In order for these pieces to be ready to given to the players, they would have had to been made months before that brouhaha. In fact, they were made for First Ward.
These pieces represent the fact that the Devs are coming through on their promise made 2 years ago to make NPC costumes that can be ported to PCs. In fact, the newer NPCs simply seem to be PC rigs now outrigged with PC pieces and some extras reserved to the Devs. The IDF and CoT and CoL were (re)designed with giving those pieces to the players.
Unfortunately, some of those pieces are so custom designed for that group that they get reserved from players because of clipping issues... which really don't come to light until you try to use them on PC with their scales changed. -
I'll be happy for anything flowing or static that covers the crotch that's not long pants or a female-only skirt.
Tunics, togas, breech/loin cloths, thigh-long jackets, extra wide sashes, more battle skirts, and finally, male shorts. Especially pieces that are attached to the jacket, chest, chest detail, or belt node that covers the crotch.
And a feather shoulder harness and grass socks would be nice, too.

The other alternative is to set up a massive active farm: Get 50 people to go to Warburg with their insp tray full of only wakies. Pack together tightly at the globe. Then pretend it's a Mothership raid and everyone else is a Rikti. No defense powers. Let yourself be killed and do a lot of killing. When you run out of wakies, go to hosp and come pack full of wakies.

Among my 3 mains, I've been running Incarnate level TF and Trials getting regular Merits which I translate into Alignment Merits and the Empyrean Merits. I'm within striking distance of all three being able to each buy 2 PvP+3%Def. That's 12 Billion worth of INF (if I don't bother with trying to sell them for more than 2 Bill with a direct trade).
That's not counting all the other INF and drops I make with all that play time.

Since FREEDOM, the Devs announced a policy that ever major issue will have a free power set. For Issue 21, that was Time Manipulation. Everything else is purchasable (and VIPs can use their stipend toward getting them 'free').
And that's it. One data point. -

Zombie Man's original deduction was that there is an 0.8% per-pack, not 0.08%, but there has been no confirmation of that I have seen. Ultimus is keen to repeat that number as much as he can, but provides no evidence of it himself. -
Ever since Hero 1 came on board, he got the message loud and clear that we hate the the blue caverns and I can't think of a mission where it's been used in the past few years. In fact, the Numina TF got its blue cavern with the infamous 3D figure eight trap and layer cake room removed in favor of the wide sandy cavern.
So, you're looking at just legacy content with the blue caverns. And its unlikely they'll change those maps until the time comes when they revamp all the old legacy story arcs. -
Lesson learned: Hold them MoGing, Self-Healing, PFing mobs before they can use their pancake you powers.
