As I read more, I'll say both sides make a very good argument and i'll bow out myself and withdraw claims of sexism so much as a bit of shortsightedness on the developers' part.
i'll also leave on this note: Devs, next time you give men a nice baron/victorian steampunk style coat, PLEASE GIVE FEMALE MODELS THE SAME OPTIONS.
And when I catch wind of the next booster pack to include full costume sets, I shall repeat this message... Again, and again, and again, and again.

Personally, I myself feel it's at least unintentionally sexist* since, as others have pointed out, they do the same costume twice for male and huge yet do something different, and consistently skimpy for women and after promises to mind things like the Baron coat in the future, they go and make it male exclusive with the steampunk booster.
*I.E. following the genre basis too closely or just being too proud of female costume idea A to realize some some would prefer a port of the male and huge costume idea B. -

Now your suggestion is amiable and one other players agree with, and I think the Devs themselves are looking into this, so keep your chin up and maybe it'll happen in before the tenth anniversary. -
You know what? I don't think I'd do too much different with the Incarnate system (because it's fun for my scrapper to have a blaster level nuke and my empath will stop being useless) besides broaden the mythologies involved to include Babylonian mythology with Gilgamesh as the first incarnate. (No matter how powerful you become, he would always greet you with "MONGRELS!") I also would have had Odin come in with all of Asgard as a series of coop zones, complete with an Incarnate PVP zone, I mean this whole Coming Storm business sounds like the kind of thing a paranoid "all-seeing" god would think is Ragnarok.
Oh, also, I'd add a solo Incarnate path, my present idea is a series of Solo-only TFs where you end up playing as Incarnates of the game's lore (including before they were Incarnates) and play out the moments that shaped and defined their lives to learn about the nature and power of the Incarnates. I'd balance out simply farming these by making them only give Emp merits once, Astrals a second time, then reward merits the rest of the times you run them.
Also, I wouldn't use that @#$%ing Incarnate store.
And I'd probably would have included more Judgement types and maybe a special "minimal effects" option for Destiny.
I'd also probably change some things Lore wise, I probably would have changed around a lot more, just can't quite think of the specifics right now. -
I would like to suggest that among the weapon customizations in this booster be combat knives for DB. Maybe a really nasty look machete for Broadsword.

Hmmm... Now ya see, Zombie Man, if you're tryin' ta help us get those awesome coats on women, yer not making a good case. These ain't remotely comparable.
What'cha need to do is make two characters of the three frames then doll'em up in the Samurai armor, DO NOT MESS WITH THE SCALES.
What you might notice is that female samurai armor is... smaller, daintier. The shoulders are laughable compared to the men's, and the hip plates cover much less, the chest piece also doesn't seem quite as robust/protective as it is for men. Try it for yourself and see. (Though to be honest, I haven't seen what samurai armor looks like on huge frames.) -

Of course, its hard to blame this on genuine sexism when the same problem cropped up just as often for fliers. I don't play enough male characters to know just how different the animations visually appear through experience, but I did analyze them very carefully at one time and I know there are some instances when they are different in actual fact. How dramatic that is for the purposes of clipping and such is something I'm less knowledgeable about.
Still, I did my part for gender equality. Now everyone hits like a girl.

Profane or copywritten: an arc I had been working on is no longer even testable because half of my character/contact's name "Sakura" was copywritten material. I wonder what other common names are considered copywritten now? How about Saladin? Or Dean? Oh, I know, let's just say John, Dick, and Harry are RIGHT OUT!

Now the new Incarnate store stuff takes it all to a ridiculous level of needing to grind multiple days for more time it would take than to even just unlock the epaulets and for what? The Costume sets might be understandable, but to unlock a musical note chest insignia or the ability to get winded? That's just sad. Also seems not incarnate related, at least not incarnate related in the way devs have been trying to push Incarnates. -

I /unsign this pulse rifle powerset until the tier 9 is changed into an orbital laser cannon. Though I congratulate that you remembered to give it a "stun" power.

4. Suppressive Fire
5. Gunslinger Cryo Round
Some stats may need to be adjusted here and there, but I'd take that set in a heartbeat, and I'd never ask for a combo gun/sword set again, when I can make my own. -

I don't think they could proliferate Dual Blades to Blasters because you probably wouldn't be in melee enough to generate the combos. I like the idea VERY much.
I support the OP's suggestion, I even like how the powerset is done overall.
This will be especially nice since it'll mean we can see Sparkblade in-game. -

Thinking about it, I refuse to believe the Devs would bar costume choices just because it would be "gay". I mean, hell, we can already practically make this guy with the present options:
Heck, there's a male fashion model in the Twilight Son TF that DOES look like this guy, but with more color and a scarf. -
