When they were added in I18 I figured they would help pave the way for that. There is a possibility that there's some AI concerns due to having two weapons (since that's why it's blocked in AE) but I figure the devs could design them a little bit differently.
Her powers are ultimately described rather vaguely, and what little has been shown does not suggest she would be impossible to make outside the existing power selections. Costume's a bit of another matter.
Now as far as Sparkblade is concerned, possibly a simple way around it might be to use him ONLY for a contact or trainer, if he has to be used as an ally, perhaps they could give some handwave to it like "villains stole mah sword, that's why I need heroes to help meh!"
Though some other people have proposed that the idea of using Sparkblade as the basis of giving players a "Sword and Pistol"/"Swashbuckling" assault (with special NPC hax that adds energy damage and end drain/recovery debuff) certainly holds appeal, where it not for the sad fact that in such a case, it would be a set truly only Doms would have access to. (This, in of itself could be mitigated by introducing an assault/armor AT. Hinthint, nudgenudge, winkwink?) -

With these, there is so much room between them it feels less like a cityscape and more like a series of plazas with buildings plopped up around them. Kings Row feels a lot more realistic because it's basically paved streets, sidewalks and either buildings or fenced-off yards the rest of the way. No large areas dedicated to open, empty plazas.
Though, if you'd really like a reference, try google maps and looking up LA and other such major cities on Street View. -

Psionic Mastery
35) Telekinetic Blast
35) Mass Hypnosis
41) Agonizing Contagion - Chain ranged AoE, moderate damage (psionic), Foe: -Recharge
41) Drain Psyche - A weaker version, perhaps +25% regen and +10% recovery per-foe?
44) Psychic Nexus - Similar to Penelope Yin's
Body Mastery
35) Shuriken
35) Caltrops - Special version with 30% chance for (Mag. 2) immobilize (with immobilize ehancable)
41) Trickshot - As from the upcoming Martial Assault Set.
41) Physical Perfection
44) Field support - Summons as Merc MM-like pet (consider different palette change), with Burst, Heavy Burst, and M30 grenade.
Munitions Mastery
35) Sidearm - Ranged, High Damage, (Lethal), Foe: Knockback
35) Sleep Gas Grenade
41) LRM Rocket
41) Customized Armor - Self: +5% res (all), +MaxHP (10%)
44) Quadrotor - Something of a reskin of the gun drone with burst, heavy burst, and full auto.
Notes: I wanted to stick mostly with things that 'fit their natural origin' or more specifically offer Epic Power Pool premises that cannot be found in the Patron pools, specifically non-Arachnos gadgets, additional training, and, ultimately, a VEAT honing their psychic powers beyond what's normally presented in even a Fortunata's training.
I tried to keep to the patterns used in the Patron Power pools though, which wentl; ST Raged, AoE Control (all of them were immobs which was hard to fit in, so I had to be creative), Ranged AoE, something unique, and a pet.
Feedback, power suggestions, or entirely new APP suggestions are welcome. -
other bits of inference: The "statue" is apparently located in a ruined city.
Either Praertoria decides to erect a monument of your character on the ashes, Paragon builds a statue to honor you but the city it's in gets blown up shortly there after/this is a new version of the finale of Time and Time Again, or this is a further updated Tina/Unai mission (forgot which one had it) where you go to the ruins of an alternate earth where you became an overlord. -
seems like an expanded use/refinement of doppleganger tech.
That or Paragon's really investing in those statues so they can even have the powers of the hero they mimic. -

Hmmm... Lemme try to draft something up.
(1) Sleep dart - ranged ST Sleep, lethal/toxic damage. (if possible, make it do the toxic damage can tick over time without waking a foe up)
(1) Paralytic Dart - Ranged ST Hold, lethal/toxic damage
(2) Slit throat - Melee, ST, Lethal/Special damage, Special Damage (Deals Extreme damage against held/sleeping/stunned targets moderate damage otherwise. This will probably be a BIG and important thing for the powerset)
(6) Knockout Gas Bomb - ranged Targetted AoE, Sleep
(8) Hallucinogens - Ranged Cone foe: Confuse -ToHit
(12) Smoke Bomb - PBAoE Self and Ally: Stealth, Foe: Placate
(18) Noxious gas trap - ranged Location AoE, Foe: Hold, -tohit, -perception (summons a pet to explode when enemies get neat like poison trap)
(26) ???
(32) Summon Kunoichi - Summons Kunoichi pet with Ki Push, Storm Kick, Shuriken, Quick Strike, and Phalanx Fighting.

Funny part is, before the MoM trial I kind of imagined that this would happen with the three versions of the Clockwork King we know of (CK Prime, the CK from the Clockwork Dimension, and Metronome) and become something of a freakishly powerful, Super-17-like entity dedicated to protecting both Penelope Yins.

Actually, if you played responsibilities arcs up to Cleopatra and remain loyal, then talk to Maurader and prod his apparent indifference about Cleopatra's betrayal and death, you really get a new feel for the guy.
He says that, yes, he does care, yes, he's hurt she betrayed him, but he's actually even more frustrated by the whole situation and admits he doesn't really care whether Cole or the Resistance wins. He'll fight hard for his side, but in the end, having a victor either way to him would have meant things like Cleopatra betraying him wouldn't happen anymore. -

I think the Rogue Isles need a dictator and I thin that Arachnos is a necessary element to keep the riff raff at bay and to keep down the truly crazy stuff that tends to happen in the isles. -
Sam... just one problem with your last post: You mention both Arachnos AND Longbow withdrawing to Fort Darwin. Now I'm pretty sure you meant Arachnos retreating to FORT CERBERUS unless you plan for a comedy serious about Longbow and Arachnos sharing a base as odd-couple roommates.

I know I'm hoping Omega would augment an existing Incarnate power into OH MY GOD WTF IS THAT?! proportions. In my mind I imagined an Omega'd Lore slot to look something like what Altair can do with the apple here.

You know, on an off-topic note about Praetorian Seers and their "mind reading" it is kind of funny how even the yellow conning ones will claim to 'detect hostile thoughts' and summon up their PPD officers, even when you're a loyalitst just walking past.
I always took it as a sign that even the mind readers of Praetorian can never be certain and are, deep down, just as paranoid and unsure as everyone else. -

Anyway though, I do echo Thesselia's own view on Penelope Yin, not Venture's. To be honest, I LIKE the character and want to continue liking her, but over exposure and how she was reintroduced/who she replaced, and how she's been presented lately has left a bit of a sour taste in my mouth.
Frankly, if I had had my own way, she would have joined WISDOM with Flower Knight (both the organization and latter character getting far too little exposure) and Sister Psyche would have simply retired/remained as a consultant for the FP.
Now for the actual critique of the arc, I mentioned the heroside version felt a bit weak and watery, and the villainside was only so much better. At first I was wondering why it was Arachnos I was still fighting in the final mission, but then I remembered we are trying to put them into our shadow. I also really am hoping that just once, PLAYER VILLAINS get a victory OF THEIR OWN.
Meaning when the arc ends, we are NOT backstabbed (at least not so much to truly warrent promptly taking it down), the upcoming issue introduces our new organization as yellow/blue conning NPCs that have taken over various, formerly Arachnos locations, and various maybe even future contacts linked to this organization who greet us in a friendly/fearful and respectful manner.
Oh, I also am kind of annoying deep inside that the Antikythera Mechanism, a great SCIENTIFIC/TECHNOLOGICAL achievement was reduced to another magical MacGuffin. Why does it have to be magic to track magic? In canon lore, Poistron's been shown to make tech devices that can detect magic, so why couldn't the Antikythera device been the earliest example of such? It was already one of (if not the) first freakin' in-organic computers. -
I'm pretty sure that's also a possibility. Though part of me wants to say: Hey, if Sky Raider pilots are skilled enough to fly a Sky Skiff indoors/through doors without blasting them open, why can't I be good enough to 'donut' all over the carpet of Cole Tower's lobby before Cole comes in and invalidates my insurance.

I felt this one was... It kind of felt a bit mediocore. I mean it's a decent arc that does seem to forward the plot... A little. This is how I saw the Heroside one.
I did actually enjoy the FP backup, in my own mind I imagined my hero seeing the three Arachnos villains, sigh, and just think: "Goddammit I hate you people all so much." And I could have taken all three, it would have been long, dragged out, and annoying, but still could have taken them. The backup was nice, and it was good to see the Freedom Phalanx not getting jobbed like they've been since... Redside launch. -
Same reason Goofy's son Max has been aged up and remained that age since Goofy Movie but Huey, Dewy, and Louie have always remained kids?
(I will admit, I liked Quack Pack just because it aged them up, gave them individual personalities, and made Daisy likable.) -
