Thanks for the input. I've been playing the WP one a bit more on Beta, and it works fine, but like you've both pointed out, it's boring. My main is a DM/Regen, so I am used to VERY active management of my survivability. The fact that WP doesn't have a click heal might be the deciding factor. I hate the fact that when the bar starts to get red, there isn't much to do other than eat a green or run away...
WP works a little better for my Concept, but not so much so that I feel it is absolutely necessary... -
Unless you are in love with the Acc ToHit-DeBuff set you have slotted in it, drop Shadow Maul. The rooted animation time, for me, made me hate that ability. I dropped it a few months back, and haven't missed it at all. I use my Patron Blast (Soul) ability as the seldom-needed 4th power in my attack chain, and feel much more efficient for it. My MG --> Siphon --> Smite chain works great.

In 'always-on' or toggle powers, the effect is not technically perma. It just has a chance to fire every time the power ticks, which is every 10 seconds. I guess the right way, semantically, to phrase it would be that the proc chance is perma in auto powers, which is what you may have meant anyway. I just wanted to clarify, just in case.

The point of the proc (and of most procs) is that is it recovery that happens outside of the ED caps. So, the optimal slotting is with IOs until you are over the ED-cap, then a proc. The same is true with DMG procs in attacks. You are basically capped at the dmg you can increase directly, so adding the proc is an extra enhancement on top of that. The cost you pay for that bonus is not knowing when/if they will fire.
Back to point of this discussion: The numbers, while in favor of the proc w/o boosters, and in favor of the IO with boosters, are nearly the same. I would say they are effectively insignificant. The straight enhancement will give you more predictable recovery, which is, IMO, a far better option. So, if you are single-slotting, use the IO. The Proc comes into play when you are capped or nearly capped by the first IO, and want to gain almost (or slightly more) recovery from a second enhancement without being 'penalized' by the ED-cap. -

You always want to at least 5-slot your main attacks, and usually 6-slot them. You can 'frankenslot' them, which means using combinations of sets or individual enhancements. When you see people talking about putting 3 of these in one power and 3 in another, they are surely planning to put other Enhancements in the remaining 2 or 3 slots in those attack powers.

Not sure if this is accurate, but it seems to me that the secondary effects cause the F/X on enemies, not the dmg procs. I could be wrong, though, and any effect from your Interface will trigger the F/X on enemies.
I can confirm, though, that at least Spectral and Cognitive do add a visual effect to bad guys (or good guys if you swing that way). -
I am going form memory here, but iirc, these are the Superior Scrapper's Strike Bonuses:
2 - 3% Max Health
3 - 5% S/L Def and 2.5% Melee Def
4 - 4% Dmg
5 - 10% Recharge
6 - 2.5% S/L Resist

Maybe this belongs in the i22 forums, but I am interested in getting opinions from the Scrapper community, not just VIP Beta people.
I've played both to the early 20s on the beta server, and just can;t pick between them. At those early levels, with free attuned enhancements and ATOs, they are both powerful and worry-free. I am wondering about the experience with each at endgame levels, and leveling in an environment when slots won't always be filled optimally.
My current main is a DM/Regen, so I would like to try something different, but I also like to solo a lot, so survivability is very important to me, as is the ability move quickly from fight to fight without much downtime. Regen is probably still the king of that, but like I said, I want something a bit different.

There is a lot of talk in that thread about debuff resists. This was right near the top of the General AT Discussions list. Search is your friend.
(btw, I agree that some Recharge and Recovery +resist would be great for Regens - my DM/Regen is only ever in trouble when those are debuffed.) -

Set Bonuses (according to the wikis)
(2) Increases maximum health by 1.5%.
(3) Increases lethal and smashing defense by 2.5% and melee defense by 1.25%.
(4) Increases damage by 2.5%.
(5) Improves the Recharge Time of all of your powers by 8.75%.
(6) Increases Smashing and Lethal resistance by 2.21%.
I think the Superior versions roughly double, or slightly less than double, these numbers. -

I suppose that is a fair concern, and one I am really in no position to comment on. I had this char to 40 before issue 2 was even released, and to 50 before IH was even changed - I played in the initial beta of CoH and up through the first few issues until WoW came out, and only popped my head back in periodically until maybe a month or two ago. So, the level grind for Regen in its current state is completely foreign to me. I don't like to repeat sets, so I haven't rolled another Regen recently.

Is Panacea markedly better than these? Based on the cost, you'd think so, but it is just the rarity that makes it so much more expensive, or is it equally more effective?

Those of you who continue to insist that Regen is 'broken' or a clearly inferior set just clearly haven't played it. Or at least, haven't played it enough. Or, at the risk of sounding completely arrogant, haven't played it right.
I feel like I am in godmode just about all the time on my DM/Regen. I'm not even done putting together the purple sets in my build (though I do have all T4 incarnates), and can easily solo +2/3 x5/6. Well, maybe not easily, but consistently.
At the risk of spoiling the 'Squeaky Wheel' principal of the forums, I will go ahead and say it: Regen is fine. I'd happily accept some -recharge resist, but otherwise I have no problem with the way the set is built or how it works.
If you have doubts, come find me (or other good /regen scrappers) ingame...we'll be the Scrappers in trials off solo-ing IDF packs and Weapon Caches...
EDIT: Not that other ATs or Scrapper Builds can't do the same, but the ability to successfully do those things is just one example of Regen being on par with other sets in ingame content. -

The increase in prices for 'junk' purples will be due to people converting them to better purples which will INHERENTLY drive down the prices of the 'good stuff'.
Plus, the new issue is still weeks and possibly months away, so other than hoarding potentially valuable items inexpensively now, I don't think anticipation of what may happen down the road should/will impact costs or strategies of big ticket items between now and launch. Maybe if there was a specific date for when the new Issue will come out, people would decide to wait to buy after, but most of the people with 2+ billion inf to burn don;t need to wait to see what happens in the hopes of saving a couple hundred million. -
It's funny, I was thinking about this as I was reading the newer posts in this thread, and realized that in my play recently, since I've gotten T4 Rebirth, I don't know if I've used IH even once. The initial heal is enough to make Rebirth, and not IH, my go-to power for HP recovery...

I appreciate that advice, though I will most likely come here to sell it, as opposed to listing it in the market and losing 200 million inf in the transaction.
Personally, I don't think the whole enhancement converter thing will have a significant long-term impact on the market. In the short term, it will drive up prices for previously unwanted purples, but over time the demand for the big ticket items that nearly every build benefits from (+HP/End Procs, +Def) will continue to outpace supply by enough to keep prices around where they are now. -
Thanks for all the info. I assumed a lot of this worked the way you've all confirmed, though it never occurred to me to store money in the AH with bids, that is clever!
I'm at about 1 billion now, but am just a few Emp Merits away from getting my first Glad Armor to sell, and wanted to make sure I didn't do anything stupid my first time out!
