When I try and Alt-Tab on my laptop, it'll bring up the taskbar but won't let anything supersede the game on the screen. It's rather frustrating as I use IM programs as well as playing CoH. My Desktop does not have this problem. Any ideas and/or suggestions?

Actually, it's not really that buggy and it IS the official one. "Mid", the person, is unable to continue work on the Hero Editor due to RL and stepped down so now St0n3y is the lead on it.

One thing about builds made by a number of the people on the Scrapper boards is that they're specifically designed around certain aspects of the game, most commonly extreme survivability and soloing AVs. And while a lot of the concepts used to achieve those goals are going to apply to every day gameplay, there are certain things those builds typically don't capitalize on that are important in normal gameplay. For example, Werner's lack of use of Shadow Maul. From a single target DPS standpoint, this is definitely sound but, in the course of an average Scrappers gameplay, you'll be facing mostly mixed groups and even bosses will usually die too quickly for an optimized DPS chain to matter.
Secondly, a lot of the self-sufficiency, inherent toughness and sustainable endurance usage that are packed into these builds are not necessarily the best thing for the "average" Scrapper. Often, you'll be on a team where you'll receive buffs to compensate for a lot of the shortcomings these builds eliminate. As such, you may be able to get away with 40s in defense instead of soft capping, due to the relative likelihood of someone on the team having -at least- Maneuvers.
I think people need to take a look at the builds and use them more as something to study to find out why people use certain sets rather than to just follow them blindly. Anyway, not sure where I'm going with this post but I just wanted to say that the builds aren't going to be useful to -most- people. -

I didn't really like Jacob's Ladder just because of the animation length.
I like Chain Induction a lot, especially now that they fixed the Proc bug. -

A lot of the time, when playing City of Villains, I don't feel exactly villainous. I don't know what it is but running my Electric Melee/Willpower Brute up to 50, I never really felt nefarious. It could have been that all these mobs were actively in my face, trying to beat me up so I just responded in kind, but for whatever reason I felt more like a Trickster or something than a true comic book villain.
Today, while playing my Mind Control/Energy Assault Dom during a Mayhem mission actually had me feeling pretty villainous. I was only level 8, to boot.
I zoned in to rob Atlas Bank and started making my way towards the bank, hovering above the heads of the cops, snickering as they were too dumb to notice me. Of course, upon entering the bank, Longbow is hot on my heels. I put up a valiant fight but, unfortunately, I didn't have Domination built so my Sleeps just weren't holding long enough for such a large group. I get locked in the slammer but quickly bust out and tear my way through the police station, ripping apart minds and melting bodies with burning blasts of plasma. My path of carnage takes me straight back to the bank where I mercilessly crush the vault door and grab the loot. As I make to leave, the hero shows up with a Longbow escort. While she starts to try to take me down with gouts of fire, three security guards appear down the hall and open fire with their semi automatic weapons.
This is the part that makes me feel completely villainous. I hit Domination and in a flash, I'm more powerful than they anticipated. I stare down the security officers and with a wave of my arm, they fall unconscious, helpless as I turn to the Longbow agent. He aims his assault rifle at me only to drop it, his hands reaching up for his head suddenly lost in searing mental pain. The hero visibly gulps and unleashes a torrent of fire that scorches the wall behind me. I turn to her and thrust my hands forward, my gauntlets unleashing a deluge of energy that sends her flying, injured, into the wall. Assaulting both her mind and her body, her emergency hospital teleporter activates and she's gone with a flash. Mopping up the fuzz is a quick job and just like that, I make my escape, burlap sack filled with sequential bills slung over my shoulder.
Something about just rendering foes helpless as they watch me kick the snot out of their friends taps into the raw, villainous side of me.

I've been playing around in Mids trying to get a build set up for a High Recharge based DM/FA/Blaze Scrapper. I'm hoping to put something together that while being expensive and still somewhat squishy, would be fun to play and would be the type of toon that just keeps on rocking. Now, I've got the Fitness pool in the build and I was cringing at my 19% Cold Res for having to skip Temperature Protection and was thinking that with both DC and Consume recharging in about 55 seconds each, I'd be able to fill my blue bar less than every 30 seconds. Which seems like it'd be ok. So, my question is whether or not dropping Fitness to take Temp Protection, CJ and Maneuvers might be a good idea to not only build on my piddly 14-18 defense but would also let me pick up some LoTGs, improving my recharge. Good idea?
Here's my build. I'd like the professionals to take a look and see where I could change a couple things to make it even better.

If I decide to play CoX from a 3G connection limited to either 500mb or 1gb, am I going to run into problems doing so?

Well, I've been playing CoX on and off since the beginning and I have never PvPed in it. It's kind of odd actually, because I loved PvPing in Ultima Online, my first and longest MMO love-affair. I also love pinning my skill against others in FPS games. With that being said, I'm currently working on a Mind/Energy Dom for PvE purposes but it has come to my attention that said Dom would be pretty decent at PvP too. So, with that said... What are some basic PvP do's and don'ts. I'm completely new to the scene.

I understand that it was meant as a joke. I'm Canadian too so I get the dry Canadian wit.
My point, however, is that playing the Tank as a support type more than a DPS type has valid merit. I wouldn't go so extreme as to only have one attack but I could see giving up slotting on damage and such to augment the support role. All I was saying, in my own tongue-in-cheek way is that the build you made is still a viable team build. -
I'd still take Foot Stomp at the very least. You need something more than taunt to hold their attention and Foot Stomp mitigates a lot of damage.
Also, this tank would be less than perfect vs. Psi damage.
I made a 'perfect tank' build using WP/Ice that was ridiculously survivable and mitigated damage really well. The problem is that the aggro cap is 16. I'm thinking, for Going Rogue, that Tanks should have a higher aggro cap of something like 25. -
This is the best I could come up.
Too bad I couldn't swap out Fire Blast for the Fire's Snipe. Seems somehow more thematic. I'll have to get to slotting but was wondering if I had missed anything.

I decided for my Mind/Energy build to go for both Perma-Dom and lots of defense. It is tough and expensive to do but I'm thinking that when everything comes together, it'll be worth it. -
Yeah, but why 20 Achilles Heel Procs?
I mean, it could have been some Res/Def recipes or -KB recipe bids that would have been low for a year ago but because of the deflation caused by tickets, I would have taken a bath on them. -
I recently just reactivated my other account which had been inactive almost a year and I logged on to my highest toon on that account, a level 39 scrapper. I check Wentworths and I see 20 purchased Achille's Heel proc recipes at low levels. All were purchased for <10 000 influence. With Rad blast for blasters just around the bend, crafted prices are 20mil and only going up.
How the hell did I manage this? Haha -
Not so much a problem for me. I do absolutely nothing for about 4 hours. I mean NOTHING.

Honestly, Elec/Fire/Blaze sounded kind of cool to me. Sure, it might not be the BEST combo, but the fact that you can start a fight against a mob of 8 almost like a blaster with with a FE > Build Up > Lightning Rod > FE-enhanced Fireball > Thunderstrike just rings of awesome. Throw in some Chain Induction and Blazing Aura and I doubt anything will be standing long enough to do much.

Never! And, in fact, I've actually reactivated my second account that had Acro Bat on it. I've decided, rather firmly, that I'm going to be here until they shut the servers down, even if I become slightly bored with the game. I just want to support what I feel is the best MMO on the market.
