The problem is, it doesn't matter when they first subscribed, nor how long they subscribed for (ignoring the T8 bonus PP), as long as it was before Freedom - technically, in your example, before July, when the prerelease bonuses started. What matters is that both of them were subscribed from July, onward, and from that point is what the game is looking at now.
-- Joe and Steve started subscribing to Freedom on the same day: September 13.
-- After the weird months of September (both got points on the 14th) and October (Steve gets points on the 11th and Joe gets points on the 28th), Steve will get his points on 1st and Joe will get his points on the 28th.
-- Due to the way NCsoft handles game cancellations, you will typically have more than a month's notice to the end of the game, and the last month typically does not reward any bonuses. Thus Steve's points on Penultimate Month 1st and Joe's points on Penultimate Month 28th correspond to the same number of total free points in Last Month of Game. -

Don't really know how you'd be able to represent alchemy in City's animation system.
I have seen a lot of people play Poison as an alchemy set though. -

Freems get Friends channel. Using an old account that used to be a trial account and was converted to a Freem account, I chatted with my main account via /f. (The error message listed in the top pane is because I accidentally tried to talk in /f before actually friending Krkutnir.)
NOTE: Friends channel isn't added to your window automatically. Make sure your window actually has Friends in it. -

This requires all being on the same server, but:
Player A: /friend Player B
Player B: /friend Player A
There is a chat channel called "Friends". Player A and Player B can now talk to each other on that channel, regardless of where they are on the server.
/f Hi, Player B! How are you doing tonight?
Note that if Player C friends Player A but not Player B, Player C will see comments made by Player A to Player B, but will not see Player B's responses. -
They removed it. It existed in Beta but never existed in Live.

There are some reports that returning vets with premium accounts have access to HEAT/VEATs, but no one knows how or why. They are not supposed to, according to everything we've been told. They require either a VIP sub or purchase on the market, but I personally know of at least one person that has access to them as premium.

These are the rewards for owning X number of tokens. The rewards you get for slotting the tokens are not listed. Trenchcoats are the reward for slotting your second token - this only requires obtaining one token, since every account starts with one token in the Rookie place.

The option is for UNCLAIMABLE rewards, not unclaimed rewards. Things like the Ascension Armor (50-only) on non-50s.

I've been active since the game went live (April 28th, 2004). Since my billing date is the 28th, I don't get my points until the end of the month. Someone who subbed on the 1st of the month at any point after me gets their points on the first of the month (except in October 2011, when they get them on the 11th). Let's call this person Steve.
So in September, I got my 400 points (I actually get the bonus for being at tier 9, but let's use 400, because Steve is at tier 9 too, and I don't remember what the bonus is), and so did Steve. In October, Steve gets his 400 points on Oct 11th, and I get mine on Oct 28th. For every month after that, Steve gets his points on the 1st, and I get mine 27 days later.
This effectively means that, assuming we both stay subbed for the exact same amount of time, Steve gets 1 month more worth of Paragon Points than I do, simply because he subbed later than I did. That's kind of weird.
HOWEVER...you will in the end, end up with the same amount of points if they ever end the points system. He will get his last block on the 1st and you will get your last block on the 28th.
You can, of course, let your sub lapse three days until the 1st to correct this perceived imbalance. Then both you and Steve get your points on the 1st. -

Additionally, they changed how subscriptions award Paragon Reward Tokens; you do not get any PRTs up front like they planned (it was broken). If a brand-new Free Player subs for three months, then they have one PRT - for having an account. At the end of the first month, they are granted one PRT for a total of two. At the end of the second month, they are granted one PRT for a total of three. At the end of the third month, they are granted one PRT for a total of four. -
