I would simply fall a bit short in fully agreeing with you that these things are strict "responsibilities" on their part. After all even if they "fully disclosed" everything as you describe they may have to make a last minute change to something and still piss people off. Their EULA is written to cover them for just these kinds of situations.
I feel it's a mistake to assume the average player of this game has no responsibility to accept the consequences of his/her purchases. Players should at least come part way with being knowledgeable on their own about what they are buying. The Devs can't hand-hold us for everything.
No information was given before it started to be sold on the market. The Intrepid informer telling which ATs get what powers came a DAY AFTER it started selling. At that point, it isn't really acceptable to place the blame solely on the player.
That isn't what I'm saying. I'm saying that the developers should be obligated to provide an adequate preview to all customers prior to purchase, the developers should be obligated to provide a full disclosure of what is included in the purchase prior to the player buying the item in question, and the developers should be obligated to do so in-game before purchase. Likewise, the player should be obligated to do proper research on if the power is appropriate for them. As I said in the Triumph Server section, most MS Raids on Triumph aren't scheduled. I hear about 1-2 a year that are scheduled, but that is far from normal.

They will appear on any level 1 character you log into. They are not able to be traded. For existing characters if you make a second build you -might- get them.
The enhancement values will remain the same from levels 1-50. However their bonus damage stops at level 20. -
Nope. On the other hand, it is fairly easy to start a raid on Triumph. Ask on Triumph Watch 2.0 and you should get the initial team quickly to start taking out pylons. After that, a MS Raid generally expands to several teams before the shields are breached.

All my level 50 heroes except 2 have TFC because that is what I do a LOT during my play sessions. I run task forces. I've hardly touch "regular" content (excluding Praetoria and tips) for the last year or so.

The Negotiator badge flashback is bugged due to Galaxy City changes and Efficiency Expert has never been (and probably never will be) in the flashback system. -

Also, Beastyle has said that, for September, all rewards were handed out during the headstart. Starting in October we will be getting the true reward dates. This would explain this account's reward tokens & paragon points. Anyone can enter Praetoria. Anyone can enter First Ward. Only those that have unlocked "Starting a Praetorian" (VIP, Going Rogue, or specific purchase) can start in Praetoria. Only those that have unlocked the First Ward contacts (VIP or specific purchase) can access those missions. You also neglected to say that Controllers and Masterminds could be purchased before the reward tier if you weren't a VIP.
If you expect the reporter to do their homework, then so should you. -
