Spelling fixt.
And it's not about the midriff. It's about the bikini bottom being so out of place color-wise when you have a midriff. If you noticed, two of my example recolorings kept the midriff. Nobody is against a bare belly. They're against a bare belly *for that outfit*.
As is, a bright red zippered bikini over a bright white tights and a bare belly is problematic not because it's slutty, it's a problem because it's a fashion disaster. -

Here's the basics. Overall, adding +5 boosters onto an IO will essentially turn it into a "purple" version of the same. I'll post some information on the exact numbers of boosted purples when I get a chance, but this should cover most folk's questions. -

Yeah, it's an unfortunate double use of 'VIP'. The exclusive section of Pocket D was named a 'VIP' club in-game long before FREEDOM's use of 'VIP' to mean subscriber. They're two different things.

So, we all know that Blue Steel's shield and Hero 1's cape are costume items in the Devs' character creator tool. We know that because sometimes these locked-away pieces leak on Test/Beta or even Live. And we know that Devs have decided to not let such signature pieces be used by players in the Live environment.
But how about in the Mission Architect? What if I wanted to create the Blue Steel army? Or have multiple Hero 1 dopplegangers from different dimensions? With those pieces locked away in the Dev toolkit, I can't. But if the AE character creator was a clone of the Dev's character creator, I could!
So, release the Dev CC to AE!

And the zipper on the bikini.... just doesn't look right. It would look right if there wasn't the bare midriff and the zipper was continuous down from the neckline.

Yeah, I"m on the side of 'too busy' for Penny's costume. As well as struck by how the outfit screams "LOOK AT THE BIKINI... IT STANDS OUT AND SHOUTS 'HERE I AM' AT YOU!!!!'
Basically, it just needs color reassignment to make the bikini 'fit' and not 'jump out.' It can be done in lots of ways, some suggestions:

Coyote travels stats are pretty much identical to Beast/Ninja Run + Sprint + Swift (with 50 Run SOs). It is not slower. It has other deficits, but it is not slower. -

You should definitely build for debt protection for your Blaster. Especially if you have ever typed the phrase, "hey, watch this".

I have no problem with any of it up to the last mission. I start attacking Wade, hit him with my debuffs, and then, poof, he's gone, and Ruladak the "IMMA SMACK YOU INNA FACE" shows up, and I'm dead.
Am I missing something obvious in the fight here, or am I supposed to bring help?
Just make sure you have half Defense and half Damage in your insp tray (and two break frees just in case). Or, bring a Vanguard HVAS or a Shivan with you.
