    No, the Attuned SBEs do *not* adjust by level exemplaring down. Instead, they are subject to Enhancement Exemplar Scaling. They do adjust as you level up.

    They have the advantage:
    • Leveling up with you
    • Keeping Set Bonuses down to their minimum level minus 3.


    They have the disadvantage:
    • Can not be boosted with Enhancement Boosters.
    • They are Account Bound
    • Second builds built specifically for an exemplared level will still be stronger than a build with Attuned Sets since they can six slot all their low level powers, while a mixed-level toon still needs to spread out their enhancements.

    You'd have better luck just using Incandescence at the 2 second mark far from the AV. This way, the rings will form far from the AV as the players rush back at it.

    Based on the turnover of Devs and the Ascendency of Production, it would be unwise to go back more than 3 years for past data that would be predictive of the future. Besides, human beings are set by default to do-what-we-did-last-year, barring some extraordinary schedule altering event.

  19. I know they had a backlog of them waiting for Freedom to go Live so they would have 'stock' to release over time.

    Let's see once they exhaust that stock if they can continue to keep up the pace.

    New power sets are *very* resource intensive with art, animation, FX, powers, and QA.
