I would assume that something similar happens for Fury for Brutes and Domination for Dominators, since those also count on successful hits to build up. It's been a while since I levelled a Brute, but I do recall getting excited when Domination finally charges enough to fire off on my Dominator, although it doesn't seem to happen at the most opportune times during a fight and I therefore find myself "saving" it and not activating, just in case I need it for the next fight. So Domination is also a "sometimes" inherent as well.
Contrast that to the constant 13% your Defender was getting. You always have that 13%, no matter whether attacks hit or there are gaps in time when your pri/sec attacks are recharging. Because the "always on" mechanic of Vigilance is not added in the same way as the successful hit-dependent Defiance, you really can't compare the two inherents. It's apples and oranges. -

I Do have to say while initially I did not know a thing about comics when I first came to CoX I have learned a great deal.. and part of that is.. well being a hero looking triumphant! Saying that Yeah i would enjoy some added stances(like the hero/villain ones) That you could turn on and off when you want/need to.
I got such a creepy vibe off it, in fact, that to be polite, I did not type out my first response, which would have been extemely hostile. I waited until others came int the thread, and their responses kinda confirmed the bad vibe, but were polite anyway.
And then reading further, to find out that my impression was that OP really did want to change all my heroes (I don't use the word heroine for my female characters) to some sort of demure schoolgirls or sex kitten poses - UGH! The best spin on the poses OP describes as his(?) request sounds like "Hey, here I am on the red carpet - please take a picture of my fabulous dress!?"

This *event*, which is what it is, not an invasion, was suggested by a player as a way to celebrate the Discovery Channel's annual "Shark Week" of shark-themed programming that's become a bit of a big deal over the years in the US. It's not an actual holiday, as some (non-American, I assume) players have believed.
It was suggested to the community reps, and the community reps wrote the backstory (mostly for fun, making fun of Shark Week's TV programming) and the community reps are manning the enemies. Zwil and Co. decided Arachnos bosses, Corolax and Lusca were natural fits for the fun of "What would happen if Mako did decide to go nuts in Paragon?" and Zwil himself actually played the NPC of Captain Mako. On Pinnacle, anyway, the banter was hysterical, the challenge was real, and not EVERYTHING in this game has to be about badges and xp. There wasn't a badge because badges require programming and coding, and the community reps don't really do that.
This was just a fun event, to get together as a server and do something completely unique and have a fun time, and the special temporary titles and Dark Matter aura codes were just icing on the cake. It was an opportunity to directly interact with Zwil and Co. in-game, which is rare, and serves to bolster the relationship between the player community and the community reps.
If all of that is completely unimportant to you, then yes, I'm sure you were disappointed. It's a good thing the event wasn't designed for people like you. -

My WB blaster is named Briony Deep - she's an Atlantean, a la Submariner. Her secondary is Dark Manipulation, and her origin is magic (she's was trained in the sorcerous arts).
Because she hails from the deeps of the Marianas Trench, she must wear a protective suit while in Paragon City, bubble helmet (ty Retro Sci Fi!) and all. -

Welcome to the wonderful world of home ownership! I know y'all have been working on this project for some time, glad to see it come out successfully. -
But animation times do play a part in balancing the sets, at least to some extent.
I am really, really dumb about calculating such things as DPA & DPS & Arcanatime - but those are factors in balancing the sets and are built into such things as animations and recharge times. In theory, your method of picking and choosing animations could result in picking the quicker times and therefore cycling through powers (attacks in this case for a Blaster) faster.
The devs did try allowing free-form choices, way back in the early, early days of the game. And it was a nightmare to balance. Your desire to be able to choose animations and "categories" of attacks (# of ST, Snipe, # of AoEs, etc.) doesn't address this balance issue. I know you state that your choices would be based on esthetics (preferring the look of one animation over another), but not everyone's would be chosen for the same factor. -

I believe Shannon Posniewski is still at Cryptic Studios and the last I heard his title was Principal Programmer.
He came to work on the game around the time they were doing their reboot in early 2003 and finishing the game before launch. He's responsible for designing and implementing the combat system, chief designer of the UI interface as well as some of the side systems in the game such as vendors, rewards, badges, plaques and more. (I'm not sure what all he worked on for CO but I believe his title on that was Executive Producer. I'm sure he had a lot of input on the code in that game as well.)
Actually, I'd say neither Castle nor poz should be removed from the flowchart as they probably have as deep of an understanding of the game code as anyone currently working at the studio.
Especially when it comes to determining the difficulty of a change to the game code.
But perhaps at some future date, we may need an "*" to identify both Castle & poz as "dearly departed".

Convert Prestige to Influence (Infamy/Information)
The problem with this is that Prestige is collectively earned and used for SG purposes (primarily base-building, but also to pay the miniscule rents).
Influence is individually earned and owned. Which member of a SG would be allowed to pull out something collectively owned for personal use? It could be a nightmare situation, with yet another thing that someone could rip off from the SG.

The devs have SPECIFICALLY pointed out the base system as THE ur-example of something that's so fragile and badly documented that they're actually afraid to touch it anymore, lest they destroy it utterly.
Your flowchart is a bit out of date - you might want to update it with the new devs names and take Castle out.
