No rules, except abide by the simple courtesy of remembering that the character is controlled by a real person.
Mob TP'ing (as bob brought it up) is fine. As with all PVP tactics, when it is used as the sole tactic by an individual, especially with no attempt to actually fight the person you have mob tp'd, it flirts dangerously with the issue of griefing. Intent is key, and broadcast chat is usually a good indicator.
I don't mind being mob or drone tp'd occassionally, as it reminds me to carry a couple of oranges when that tactic is on show. If all the person does is mob tp, with no attempt to actually use their primary or indeed secondary powerset, I'll ignore them and move onto someone who actually *wants* to PVP/stock up on oranges and give them a bloody good beating/organise the team to take them out a couple of times, depending on my own mood.
If you want to duel in the zones, fine. Just don't complain if I barge into the middle of it, slap you about, then sit on your corpse and enjoy a quiet rum of celebration (after taking out any spectators who fail to scatter). In the same way, I won't complain if my attempt to do so fails miserably and I faceplant rapidly
Beyond that, trashtalk, use insps/temp powers/tp foe/comedy bind + emote combos to put off the opponent. If you can't enjoy PVP without set rules, take it to the arena. -

The one on the left is energy, with tough, weave and combat jumping and the passives, the one on the right is elec with tough and weave and combat jumping.
(Probably - and that means I've spent far, far too much time looking at the numbers)
I've got one of each - didn't bother with tough/weave on the energy brute, or the passives, and he does more than ok, and my elec brute is getting tough, but not weave. Aidself is a must on both builds. -

Fixed that up for you. Fury is generated on the number of attacks activated or incoming, whether they hit or not. Slows, -recharge and endurance drain limit fury buildup, so ice tanks are usually in a ok place with the slows from CE, and end drain from EA. -

Absolutely, hence the inclusion of lightning field immediately after tough, then tremor, setting up the kind of group and destroy situation you described, with the added bonus of good ST damage for bosses and the like.
In my opinion, the build I posted offers the most flexible/survivable/damaging combination of stone and elec armour. The OP can then decide if they like the selection, and tweak it for themselves. If they don't like the sound of it, or really want fault (for instance) I really don't mind - it's their toon, and they should play what is fun for them. I'd enjoy the build I posted, which is all I can make a claim on. -
Yep, tough is smashing and lethal, or the two most common damage types you will face. I mentioned energy as /elec manages to get 94% resistance to energy just from charged armour, conductive shield and grounded. Tough bumps the resistances from 41% to 59%, which is a massive boost to survivability. As for the end cost, with the slotting I've given, you have a endurance/sec recovery rate of 1.693 with all toggles on (or equal to your natural recovery), which is insanely good when you consider that lightning field is included in that, and you have powersink to top up as needed.
Tough is most definitely worth it for an /elec brute. -

1) Boxing opens up tough, which dramatically improves the survivability of an /elec brute - taking the resistances up to 60% ish against the most common damage types in the game (smashing, lethal, energy). It is also cheaper to use, and recharges faster (although not as fast to activate) than stone fists, so it is far superior for fury generation.
2) I considered putting health in, but plumped for hurdle instead for increased mobility in missions, especially combined with combat jumping, which makes it easier to get into the middle of a mob quickly and precisely. Health would be about as useful over the course of the journey to 50, so it is a personal choice (as is the travel power). I personally have gone superspeed for both my electric brutes, for the stacked +recharge of hasten and lightning reflexes, but the OP included SJ in their build, so I put it in my suggestion. -
Well, the engineer should be turning up to replace my graphics card and PSU tomorrow (fingers crossed), so I'll probably bring along my Ill/Emp for tanking/buffing fun. Already got the badge on him, but will probably be the most use to you.

Brawl on auto and boxing for fury generation, then unleash the mallets. Aidself nice and early, then into the 20s you pick up seismic smash for severe pain infliction, and tough. The 30s takes you to AoE heaven with Tremor, powersink, and Lightning field - which actually betters stone mallet in damage per second and damage per endurance, as well as providing a really good tool for grabbing aggro, with the confidence that you can handle it via tough and aidself.
The 40s bring in lightning field for increased movement and recharge speed, and buildup for helping putting the smack down on those pesky AVs. 47 and 49 are free choices - taunt, hurl boulder, or some patron powers would be a good choice, especially an aoe immobilise, which would allow you to keep the mobs around you while you tremor/lightning field the minions, and unleash the pain against the bosses Lts with your single target stuff.
Should be pretty good. -

I think because we are waiting with baited breath for the mass ranger ding. Once that is done, there should be lots of new blasters at the lower levels, and other shenanigans!

Exactly the same mag. Freeze Ray holds a LT in one, a boss in two, exactly the same as Blind (using two powersets I've played for the examples). The only difference is that it doesn't crit like a trollers, so I'll never hold a boss in one.

Sonic/Dev could be fun. Same for Sonic/Energy.
As a left of centre answer...I'm really enjoying my lowbie archery/energy - good range, blazing arrow is just fantastic, and effectively gives you two snipes. Rain of Arrows could be fairly useful, as it doesn't drain all your endurance. Couple with the self buffs from /Energy - Boost Range in particular, and some good pool choices, and you could have a winner for a ranged blaster, with a choice of total focus or bonesmasher for dishing out some pain if they manage to get too close. -
I'd say skip it to be honest, oppressive gloom is far superior in just about every respect, so once you get that, I doubt CoF would get a look in.

My 3rec, 2def, 1end mod would be hybrid slotting for PvP whilst still levelling btw - I'd probably switch to the 3end mod slotting once I hit 50. -
