I might be wrong but it is just heavenly!
Basically if you PB and then cast Volc Gasses then the holds it casts for the first 13 seconds or so (while PB is still up) will have extended durations.
For Quake for roughly 12 seconds the Quakes -ToHit will be boosted.
For Quicksand the Slow and Def debuff will be boosted for the first 12 seconds or so (until PB wears off again). -

Controllers and Domis are both beasts, trying to decide which is "better" is pretty futile IMO, it'll come down to so many variables (sets chosen, preferences of the player involved etc) that you'll never get an answer. -
Elec Control. On a Domi it's a great powerset very well suited to quick moving steamrollering teams with it's array of light, quick recharging AOE mezzes and drain.
Although Umbral Blast and Umbral Aura are also great in terms of having lots of really fun powers and tricks in there. -

Powers like Rain of Fire have an Avoid component, which means mobs in that area will try to leave it. They'll still attack occasionally but their priority will be to get out of the area.
Its confusing because a lot of people call the second effect Fear which is really a misnomer.
Using Cloak of Fear with Caltrops would cause mobs to slowly run out of the Caltrops patch while occasionally taking potshots at you. The Terrorize caused by CoF would be overridden by the constant DoT damage from the 'trops.

I think the difference is that Afraid has a duration, like any mez. So it can stick after the enemy has left the area affected (you can see this with Spectral Terror, things can keep running away even if they've gotten out of the area of effect).
Avoid is only in the Area of Effect, once they get out of it they aren't forced to keep on running. -

Did you create a new Chat Tab to monitor ToHit rolls? That'll give you the chances you have to hit things and what your actual rolls were which should help determine what is going on.

I have far more trouble with Praet PD and Resistance and Ghouls than I do with Clockwork or Hellions or Skulls. They are noticably more buffed up as pointed out with PPD having numerous attacks and hellions having about one.
One of the issues seems to me to be that they're all scaled down level 20 enemies rather than being like Hellions or Skulls who are designed for beginners.
You run into the same issues with Rikti and Zombie events. If there aren't a good few higher levels fighting the invasion too they're horrific and best avoided by lowbies -
Fire/Rad actually starts to bloom reasonably early. By level 12 I had Flashfire, Hotfeet, Cages, Radiation Infection, Air Sup, the Hold and AM and that was enough to be able to run around hazard zones soloing the spawns (popping Insps like a lunatic as I went), aiming mainly at quantity over quality, so lots of even level, -1 or even -2 spawns (they all drop candy and give XP).
Flashfire and cage em, RI and then run in and Hold & Air Sup lieuts to death while Hotfeet and Cages took care of the minions.
End was a concern but frantic Insp popping ensures you've got a constant stream of them dropping from defeats solo and you can run around picking on lots of slightly weaker enemies.
End game the biggest killer is mezzes, a mez will generally cause 4 of your toggles to drop which can be a real pain. You can go with the Psi APP to get some Mez protection (not that I did, I went stone and relied mostly on mezzing them before they mezzed me). -

And once you hit the purple patch (like say in the new end game content that's being rolled out) durations need all the help they can get. The devs seem to be overall making changes there which means the I-Win buttons in the normal PvE game (perma-dom, soft-cap defenses) aren't as an effective I-Win solution in the End Game. -
Elec/NRG is great fun if you can stretch your concept. Fairly thematic in a tech sort of way and entertaining.
Gravs whole problem is the fact that on Controllers it does alright single target damage, on domis that single target damage is overshadowed by your secondary. There's no point having Lift or Propel, they're laughable compared to any secondary blast.
Elec on the other hand was designed with Dominators in mind, it's a busy, layered set. -

Do it, it's great fun.
Although last time I played my early teen one I was reminded how annoying other Control types who are spam-happy with their AOE immob can be. I wouldn't mind but it was an Earth controller (albeit one who hadn't got Earthquake yet)
I do wish Ice Patch had the same sort of ToHit debuff Quake does too (and that Arctic Air gained something from Domination)
All that being said opening with Slick, Shiver and then jumping in to wreck havoc with things like Fling Thorns (best cone for a Domi that I've come across) and Skewer while Arctic Air does its thing is great -

Scatter liberally with Achilles Heel procs. Fly Trap and Fling Thorns are good places for them, with Thorn Burst also being good.
Personally I love Skewer, it's quick and does lots of damage (the same as Thorn Barrage). I'm less fond of Impale because of the animation. -

Mods / Cruel NCSoft Overlords, I really hate having faceless, nameless mods by the way (in case ye are reading this), The Ocho learnt his lesson and presented us with a proper board persona. ModX just sounds like ye're being batch-grown in cloning labs for purpose. -
