Whether given one day's notice or one month's notice, I do not share the OP's concern since I have no expectations of how much lead time should be given. Surprise release it in an hour from now and I will be 100% unphased and unmoved. Hold it off for another month and I'll shrug. This applies to features I desperately want and those I don't care for. Because, again, I have no expectation that there is a 'two week' or 'one month' rule of announcements of new features.
Thus, I regard any sort of insult or unprofessionalism or middlefingerism or slapinthefacism that anyone sees as the problem of the perceiver, not a problem in reality. -
Redside got a late start and thus was behind in content. And will always be behind for the following reasons...
PvP, one of the main reasons to even have a redside was never balanced between powersets and AT. Never balanced in zones, since one side could just rush the other side with numbers, and that was usually blueside since it started first. And never fixed properly to the satisfaction of PvPers. And it had its share of the usual immature gankers found in all online battle games which drove away other players.
In a Supers game, more people want to play heroes than villains. And with the problems that redside had (less popular RP, being late, not successful PvP, less content), it never became as popular as blueside.
The Devs knew that there were twice as many heroes being played than villains. Their resources became *very* tight under Cryptic, and so, what development time they had was weighted for heroes by fiscal necessity.
The only thing left for the Devs to do to justify developing redside is to go with co-op and to leverage assets made for blueside. And then to let people shunt back and forth from red to blue and merge markets and bring redside more into the totality of the game than a separated world into which pouring resources would be fiscal suicide. -
Actually, Viridian's arc could be upgraded to SF status rather easily considering the epic dimensions of that arc.

The point is, there are no new PC-ready male parts from the updated Tsoo (unless the glowy Tatoo guys are new PC models... haven't looked that closely). These new factional pieces were created before the new commitment to greater gender equity. That means releasing what's ready will be Carnival of Light "devs hate male models" all over again. -

So, empty zones are not problematic for me. -

-Unisex Tsoo belts.
-Tsoo hat with male and female versions.

-If we're really lucky, existing shirts on male NPCs added to male/huge (and maybe female) Sleeveless Robes options.
Yeah, I'm not seeing a focus on male-directed eye candy here.
Like I said, if it's ported, it's only new female pieces. Another female set with a bustier.
Exactly like Carnival of Light had female pieces that could be ported to PCs, but no male pieces because they were all legacy Chain Legacy pieces. -

Answer: Yes, but dumb.
Yes, because there's no NDA. What was stricken from the forums recently was *leaked* info. Like the Website's Feature page which was leaked twice. Or the power pools and and powersets and ATs leaked in Beta... that information gets pulled from the forums if there's screenshots or detailed information. All that's left is the info of the names of the leaked stuff.
Dumb, because it's still in Beta. Things change. No use telling Freemiums who can't get into Beta about how the new stuff will work when by the time it goes Live, a lot of it gets changed. Those not in Beta will ask a thousand questions because they can't get in themselves... are you prepared to answer all their questions? Or after teasing them with the info, will you leave them hanging and frustrated? Not wise to do.
If you want to talk about Beta stuff, there are Beta forums for that. For a reason. -

When they updated the Tsoo, they male legacy NPC models remained the same except for some getting the glowy tattoo.
This means that the new female models probably got new costume pieces that could be exported to PCs.
So, think about what this means: A new player usable Tsoo set that is:
- Primarily Female focused
- Bustier focused
It will be Carnival of Light and Gunslinger all rolled into one all over again. -

For these one-off powersets, 4-6 intervening weeks is a normal outside of an Issue release. Creating powersets is very time intensive and requires *a lot* of testing after their creation. If people think the Devs can crank out more than 12 powersets a year on top of the free ones and proliferated ones in the 3 Issues a year... they're delusional.
The angst surrounding Staff is from a very loud group that have become hysterical with impatience. An impatience compounded by a player-created leak that alerted us to the existence of Staff way before its time. Part of people's anger should be directed at that guy, not the Devs.
Also, the sounds for Staff were just recently changed to something that people like. If Staff had been released earlier, people would have been howling about the sounds of Staff. -
