker.

Thanks for the tips Ice. Like I told you, it looks like our strategy is pretty similar. It says a lot for Justice that you guys not only do these regularly but you seem to have a good group of folks who know what they're doing. That's been key to our faster / smoother raids. I just have to motivate the Hami Kill Squad to regroup and spread around the responsibility for leading a little bit.

Do you have any tips outside of the posted guides?
We've won the Abyss a couple of times on Triumph, but it's been really hard to get the right mix of people together outside of planning WAY in advance.

Reminds me of the WMD challenge, which was to run Gaussian's arc on invincible (+2x1), no temps, no inspirations, no deaths. Doable, but tougher than it may sound on the surface. Probably suicide on +2x8, but there has to be someone out there that can do it.
(Edit: Wait, no, it wasn't even invincible, because then Sefu whathisface spawned as an AV, so it was the next difficulty down, which today is +1x2. I've done the whole thing on invincible EXCEPT for him, though.)
You basically have to depend on your attacks being mitigation, so it'd be all about the primary (imo). -
I've been having a similar issue with a different rig since I got it 9 months ago. I'll check chatlogging. Maybe I turned it on by accident.
No dice. Mine wasn't turned on. I guess I just have to deal with it. -
Just for giggles, try Longbow through Architect on that same setting.
