Can't create characters on test

On Test, which I thought is supposed to be locked out until tomorrow...
Or in Beta, which you should be posting in the beta forums about?

Sorry, I meant the Training Room servers. I was locked out last weekend, but this week, I'm able to log in and play.
I'm able to log in and play existing and transferred characters on the test server, but I can't create new toons. When I click Create Character, a popup appears that says "ChooseVillainOrHeroOrPraetorian" but the only thing clickable is the Cancel button.
Is this a bug, or is my game client hosed? I've had the updater verify all the files, but this still occurs.
