Interface proc fx?

I was told that the incarnate interface proc abilities actually apply fx to the enemy...fire fx, negative damage fx...etc.

Is this true?

I was hoping that they acted just like adding a damage proc IO to a power. Where you deal the additional damage...but it doesn't add any other fx.

Not sure if this is accurate, but it seems to me that the secondary effects cause the F/X on enemies, not the dmg procs. I could be wrong, though, and any effect from your Interface will trigger the F/X on enemies.

I can confirm, though, that at least Spectral and Cognitive do add a visual effect to bad guys (or good guys if you swing that way).
