Wait 48 hours (NCsoft has some draconian and seemingly random fraud protection policies). Don't attempt to buy anything in those 48 hours. After 48 hours, attempt again. If you still can't buy anything, contact support to get your billing cleared.
Alternately, if you want to pay for the toll charge and stay up so that you can call them on their time, you can call the billing/accounts department directly: Monday through Friday, 12 PM to 5 PM, Central Time Zone.

You earn charges on the Day Trader Teleport power by logging out at Wentworths. After you get the Day Trader badge (which takes 21 days of accumulated time logged out at Wentworths), you start earning charges on the Enhanced Day Trader Teleport power. Once you have the badge, you can no longer earn charges for the standard-fare Day Trader Teleport power, only the Enhanced.

All Inf, Enhancements are stripped when transferred from Test to LIVE. This would solve the exploit. If someone like me spent the time on LIVE leveling these toons only to transfer to test and delete them on Live, they are not having high level characters without the work and grind. Exploits can be addressed and limits CAN be made. -

I have two characters with set IOs, even though they're both only half-built (I'm a lazy crafter/marketer): a scrapper and a controller. Everyone else lives on SOs and generic IOs (well, my main is fully slotted with HOs and generic IOs and a couple special IOs). Every single one of my characters that has access to a damage aura takes it, no questions asked. Every single one of my characters - and I have over a hundred characters, more than one of most archetypes (only two stalkers and only three tankers - all five basically gathering dust - I just can't get into 'em) - lives in melee range, so why the hell would I question getting basically free damage (the endurance cost is pathetically small compared to how fast I empty out my end bar with actual attacks)?
No, I don't question it. I take it, and I love it.
My main character, Aggelakis, an Empathy defender has and uses Total Focus at every available opportunity.I would wet myself with glee if she could ever get a damage aura.

Suggestions forum is over thattaway --> but this suggestion will never fly, because of all the level bumps and the behavior of test environment where folks share stuff cheaper, the devs "seed" the market with free stuff, etc. etc.

if you could refrain from calling our characters "dolls" and instead use the the more manly term "action figures". I find the your accurate terminology disturbs my calm when I realize that using the costume creator I'm basically playing "dress up" with my Ken and Barbies.
I read your post to my boyfriend, who is currently playing WoW. He said he agreed with you, told me to never call them "dolls" in his presence, and then said, "Now if you'll excuse me, I'm going to go play with my dolls in the fantasy set over here."

There's plenty of people online, including me, sitting at Wents on Triumph. Didn't seem to be any difference, no update of the updater, no patch, etc. It's something between you and the game, not the game itself. Hmmmmmm.

Uh, it was announced, Roberto. It's even at the very top of every forum, "Announcement: Upcoming Forum Changes" - it's a "global" announcement just like the forum rules and phishing announcements.
OP: I survived the forumgeddon from EU and NA being merged, when the forum was down for several days. A few hours is easy-cheese. -

No. None of them are "wrong". They are all appropriate terms for the figure you (general you) play in a video game.
Some may think they don't belong in this game, but that doesn't make the terms "wrong". -
He's not "right". He's also not "wrong". There is no right or wrong, people will call their little virtual dolls whatever they want to call them. Avatars, toons, characters, virtual dolls... they're *all* right, and *none* of them are "wrong".
