  3. I am having the same problem, but I don't have the option of going to an English OS because I have some programs that need the Japanese OS to work. They had a similar problem (almost identical) last October or November, which I know because they had a work-around then. Unfortunately, they have changed the system in a manner that they have fixed the work-around, but not the problem. In other words the work-around from last year no longer works, but the problem has popped back into existence.

    I loaded .Net 2.0 framework, still not working. I just got this computer two days ago and opened it yesterday. I'm trying to transfer my NCSoft files from my desktop to my laptop.

    Another question, will I notice a major change going from 16GB of RAM to 4GB of RAM?
  4. My first toon, and current main toon, is ill/storm. And there is no toon I have enjoyed playing so much. Although, I have to admit, that I did put her away for a long time. At level 33, I was having a lot of trouble with her, and had just started a DM/SR scrapper which was so much smoother to play for a new player. That toon got to fifty, but hasn't been played in almost a year, but I am on my ill/storm still. And, I have to say, the nicest thing about having an ill/storm is that when the tank gets bossy I can just start throwing out tornadoes...

    Easily capped recharge, 24 untouchable high-damage pets, an additional 8 pets that can call 8 more untouchables. -200% defense, -200% to-hit, -180% resistance, -160% damage, -600% recharge, -600% movement, -4,000% regen.

    Insanity, although I think Ill/SS may make a run for one of the sets without rad to make it into the most powerful super-team sets...

    Another one, Arachnos Widows, would be great. 80% defense with no toggles, 40% to-hit buffs, +240% damage all around, that and super-high damage to begin with... Insane much?

I would say that TP needs to have its end cost reduced, its cast time reduced and perhaps a shorter range to maintain similar straightline speed while increasing its ability to be functional in non-straight-line movement. All TP powers need their cast times reduced, and most need recharge time reductions as well.

    Also, it would be nice to have an attack and/or mitigation power in the set as well. The team teleport and teleport foe are fairly useless as TP foe only works in lower levels and causes aggro, while team TP should be like Assemble the team but isn't.

    Here is my rethink:

    TP Allies (summon all teammates to target location)
    TP (Decrease end cost, cast time and range, 1s hover no -spd)
    Transdimensional field (Smash/Lethal res, think Vampire Hunter D warping of spacetime)
    In and out (Targeted AoE, TP to targetted group of enemies, kicks and punches, TP back to point of origin)
    Long range TP (decrease cast time and end cost)

    What I am arguing is that not all sets within an AT ought to be judged in the same way. Ice Control offers much more soft control and mitigation than other control sets, making it one of the most team-friendly control sets in game.

If you want to make the set be something that it is not it will fall short, but if you play to the sets strengths and protect against its weaknesses then any set can be a gold medal winner...

    My build goes beyond gold, beyond platinum, what's beyond platinum? My build is Rhodium, which might not sound that cool, but Rhodium is the most expensive metal on the planet right now...

I understand that it is likely that some of the pets will bite the bullet, but it just necessitates an unorthodox playing style. Looking at Sonic Siphon and Disruption Field added to the high burst damage of Ninjas, and you may have the synergy necessary to overcome the defensive shortcomings of the combo...

    You will notice that I did not take a heal, that is because if I have to heal my pets than it is already too late. The res numbers are nice, and Cardiac boosts them while compensating for the high end drain. That being said, I think this build can work without worrying too much about endurance, provided I focus mainly on smoke flash and Sonic Siphon. I don't know, scrap it or give it a shot. I am half a mind to play it just to prove all y'all wrong (or right as the case may be)...

    Perhaps the synergy I thought I saw was because I have not played a MM before, and was approaching the set as a herd-stalker type of set. Focusing more on strategic fighting than aggroing everything possible and trying to keep the kittens kicking...

    That being said, I'll think hard before I put this together...

    As an aside, does anyone play /Sonic?

I was just assuming that PDs was just looking through the builds determining which ones were fully original, and throwing out those that simply copied and tweaked, then going through with a complete comparison of the remaining builds and deciding on what the final criteria would be for determining the winner.   19. I have reported it, it appears to be under review, they have not stated whether or not it is WaI or neigh... It appears that there was a mis-connect between those involved in writing the description and those writing the code, and nobody knows whether or not the market enhancements were supposed to be capped or not.

    Currently they are not capped, but whether they will be capped in the future I cannot tell you. Again, they are currently not capped, which means they are, at this moment, much better than their normal counterparts because they scale up to lvl 50. However, that may come to an end as it is currently under review.

    I like your build, and may incorporate some aspects when I take a final look at my own build once I get to level 47 (@45 now, need to start playing that toon).

    That being said, I think you could drop Spectral Terror, which is a great power between levels 26 and 32, but after that falls quite short. Also, I am considering taking EM Pulse out of my build as I really am not liking the -rec crash on it.

    Anyways, here's my build, I made it a cheap one, don't know why, have 2.4b on the toon right now, so money isn't that big of on obstacle, but I like how it looks...

    Ninja/Storm?

    Nyghtmaire, interesting, but I don't really like hurricane for this type of build because it is self-defeating, it will push them out of FR and you won't get either debuff.

    Also, I like keeping fire for Rise of the Phoenix, one of the best tertiary pool powers in the game. That and it stacks with Thunderclap, meaning that everything around you is frozen for half a minute while you start recasting.

    Berserker, I mainly threw in Maneuvers as a mule that can add a little mitigation to the paper pets. It could be replaced with hover, but the toggle end on this build is already quite low, so shouldn't be a prob.

    Ninja/Storm?

    I may be off base on this, but I put together a build that maintains your theme (although it ought to be earth rather than air, to be honest) but approaches the build slightly differently.

    First, I would recommend doing a home-base sort of play-style with this toon, In other words, cast freezing rain directly beneath yourself, spamming Thunderclap and Smoke Flash as your primary activity during battle, that and maintaining your /SS pseudo-pets. You want to increase your Rech as you can double your Tornadoes, Lightning Storms, and Freezing Rains, therefore Rech=Damage in a major way.

    Caution= Tornadoes have two purposes and are very situational. If you are in over your head, cast them to increase mitigation. In this situation they may actually decrease your damage, but can save you from face-planting. On the other side of the coin Tornadoes are your most damaging power for KB resistant mobs. Greater Devoureds, AVs, GMs, etc. In normal situations you will not use this power.

    Mitigation, I took a different approach to mitigation in this build, maxing out +Regen. Not sure how well it will work, but it may work for you.

  24. I have one on a level 31 toon, it is now showing 22% in the accuracy/recharge Basilisk's Proc. Which is the level 31 level not the level 30 level rate. I checked on Test and have KinComs working at level 50...

    I will send the screenshot with a bug report, but this is how it has been working since the market enhancements have been implemented. It was actually one part of the reason I purchased Basilisk's on the PM rather than buying them normally. So, if it is not WaI I will be quite disappointed.
