Yes we do as they did in Korea, but not US or EU and People were warned off trying to get hold of it if they were in those two territories.

unfortunately, the the CoH demo files are just a big pile of text that only really makes sense to the CoH engine. it's not like it takes a quick time movie or anything.

well one, no ones character is god powerful, other wise they wouldn't be a reserve member of the FP, two, this is why security level is different from combat level. SL is the rating that the FBSL give you when you have proved your self, not that you are Statesman 2. the threat level thing is more difficult, but i guess again that what ever the character appears to be they can generate a certain level of treat if they choose to.
but then Villains is all sorts of messy. the lack of ability to be proactive for a start. -

And I'm afraid this is where the argument loses me. Powers have an impact on your ability to interact with the game-world, as does the lack of a secret identity option, as does the lack of AI responding to you in anything other than a pre-defined way, etc. It just seems that, as I said, people are leaping all over the "security level = IC" part of the world but ignoring other aspects of it.
I can see where the argument is coming from so don't get me wrong there, but it's a little jarring to see this kind of inconsistency crop up. :/

Utterly beside the point. Combat Level =/= Security Level, but Vanguard work off your Security Level. I'd say that since Vanguard work, to a certain extent, outside the law, employing people from the Etoile Islands as well as Paragon City, they simply use SL as a way to judge if you are experienced enough, in the eyes of others, to handle the things you find out.

And yet they have the same cutoff point for villians who don't have a security clearance level to work off of.
In fact villains have a threat level, which would suggest they are offered access purely by how dangerous vanguard think they are.
Which would altogether suggest that they base acceptance into vanguard by how well you fight not how much they think they can trust you.
Else no villain would be able to join.

small problem here. no hero corps branch in Paragon, was destroyed when it was opened and another has never been built, as the Disciple Badge explains.
I haven't any knowledge why they are the rep people though. -
Student Badge, Expert Badge, Authority Badge, Historian Badge. I think these are the most pertinent of the in game history.

Mattiass head snaps back and he flies across the room to impact on one of the steel support girder, it buckles slightly from the impact and he slumps to the floor unconscious.
Cass straightens with a wince, she felt the knives going in, and god damn did it hurt, but it doesn't feel critical. Slowly she walks herself over to the unconscious figure on the floor, and stiffly kneeling, she attaches a UV holding tag, watching as he is teleported away.
She starts to stand but her legs feel week and her vision swims, she manages to activate the mediport before she blacks out, leaving only the blood trail behind
A few hours later, in the Unity Tower medical facility.
Cassandra lies still on a hospital bed; many strange devices are attached via cables, making their own nocturnal voicings heard. A vigilant stands outside guarding the room and its occupant, as they watch and wait for her to wake up.
