    2. Was just commenting that from a purely non-concept and performance based standpoint, Dwarf is already very irrelevant. If human form could run Link minds it would just do more to make the other forms less worth using.
Yes, but the defense buff would still be better for human form as it is now as it has more defense potential than Dwarf and pool powers to stack it with..And there would still be no point in taking Nova on an optimized build since human form does more AOE damage.

    3. Yep. I would also like to see the self heal in Dwarf form replaced with a PBAOE heal to further incentivize taking the form for tanking purposes- Perhaps making the Dwarf heal "not affect self" to avoid overpowering?
    4. Why? <Logical explanation, blah blah>"Your Peacebringer's Dwarf form strikes an enemy so hard that he has trouble hitting anything again, granting a 10% defense buff to you"</Logical explanation, blah blah>
    5. I don't think White Dwarf needs to be better at dealing damage, I think it needs to be better at tanking.

    6. I think that if Nova was the AOE form- Requiring a damage buff while the form is active-Also, maybe making Dawn Strike a crashless Nuke for Nova form only w/ comparable damage to the Archery/DP crashless nukes and comparable recharge... While letting human form retain the ST potential and Dwarf having a survivability edge (via my storm kick suggestion) the forms would all be worth taking.
    1. Would I take more damage if it were set before me? Absolutely. But I'd much rather have -regen power of some sort.

    2. . Many prefer utilizing forms whether it be for concept or performance. The forms are not irrelevant although you may personally feel that they are not "as relevant." I need only name one situation in which it is mathmatically superior to be a Tri-Form or Bi-Form rather than Human only...I can name hundreds. Before challenging this, remember, I consider this a 1-50+ game.

I know that you are very fond of softcapped defense, although recently you have expressed some interest in 32.5%. Softcapped defense in human form is great...until you exemp below where you attain it, run out of endurance and/or get hit by defense debuffs and receive a cascading failure Not having -def resistance has always presented softcappers with problems. Keep in mind, most of my toons are softcapped and I have alot of them.

"human form does more AOE damage" on a PB? A WS? or Both?

(Musing: I wonder how many level 50 Kheldians are Human only, Bi-Form, Bi-CuriousTM, Tri-Form and Tri-CuriousTM. It would be interesting to see the percentages)

    3. I can't think of any Tanks or Brutes that have an AOE heal. But, "making the Dwarf heal "not affect self"" would be a horrible change. I can't imagine that anyone who uses Dwarf Form would say, "Oh, I'd love to drop my self heal for an AOE heal that does not heal me too."

    4. The +10% defense boost seems gimmicky to me. I know, the game has a long standing precedent for it in other powersets (e.g. Parry in Broad Sword). Defense is not the Dwarf's "thing" Resistance is. But, if the Devs were going to incorporate Defense into Dwarf then I'd prefer that they do it like Granite Form (wherein both Resistance and Defense are built into the Form)

    5. The Dwarf damage needs a boost. I know because I have soloed AVs in it. Black Dwarf is not bad, especially if you have saturated mires, but it takes a very long time in White Dwarf.

Regarding the tanking issue...Yeah, I'd be very happy if the Dwarves taunting/threat ability were increased.

    6. I already use Nova form for AOEs and a bit of ST. It would be nice for everyone if Dawn Strike and Quasar were crashless. But, it would be really nice for folks who skip those nukes because they don't want to have to retoggle.

I like Human forms having a bit of an edge over the other forms for ST damage too. But when it comes to the Dwarves "having a survivability edge" there are better suggestions. I have made a few of them in various posts

    Later Septi.

Giving Peacebringers Link Minds would just make forms even more irrelevant. Like I told you in game the other day, I think the best thing to do to help out White Dwarf (after instant form shifts and letting defensive toggles run in Dwarf) would be making Dwarf Strike work like the Tanker Martial Arts version of Storm Kick- Granting a 10% unstackable defense buff every time the power is executed.
Melt Armor is not in keeping with the thematic concepts associated with Warshades. It certainly should not be part of Umbral Mastery.

I did consider it. Tar Patch would be appropriate...but with that you are looking at a power with 3 times the -resistance that Melt Armor has...yeah...overpowered

Forms will never be irrelevant to those who wish to utilize them. People have different priorities and enjoy playing in a variety of ways.

As a click power Link Minds (though I'd certainly prefer Mind Link) would bolster any form. It would provide both you AND your teammates with a defense boost. Peacebringers can heal themselves and others...let 'em have a power that provides buffage for themselves and others too. Additionally, this power would grant Psi Resistance.

I agree entirely with the instant form shifts.

I see where one could reasonably argue for defensive toggles to work in forms. After all, Stone characters get to use many of their powers in Granite form don't they?

Making Dwarf Strike work like Tankers' Martial Arts Storm Kick is a novel idea...just like the MA Tank power set. Frankly, this idea just seems odd.

But, increasing White Dwarf's base damage, taunting potential and adding -end resistance. That would do wonders, as would altering Light Form as I have suggested (and if you are familiar with what I have suggested know that with the Luminous Mastery Powers that I have put forth I'd be fine with dropping the bonus end recovery and mez protection built into Light Form.)

E;ectric cages are great for that pesky KB though...2. then sep would stop complaining about us greifing him with it.

    3. Although my heart longs for another form *Cough*tiger*Cough*, This suggestion is more useful and well thought out.

    4. Awesome Job Abe!

    5. I'm disagreeing a bit with instant form shifts. Simply because the concept is shaky for that. A person's body cant instantaneously change shape. :P

    6. I'm really liking the storm kick idea for dwarf though. It would encourage people to stay in dwarf for that handy defense buff.

    7. Melt armor might be equally as overpowering, instead of increasing powers effects it would increase their damage. and with perma hasten it would be up ALOT.

Something that benefits the team would be nice...

    8. On terms of helping the team some more...a PBAoE team +dmg/tohit clicky would be handy. Since Kheldians are supposed to be a team player and all >.>
    1. Physical Perfection was heavily considered. But I'd much rather have Mind Link than Electric Cages.

    2.

    3. I liked your idea and would try it out on alternate builds, but, at this point if radical alterations were forced upon me and my Khelds I'd retire from COH. Additionally, I just don't see the Devs working on a Tiger form.

    4. Thanks

    5. If we can do it when we downshift, I think, at least in my fantasy world, it is possible to do it when we up shift.

    6. I'd prefer to stay in Dwarf for that handy -end resistance .

    7. See above.

    8. What you are describing sounds has some similarities to Accelerate Metabolism. It is a wonderful power, I just don't see it become a Kheldian power. I'd be happy to use it though .

    Regards.
  3. "Five score and 6 days ago our developers brought forth on this city new features, conceived through deliberation, and dedicated to the proposition that all Kheldians are (initially) created equal.

Now we are engaged in great civil turmoil, testing whether these new features, or any new features, so conceived and so dedicated, can long endure. We are met upon this great forum of unrest, having come to dogmatically declare our solutions. It is altogether fitting and proper that we should do this and so I respectfully submit the following..."

Christmas has come and gone but my hopes and dreams for me and my fellow Kheldians have not been realized. Jolly ol’ “Dev O'Claus” has not delivered.

I am very well aware of the many proposals so many of you have put forth in this forum. Although I agree with some things which are uttered there are many with which I disagree. If you want to know "Why?" allow me to simply say that many of the proposals are radical, in that they would require a significant amount of time for the Developers to implement and/or would alter the accustomed way(s) in which the great majority of Kheldian users have used and still use their Kheldians. I ask, “Why would one want to alienate so many aliens?” (btw, I assure you that I am here legally )

Furthermore, several of these fads and fancies would certainly overpower our already powerful ATs
    (cf. http://boards.cityofheroes.com/showthread.php?t=264101&page=8).

The following suggestion, for Umbral and Luminous Mastery Pools, may lead you to conclude that I am as guilty of the aforementioned things as the next Alien. Regardless, I have striven to select powers that I believe could be of benefit to all types of Kheldians. I have also kept in mind the purpose of Epic Power Pools as well as the thematic concepts associated with WSs and PBs. In order to keep it simple for the developers, I have borrowed from existing powers within the game.

    Here are my suggestions…

    Umbral Mastery

    Indomitable Will

    Tenebrous Tentacles*

    Power Boost

    Shadow Meld

    Howling Twilight

*I especially considered Darkest Night, Tar Patch, Twilight Grasp, Physical Perfection and Superior Conditioning.

    Luminous Mastery

    Indomitable Will

    Electric Fences*

    Power Boost

    Link Minds (Mind Link)

    EM Pulse

    * I especially considered Physical Perfection and Superior Conditioning. I have also considered various resurrection powers in this spot, since it seems a little odd that the WS would have a team res power and the PB would not. I would really like to see a team revive power for the PB titled, "Sacrifice" that depleted your hit points (or even killed you) to rez your team. I know that you may think it sounds terrible but it'd be very handy for me.

The matter is set before you may much good come from the discussion.

Dechs' guide is certainly my favorite for a particular AT...and it just so happens it's a shade.

But, I like Stone's guide too. It has a more broad appeal.

    2. I looked at your build and your Hasten was perma 2 slotted w/ Spiritual Core Paragon- Which you had equipped, making it part of your build.

    3. Without accounting for Force Feedback, your hasten w/ spiritual is recharging in 112s (120s duration) with 3 slots and recharging in 114s w/ 2 slots. Perma either way. Without Spiritual Core Paragon your Hasten 2 slotted misses perma by 7s.
    4. You have a level 50 build. Unless you make a separate build using low level enhancements (I've heard ~33 is good) you are going to make sacrifices. Perma Hasten is a build goal aimed for high end optimization.

    5. Even without Posi Blast and Obliteration sets, your Eclipse is Perma at any level at which you have the power, assuming your LOTG +recharge IO's are low level.
    1. You're right I don't smoke. Unless we are talking about enemies.

    2. I equip Spiritual Core...turn on Vengeance and the +recharge Force Feedback just so the folks who click on my build and look at the stats have the, "What the!!!" reaction.

    3. Yep

    4. I have no desire to put together a low level build. Instead, I have always preferred to have one build that can "get the job done" at any level. As a Triform it seems that my playstyle varies far less than other people's playstyle when they exemp. This, of course, is largely due to the "pick 2 powers get 10+ powers" Triform Kheld bargain. Oh, and I have alot of purple enhancements and a few lev 10 and/25 enhancements in places where they make sense because of exemping.

    5. 4 out of 5 of my LOTG global recharge enhancements are 25. The one in Vengeance is a 50. I could probably drop this down to a...40...I'm guessing and still hit the softcap on S/L and Psi when I fire it off...would have to mess with the individual enh level in mids to find out though.

Basically I think that they would have to <complex code stuff> completely re-make HamiO's, complex stuff, and there's no chance that it's going to get changed at any point.
The recharge IO's in hasten don't enhance the recharge of anything but hasten itself, having more slots in it doesn't benefit your global recharge- Once you reach perma hasten there are no additional benefits from enhancing the recharge of the power. Edit: Also, Hasten doesn't stack with itself.
    1. Yep, I know about that "bug" and I have never...utilized...it, not even with my Elec/Shield Scrapper. Let me know if you find the Dev discussion until they give the go ahead I'm not going to do it. Not even if my friends are all doing it. My parents always told me not to give in to peer pressure .

    2. Without my Incarn Spiritual active and/or my Force Feedback chance for +recharge firing off, I don't have Perma Hasten. Although, I admit that it is rather easy for me to get my Force Feedback to fire off since I am usually fighting very large groups of enemies regardless of my level.

I am 1.9s from Perma Hasten at 50. If I remove the slot it goes to 7.4s. So it is making a 5.5s difference at 50.

But, whenever I exemp, don't I lose my recharge bonuses from my lev 50 sets (Posis and Oblits)? And if I exemp really low (21 or below I think) I lose those recharge bonuses from my lev 25 LOTG global recharges. I prefer the three recharge enh in Hasten for these reasons.

You can 2 slot hasten and keep it perma, so you can use that extra slot for an End Mod IO in Eclipse if you feel you need it... Another option if you wanted to put the slot elsewhere is slotting Eclipse with 2 Nucleo's, 1 recharge IO, and 1 end mod IO. It'll still be perma w/ only 1 recharge but you'd want the second for exemping.
For quite some time I have been aware of the Nuc Expo and recharge IO slottage of Eclipse. The reason why I do not slot it in that fashion is because I have read that it is a "bug" and as such I do not want to use that to my advantage. It smacks of exploitation. I know, I know what you are thinking, "One man's "bug" is another man's "feature." To each his own...well, at least until he/she gets "Dev Smacked."

I have also considered moving a slot from Hasten to other areas of my build. I could get a a variety of small stat bonuses (e.g. S/L Def, Ranged Def, HP, Endurance) but none of them are valuable enough in my eyes to lose the extra seconds that 3 slotting Hasten gives.

Yep, exemping is something I regularly do and this build does it very well.\

    See ya in game.

  11. You do realize that you chopped off my head in that last shot. Was it because of mid mission story time? The amount of KB I was dishing out? Or the incessant use of pulsar during picture time?

By the way you missed out on our post TF debriefing/group therapy session.

So, what are we doing next week everyone?

  12. Now, I really don't want sound like the confusing lawyer who was arguing his case before a judge, and after much talking he said to the judge,

"Your honor. Do you follow me?"

    The judge replied,

"Oh, I follow you. But, if I knew where we were I'd leave you where you stand."

Ok...moving on then...try to follow me.

I have never read nor heard of anyone who has focused entirely upon Nova and Dwarf forms refer to his/her build as "Bi-Form."

    Have any of you?

But, if the matter pertains to "play-style (i.e. what you USE)," as one camp is arguing, and not "power selection (i.e. what you CHOOSE)," as the other camp is arguing, then it would be acceptable for one to affirm,

    "I am a Bi-Form Kheldian."

    Someone would then ask,

"Oh, are you Human/Dwarf or Human/Nova?"

    To which you could reply,

    "Neither. I am a Nova/Dwarf."

This affirmation does present some difficulty, for all of us realize that one would have to shift THROUGH that pesky human....FORM... to get to the other two FORMS (hmmm...1+2 = 3). But, I suppose that this could be explained away for although one is shifting into and out of human form that does not mean he/she is USING it...or does it??? Additionally, 7 slots would have to go SOMEWHERE so I suppose that Health and Stamina could get the slots.

I understand the different perspectives of each camp but, for what it's worth, I have always thought of these things more like AlienOne,

    "Human Only = Human only
    Bi-Form = Human + Dwarf or Human + Nova
Tri-Form = All three forms chosen"

I hope that your guide is going well AlienOne.

  13. May his name be remembered.

    Merry Christmas Microcosm.

It's been a Dark Night since you've been gone.
  14. I agree. A -regen debuff and/or a mez protection clickie power would be great.

In fact, with new powers like, that I'd have to consider specing out of the medicine pool.

If I did spec out of the med pool I'd have three powers...so, yeah, Dechs' pony idea too.

  15. I move that we undertake Manticore's TF. It is the WST.

    Can I get a second?
  16. And what shall we run this evening?

    Anybody?

    Anybody?
  17. And with that ringing endorsement, from none other than the MFing Warshade himself, it appears that I am the front-runner.

Now for the rousing speech...hmm...suppose I need a speech writer too.

Then I see that my 2012 campaign is progressing according to plan.

    Political Campaign Department Heads -

    THB - Technology

    Stone - Communications

Bio - Congrats, you have been appointed to Field Ops.

Now, I just need someone over fundraising and some celebrity endorsements...

Yeah, but, human is the default form and he is going to have to wind up using 7 slots there even if he places the maximum number of slots in each of his other forms and their powers.

I'd recommend slots in Essence Boost and Hasten if this is the route he is taking. Oh, and I almost forgot...LIGHTFORM!

    Hmmm...think about it like this...

You use 1 power selection for Nova Form and you get 4 attack powers and you can fly (which is not inherent for many ATs)!

You use 1 power selection for Dwarf Form and you get 3 attack powers, 1 self-heal, 1 taunt and you can teleport (which is not inherrent for many ATs)!

It is 10+ powers for the price of 2!!!

    Now that is a bargain!
  20. A Triform PB has the ability to perform exceptionally well.

The two forms, if slotted adequately, will allow you to tank and blast adequately.

Your DPS will depend upon a variety of factors (e.g. your enhancements, recharge rate, use of inspirs, which incarn path you choose to follow and how well you perform behind the controls etc.).

"Good enough" and "well enough" are relative expressions. From personal experience, I have never had difficulty finding teams and I have never felt inadequate on teams with my PB (regardless of level). Indeed, quite the opposite is true.

Hundreds, though more likely thousands, have played as Triform PBs over the course of this game; so doing so isn't exactly revolutionary.

That being said, I assure you that it is a very...bright...thing to do. And yes, I mean that in more ways than one.

Have fun with your TF Peacebringer.

Oh, and to answer your last question...You're welcome.

It depends upon both the build and the player using that build.

Remember, whenever you choose for something you choose against something else.

In light of this I recommend that you experiment with various builds, discover what you enjoy playing, set your priorities and then put together your own build.

If you enjoy both human and triform equally, know that you can have one of each. Everyone of our characters has the ability to have 3 different builds through which we can switch while in game. Make use of that feature if you wish.

Oh, and how about this part...

    Susy wants a dolly;

  23. Since it seems that many are making up (or arguing about) their Kheldian Christmas wish list...Here is mine in order...but first a song...

    Jolly Old Developers,
    Lean your ears this way;
Don't you tell a single soul
What I'm going to say, (I'll do it myself!)

    Issue 22 is coming soon;
    Now you dear old Devs,
    Whisper what you'll bring to me;
    Tell me if you can.

    Smiling_Joe wants a ________-
    He thinks ________ is ___________.

As for me, my great big brain
    Is so very bright;
    Listen to me, O Dev O'Claus, ()
I'll tell you what is right.

    Dear Santa (Devs),

I have been a very good alien all year and I want you to bring me some very special things.

    Warshades

    1. Toggle Suppression

    2. Faster (preferably instantaneous) transformations

    3. Better A.I. for Extracted Essences (Why are they are so melee happy?)

    4. Some built in -End Res in Dwarf

    5. Some built in Psi Res in Dwarf (Suggest 25%ish unenhanced)

(More taunting potential while in Dwarf and/or a base damage increase would also be appreciated. As would the ability to fire off certain buffs/powers while in forms (e.g. Hasten, Extracted Essence). Of course, if wish # 1 were granted it would render this last thing not nearly as important.)

    Peacebringers

    1. Toggle Suppression

    2. Faster (preferably instantaneous) transformations

    3. Lightform - Keep the current recharge time. Drop the crash! Lower the base Res across the board. But, add Psi Resistance (e.g. 30%ish Resistance to All. This could be enhanced to 45%ish). Think about it, this would give Human Only PBs a reason to take and slot their other shields and give others a a reason to slot for Resistance in Dwarf as well. Sorry, but Nova would only have 45%ish resistance to every damage type.

    4. Photon Seekers - upon detonating I propose that they leave an...afterlight?...an afterflash?...in the form of a Polar Light Pet(s).

    5. Pulsar - Please, make it a little more powerful.

    6. Allow Incand Strike to be complimentary to Pulsar so folks can get the one, two stun they have long desired.

    7. Bring back or give us the option to use the Dwarf Flare Stomp animation (I really miss it and have played my PB far less just because I think the current hand clap looks lame)

    8. Some built in -End Res in Dwarf

    9. Some built in Psi Res in Dwarf (Suggest 25%ish unenhanced.)

(More taunting potential while in Dwarf and/or a base damage increase would also be appreciated. As would the ability to fire off certain buffs/powers while in forms (e.g. Hasten, Photon Seekers, Inner Light). Of course, if wish # 1 were granted it would render this last thing not nearly as important.)

    Thank you,

    AIB

And that was before some of the recent changes...most notably the getting stunned while form shifting issue.

Have fun putting together your shade.
