Other points, looking at Mids;
-Does Granite actually do -Damage anymore? Or is Mids just showing incorrect numbers temporarily? (Looks like it doesnt decrease damage below 100%, but negates Assault)
-Granite does -65% Recharge? I mean...really? Sure, thematically it sorta makes sense, but hows about, outside of set bonuses, having next to no attack chain. And not mentioning enemies that do -recharge? The game is meant to be balanced around SOs, not being IO slotted to the gills with + Recharge. I realise its meant to be a Godmode power, but why not, I dunno, a very very high end cost? Meh.
-Mud Pots costs how much to run? For the primary taunt aura, and one that does 1) Pathetic damage 2) Unreliable Immob 3)Ok, some slow, thats pretty lame, in my opinion.
If the only answer I get back is 'You should play the set to 50 first!' then how about the counterfoil; If a set is too frustrating for people to get higher than, say, teens/20s, maybe the set should be looked at a bit?
That said, I've made Stone Armor Tanks and Brutes on and off, and it's Rooted's penalties, that really bother me.
Rooted being a toggle that works like Grounded, would work well imo. You jump/fly you lose the benefits.
Get rid of the -SPD in Rooted, it just makes the set really unfun.
Now, I have played high level Stone Armors, Granite's -SPD didn't bother me, the -RCH didnt bother me (though a reduction in the penalty would be nice), but it's negative effects combined with Rooted annoyed me! *sigh*
Personally I never truely saw Stone Armor as a primary defense set, so Brimstone Armor being a Resist Power, instead of a Defense Power, never bothered me.
I actually like the way, the set it setup, it could just use some tweaks imo.
Rooted = Electric Armor's Grounded effect, lose the -SPD
Rock Armor = Add some S/L Resist (It would help the set for being outside of Granite more often).
Granite = Well personally, I'd prefere if they lost the minus jump (or if they could reduce it enough so I could hop when needed to), with a reduction in the other penalties.
I'm guessing the -DMG is part of the penalties for being able to be in an almost indestructible state 24/7, and while I find the power description logic of it ridiculous, I can at least see the game mechanic reasons for it.
The -RCH penalty doesn't have to be as much though, and still be noticable.
The -SPD not really a worry imo, if Rooted lost it's -SPD.
But in the end, losing the -jump in Granite, would be my prefered choice, but can they just give it a big enough -JUMP, to account for inherent Hurdle, but allow just a few +Jump set bonuses to make a difference? [I base this on the thought that Granite doesn't allow CJ, Sprint, ect ect to be toggled on while in use] -

I believe Jackie Chan's "Rumble in the Bronx" had the same problem.
Personally, I think you have to be really looking for these to let them bother you.

Practically speaking you will come across +Damage bonuses from your team more often than you will come across +Resistance bonuses.
It's even rarer that you will come across enough resistance bonuses to take you past 75% in anything that your secondary wasn't already specialized in.
+Defense bonuses are effectively the same for both ATs.
Only the sets that have a particularly strong resistance to a specific damage type will ever actually get to take full advantage of the Brute higher resistance cap on a consistent basis: Stone, Invuln, Ela & FA.
WP can also do it for limited periods, but it requires 3 slotting SoW with Resistance IOs.
So outside of those sets, the only practical advantages the Brute has are +200-250 HP and slightly better regen due to that.
I don't know about anyone else, but I've always felt tougher, no matter the team makeup, on my Brutes than on my Scrappers.
The reduction of the Brute Damage cap, I never noticed. I've had multiple Brutes, and only once, did I ever have my Brute at the damage cap (1 Brute, 7 Corrs with beautiful buffs).
If they had never mentioned the reduction in Brute Damage Cap, most players wouldn't have noticed untill one of the fringe players said anything.
And even then, the others wouldn't notice, they'd just complain about it, since they'd now know about it.
Brutes are still awesome, anyone who says differently are kidding themselves

Say you set your random roll generator to level 33, and you roll in the 30-35 range. What happens if it gives you an Eradication? Eradication caps at 30. Now it could do what it does now, and give you the max level, but that would kind of defeat the purpose of "give me a recipe of exactly this level". It could end up creating a bug in which, if the recipe it rolls doesn't exist at the level you chose, you get nothing at all and still lose the merits. (for all we know, that may be exactly why it doesn't already work like you suggest)
Besides, I think that's why random rolls are as relatively cheap as they are, because you don't get to choose the level. If you could, they would probably be more like 30-35 merits instead of 20.
For the record, I don't really care too much one way or the other. It just makes sense to consider why it might be the way it is. There could be a very good reason it works like this, and we just haven't been told what it is. -

Could remove 3 Eradications and replace them with 3 Cleaving Blows to increase the N/E Defense at the expense of F/C Defense.

Could be that you have a (making up numbers here) 3% chance to have a shard drop when an enemy is defeated.
Then if successful, you have another 1% chance for another drop. -

Yeah LGTFs and ITFs are less about speed runs and more about the speed of clearing it all. My last ITF I was with Eat_Me and Lady C, we did the TF relatively quickly but we still managed to clear good portions of each mission out and had gigglefits when Imperius chose the stalker (me, respectively) to follow and kill-and-mame.
Of course lower TFs, expect speed runs. Shards nor uniques from from anything bellow 50 approved so Posi and such haven't lucked out on this and honestly I don't mind it too bad. I'm in most TFs for the badge ******* so if completing a TF in 12 minutes via gimping the mission, as long as it doesn't burn me out and allows me to hit up the next following; I'm down for it.
I PUG but like another said, the friends I have when I'm on are either dedicated to RP in the D specifically or are not on when I'm up and about.
New mission is grabbed, take some time to read the mission briefing, then help with the mission clearing/stealthing.

It's just that it's abilities lend itself to be IOed out easier, possibly even cheaper, for OMG rewards. -

I don't think a DPS-meter is all that useful of a feature for City-Of, however. Your DPS is far more dependent on who you are teamed with and what your specific job is during an encounter than pretty much anything else. In other games, where roles are far more stringent and DPS tolerances are so tight they hum, they might have a place, but not here.
Here, we're Super Powered and it's a pretty good bet that your DPS isn't too low.
Unless you have a MAN-build...but that's your own fault. :P

Since shards drop from kills I have seen many more "kill-most" SFs to maximize shard drops.
Speed Runs were popular when the only reward they were going for was the merits at the end.
Now, with shards dropping, I've seen much more, kill them all, TFs. -
I could easily run 10 ITFs a day if I so choose to on Virtue!

Pop Up weapons like the Praetorian Clockwork, this is something they REALLY want.
