You could go purchase a pre-paid Visa or Mastercard and use it to make your purchase.
I've seen them for sale at my local grocery stores, Walmarts and "stop 'n robs".
I'm assuming you want to set up PayPal to purchase something here at the NCSoft store (GR, perhaps). If you use the pre-paid route, of course, it will only purchase up to the limit you paid into the card. I don't know if they work with PayPal, though. I just link in my bank account for ours. -
If your Debit Card has a Visa or Mastercard logo, it should be treated just as if it were a Credit Card.
If it does not have a Visa or Mastercard logo - have you tried using the option to connect directly to you bank account?

I would definitely go ahead and convert the base salvage.
I would probably store the newly made Invention Salvage thru this Double XP weekend to see if some of the more recently inactive characters come and try to claim any of it. I'm not saying I would absolutely give it to them, but I would think about it.
Starting right after the DXP weekend, I would freely spend whatever I converted as needed, although I might try to stock up generic IOs for the future if I intended to grow the SG. Then you could legitimately say it was converted for group use, albeit for the new members you will be recruiting.
If you don't intend to grow the SG - have at it. It's all yours, they abandoned it to your possession. -

Doc Buzzsaw is a chain you hit in your 20s, and depending on things like difficulty settings, I could see someone levelling a time or two while playing thru it (although I have never had that happen to a character of mine because I mainly solo on normal settings). Throw in a few missions elsewhere for whatever reason (joining a team for a bit perhaps) and it becomes even more easy to do unwittingly.
Eliminating the irritating "take this to Crimson", "no, take it back to Indigo" missions would be greeted with great shouts of joy, so perhaps adding a few at higher levels would be an interesting change. -

Have you tried to "course" any of them? You set up a course with a continuous loop around various pulleys and tie something onto the string (a plastic grocery bag works just fine), then pull the loop thru the pulleys.
Any dog will chase the moving target, but the Italian Greyhounds are wicked fast! -
Getting a pet (any pet) from one of the various Rescues out there is to be commended.
They take animals from bad situations and place them with people who care. Most times, it is way harder to get a pet from a Rescue than anywhere else because they actually try to screen.

Aren't those stops part of the animation of the various attacks?
If so, then wouldn't that mean a metric crapton of animations changes for all the attack powers, times each of the various travel powers, times the 3 body types? And I may have left a multiplier out of that string.
And then there are the balance issues that Ian mentioned. -
The contact for the cape mission is the City Rep in Atlas for heroes and your original contact (Kalinda or Burke) for villains.
You must be level 20 to get the mission. -

As for whether the popularity of Energy rising if there were such a thing - I doubt it.
What would happen would be team leaders who require that the Energy blaster MUST have such enhancements or be kicked from the team. Not all team leaders, just the ones who are taking shortcuts (avoiding calling them lazy because it could just be they haven't learned enough about mechanics).
Note that the only way to know if such enhancements were in place would be to observe the effects of blasts on the spawns, since no one has access to what enhancements are slotted on another player's character. Also, some spawns (Clockwork) are vulnerable to KB, so even slotting for KD might still KB the spawn.
Having those enhancements in my powers would mean that I lose my best mitigation in solo play - I want the bad guys way the heck over there, not at my feet - unless I spend the Infl to fully set up my Dual Builds as one for Solo and one for Teaming. For an IO'd Blaster, that gets a bit pricy.
Finally, as I said above, the Energy Blaster/Defender/Corruptor almost always gets the blame for KB even though there are other powersets that do KB, even a few Melee powersets have a KB or two in them. I don't think having enhancements would change that, because as I said above, there are Team Leaders who don't know enough about the mechanics of the game to understand anything more than "All KB is the Energy Blast character's fault".

I am part of communities on a couple of servers (so-called low-pop servers) where the interaction takes place thru globals while people are <gasp!> soloing. I enjoy those communities.
As an experiment of sorts, I transferred one fairly high-level character to Freedom during these free transfers. Admittedly, I haven't joined any globals, but I haven't really found teaming all that more prevalent there than on my "low pop" servers. Lots and lots more broadcast, of course, just not necessarily more teaming invites.
Why the hate towards people who do not want to team as much as you do?
BTW, although it's anecdotal evidence, I have also seen people transferring off Freedom (going by various posts here in the forums) as well as those transferring to Freedom - in fact, I have also heard a few complaints here & there that Freedom may have lost population. I don't have any of them bookmarked, nor am I going to search for them since I am not relying on them to present any kind of position about the direction of transfers other than to say it's not been all one-wat TO Freedom & Virtue. -

Regarding "End Game" -
In addition to what Posi is working on, the End Game in City is really the mass of content that is 45-50, including the Imperius TF, Statesman TF, Lady Grey TF, Lord Recluse SF, Kahn TF and Barracuda SF. as well as the 45-50 contact story arcs like Maria Jenkins & Unai Keman.
It's not the "traditional" big raids & stuff, but it is what we currently have as End Game in this game.

I wasn't trying to give him a hard time. It's just that my perception is that fast ITFs are all that are being discussed here on the boards when the subject comes up - not levelling ITFs or ITFs for drops or whatever. That may very well have skewed my feeling that these superfast ITFs were predominant and possibly might affect the datamining.

Don't speed runs ultimately hurt the Merit awards for any TF? I thought that was why KHTF is now only a few Merits, as is the Takikoss SF in Cap?
I can somewhat understand the bragging rights of having "the fastest time", but racing thru it too much would seem to hurt the rest of the crowd who can't do it that quickly. -
My first lvl 50 is an Eneregy/Electric/Electric Blaster.
I team with her quite a lot now, especially on a Saturday TF group. I follow the rule of "If I KB it, it's mine to kill" which means I use my ST blasts more often than my AoE.
I am rarely the only KB character on the team. I think that Energy gets a raw deal by being blamed for any and all KB when teamed, totally forgetting all the other powersets that have KB in them.
If you truly think a PuG is talking about you behind your back, then that's not a team I would want to be a part of. But perhaps you are being a bit oversensitive. What if it's just a bunch of players who don't like to type while mowing thru mobs?
I somewhat disagree with Claws - I think adjusting to playstyle is a two-way street. I would not say that I expect the 7 other members of a team to only adjust to my playstyle - but OTOH, I don't think it is fair to be the only one expected to make adjustments, especially if I am being effective on the team. But then, hopefully, I am one of the "good ones" and not the "retarded monkey". -
I moved one character to Freedom for the month of February, but she's moving back to Triumph tomorrow. I just wanted to see what Freedom was like these days.

And if so, when does the day begin/end- keeping in mind that we have players in time zones across the world? -

As for which AT (class) to try as a newbie, my advice is try them all!
Lots of people find Scrappers & Brutes a good first class if you like to be in melee, and Blaster and Corruptors are good for ranged.
Every AT has its fans and detractors. Take what you read here with a grain of salt.
BTW - we make a distinction between a Noob and a Newbie. You are currently a Newbie - you have politely introduced yourself and asked for help, which is what a Newbie does. A Noob is rude and know-it-all.

It's just unfortunate that I didn't hear about this game when it first came out, so then I could have got or at least be closer to getting the 60 Month badge. Unfortunately I will probably never have the chance to get it.
If you aren't here in 30 months to get the badge, it's likely because you have chosen to leave.
BTW, I do have the 60 month badge and 80% of my alts (over 40) still have the pre-requisite for their travel power in their builds. Most commonly, it's Hover for utility or Air Superiority for the extra attack (controllers & defenders), occasionally it is Combat Jumping for defense (and to hold a Defense IO). So I would bet that you would find the badge/reward of less use than it looks like to you now.
