And either way, it'd make more sense to reward already-made temp powers instead of recipes in that context.
    Agreed.

Another alternative I'd like to present, possibly less feasible, would be to put invention temp powers and costume piece recipes in a special category of recipes that does not take up space in the normal invention recipes tab.
Almost like how the Lost Cure Wand does this... Okay, maybe that's a bad simile, but the point stands.

  3. This, as well as special mission maps that would have special repeatable glowies from which you can gain temp powers from would all be part of a dream issue I would call Issue XX: Locked And Loaded

Sub-Machine Gun: 10 uses, allows player to use VEAT Burst (Moderate lethal damage, -def), bonus points if we get a new Heckler And Koch-esque SMG model for it instead of the- I don't know what.

Riot-gun: 8 uses a special Riot Gun power. (Riot Gun: 1 sec. act. time, 3 sec. rech, 60 foot range, 15 degree cone, 4 max targets, 12 end per-use, base acc x1.10, high lethal damage) Uses a stocked Shotgun model instead of the usual stockless, also animation would involve using the said stock.

LAW: 1 use for basically LRM launcher from the Blaster APP with nerfed range and a -res component (to fit with the theme of it being anti-tank)

This doesn't need it's own powerset from the OP suggestion... Just being an alternate selection.

I can summon an army of henchmen on an illusion/storm controller..

Or I can just log onto either of my defenders and shout on the broadcast or a global channel: "Level XX defender, LFT"

Actually, I meant making a samurai character using the spears. I'm actually aware about the staff thing, this meant that the samurai lost the honor of being killed with real weapons and instead had to explain to their ancestors that they were killed with farming implements and fishing tools.
  10. /signed... I would also like to ask for a spear set as well, because I have a samurai character and not all samurai used swords. (And there's no "Mounted" secondary for blasters, ruling out archery, I don't want to farm fake Nemis for a nemesis rifle that would look only in the vaguest sense a matchlock rifle, also, assault rifle's concept is too all over the place.)

Now I feel kind of dumb for asking this but... What exactly is the difference. How do I pre-order vs. pre-purchase? Does pre-order mean I need to go down to my local game store and reserve an ordered copy of Going Rogue? Was there a way to pre-order it over the NC store?
I feel stupid for asking but I'm serious, I'm having trouble seeing a difference.

Actually come to think of it because Stalkers always get Build Up it seems like there's a better chance of SS going to Stalkers than Scrappers.

Lets see Rage becomes Build Up
    Hand Clap becomes AS
    Taunt becomes Placate

    Done Stalkers can get SS.
Another simple way it can happen for scrappers while keeping rage is to either reduce duration or increase recharge time.

"Tanks and brutes are the elemental based sets." That's why scrappers and stalkers also get dark melee, stalkers got energy melee and scrappers got fiery melee.

Old argument is old. Old rationales against the port are old and refuted.
God bless you, Bill Z Bubba.
I can understand Je Saist's arguement, but in the end, its somewhat of an old and invalid one, and at the same time, Pre-GR, Dev's Concept of an AT =/= Player's Concept for a character.
My main Villain Redcoat is a Dual Blades and Super Reflexes BRUTE, but is not much a brute by either personality, style, or nature.
"Why not just roll him up as a Stalker"? Because Stalker's DB sucks and by his concept, he's supposed to be able to take punches, shake himself off a little, and punch right back.

    Awesome Paragon Studies!
That's why you buy only one and make sure you can easily overpower it.
Also, I recall it saying that all the leisure time means that arts and so forth have flourished in Praetoria, which is the in-story reason why it honestly looks like a real city, and apparently needing to worry about essentials results in Paragon's architecture being restricted to blocks with windows painted on.

  20. Can I request the electrical mastery for Tanks and scrappers be changed for one of the powers to be Voltaic Sentinel?
It would be nice for an APP set to offer a pet too.

But overall, it looks nice. Defenders could probably also use their own version of munitions mastery, probably something like:

    Smoke Grenade: Same as /devices

Sleep Gas Grenade: Same as Blaster

Powered Armor: Basically the same as Willpower's High Pain Tolerance.

    LRM Rocket: Same as Blaster

Gun Drone: Device's Auto Turret, possible immobile and less durable.

Either, The Storm is actually a combination of threats or... The Menders are being tricked into thinking that their own personal 'Event' is the Storm and that they are all working against one thing.
One crack theory of mine is that there is a storm... But the menders honestly don't know what it exactly is, much less how to stop it, so they're sending us on these tasks to basically perpetuate a groundhog day time loop that affects everyone a little differently.
It's basically the a handwave why you're always arresting frostfire for the first time, why neither Lord Recluse or Statesman ever seem to get the upper hand.
So it's not that heroes or villains are ineffectual, it's that the menders are tricking us into constantly pressing the reset button until they can really figure out what the storm is and how to stop it.
  22. The Magical Adventures of Sakura Tenshi!
Despite the cutesy title and the main character being a magical girl (even from Japan), Sakura is not another Card Captor or Bishoujo Senshi, indeed, she has been fighting the forces of darkness from the time she was eight years old (19 by the start of the series), is the sole survivor of the Hana Tenshi of Japan, veteran of the First Rikti war, and has bore witness to horrors that allow her to relate to the most shell shocked of War veterans.
Follow Sakura through her adventures in Paragon as she meets other Japanese heroes, American All Stars, explore her memories and past with her brutal past of a childhood spent on the battlefield, and her unflinching resolve to carry for those fallen and create a path for those yet to come.

Lots and lots of post modern deconstruction would be used, combine with dangerous levels of genre savvy, and at least three lampshades hung up an episode.

    Alternatively...

Red On His Back, Red On His Hands
Alone against the world, a pair of knives in his hands and guns in the holsters, they call him Redcoat. It's the only name you will ever need to know.

Focused on my main villain, heavy pulp and noir elements with the more over-the-top elements of the City of Universe getting a coating of zeerust and light cheese to keep with the overall feel.
  23. Reason(s) against:
-Genin (and to an extent; Jounin) defenses are far too low as melee fighters, even moreso compared to other MM pets that use defense buffs (Thugs enforcers and Robots Protector Bots) and the amount their defense is raised is a very low 1.30 or so percent over the course of fifty levels.

-They have no resistance for Defense Debuff to at least keep their defenses from being completely circumvented.

-You cannot put defense buff enhancements into their slots unlike other MM pets that use defense buffs.

    Suggested change(s):
-Boost Genin defense to at least break into integer double digits (base defense of 10% to 13%, possibly raise Jounin base defense to 15% to 18.50%) or increase the growth rate of their defense over the levels into the suggested range.

-(And/or) Give them a substantial defense debuff resistance. It's one of the most commonly encountered debuffs in the game and they are left with nothing but piling on more defense buffs to help them.

-(and/or) Allow players to slot defense buff enhancements and IO sets into them.

    Summary:
Genin (and to an extend, jounin) are far too squishy as melee fighters and front liners.

Reason against:"Summons an ancient and powerful Oni, a formidable creature who possesses the skill of a warrior and the powers of wind and fire." I see plenty of fire but little to no wind.

Suggested change: Either change the oni's description (to remove the "of wind" part) or give him gale, (or) O2 boost, (or) Hurricane, and/or Tornado.

Summary: *Read oni description, get your oni max upgrades or read the detailed descriptions, go "whut?"*

As a base builder on a low-pop server with less than zero interest in PVP (and a circle of friends with even less interest than me), could we come up with an alternate way to unlock the Fusion Generator/Dimensional Vortex please?

Yes, I know that no base really NEEDS this.

The request isn't based on need. It's based on aesthetic want.

Currently nobody in my SG goes to PVP zones for anything more than badges, temp powers, and and day job bonuses.

Moreover, even if they were so inclined, due to general lack of interest, my main server's PVP zones are a wasteland.

I'm sorry if you disagree with me, but PVP in CoH is a miserable failure. And continuing to tie base items in some half-hearted attempt to "drive" base builders to PVP is equally pointless.

Yes, this is an "I want shiny" post. But I'm willing to work towards it. Just not some PVP objective. I simply don't want to have to buy multiple accounts just so I can take the alts into PVP to rack up the kills.

And, even were I to somehow drum up enough interest, it'd cease the moment I achieved the objective. Then basebuilders down the line are still stuck with the same predicament.
    I'll /sign this because I'd LOVE a dimensional vortex.
Though on the plus side, if this doesn't work out, do what I plan to do and gather a group of your friends, find a corner in a PVP zone and farm each other, just watch other for other PVPers. It's like if you stay in a zone too long they will suddenly realize two people who are not interested in actual PVP are there and will descend on you like vultures.
Also, if you do it in RV, you can get your Arachnos or Longbow mechs.

Okay, I can give you that, but I suppose there is some level of "how does that make them different from any other villain group?" when everyone else, PCs included, can store their weapons invisibly with a few exceptions.
But that's more just technical and graphical limitations.

But on the note of descriptions in the text not matching what we see in game, let's look at the Thorn Wielder from the Circle of Thorns, this is their official description: The mighty Thorn Wielders are the elite guardians of the Circle of Thorns. They wield the sacred Thorn Blades, enchanted weapons that leave a taint of foul magic on anyone they strike.
Particularly this part: The mighty Thorn Wielders are the elite guardians of the Circle of Thorns.
They're supposed to be the "Elite Guardians of the Circle of Thorns", but we only encounter them from levels 5-13, anyone else think these guys should be encountered quite a bit later and be a bit more badass with fancier sword moves and stuff? But I suppose if you wanted to go to it's logical extreme, you could say they MEAN "Elite GUARDIANS" not elite archers, guides, or defenders.

Now on the note of Malta and other stealth groups, the funniest part about the "not so stealthy" Malta and so forth might be solvable if they got a special hidden spawn idle animation like BP zombies and certain Devouring Earth creatures.
Maybe they dress like normal citizens and you can't target them, when you get close they aggro and go into basically a costume change emote that puts them vulnerable (to keep people from getting SURPRIZE SAPPERZ!) and then they're in full gear and attack.
The other possible alternative is a special outdoor spawn version of Malta that uses normal citizen skins, kind of like Nemesis Automatons.
