"hasnt translated to the real world", sort of puts the geekdom community into perspective. Personally I thought SP would either take the weekend or come in a close 2nd. The 5th spot even with great reviews is surprising. -

If for example you were trying to perma Hasten you would need to shoot for about 110% global recharge in addition to a triple slotted Hasten already running, which would get you to the extra 70% (provided by Hasten) full time, taking a power with a duration of 120 seconds and giving it a recharge time of 119.9 seconds.
In the 150% to 160% range (still using hasten as an example) you would only experience about a two second down time with that power.
As far as AT's in general, 106% global recharge coupled with the extra 70% bonus from Hasten is pretty optimal. On an Ill/Rad that would give you permanent PA coupled with 30% from AM, and 70% from Hasten for a total of 206% global recharge.
Of course $Billion(s) are required to build that unless you're a sly marketeer, but what's Influence if you have it. -

First I would say just try it yourself, because whether a power set is fun or not is always in the eye of the beholder.
KMs biggest consistent complaint in c/beta was over the animations, and a lot of players said it basically feels a lot like Dual Pistols with a lot flashy long attacks.
The animations to me are fine, in fact they're very well done, but as a whole Kintic Melee is all show and no pony.
The last character I tested was a 41 sd/km slotted w/ even SO and it was taking three to four attacks to defeat a simple yellow Nemesis lt.
Part of that is because it's single target centric, like EM, so it can feel like you have to flail away for minutes to defeat larger mobs.
Also, KMs one cone does knock back, which pretty much we've all concluded players generally dislike as a form of mitigation.
On the plus side, it offers soft control, debuffs, damage buffs, a special mechanic, and all new animations, but unless you can consistently leverage Power Siphon so the set feels like it has teeth, it plays like a functional, but average Tanker secondary.
After getting the first on hands testing of the set in May, I was disappointed to conclude that the initial criticisms about Kin Melee being very flashy but moderately performing were to some extent true at least as it stands now, and I wont be making one on live as a result, it just lacks pop as is.
But I do believe it will get some type of buff eventually and at that point I'll definitely give it a second look.

-edit, I would try it first, especially coupled with FE before commenting on how cutting the tick damage possibly gimped Burn, because it's quite effective now regardless. -

I chose champ because back in the day most of the mmo-purists in coh closed beta ended up migrating to Virtue, so I said screw it and landed here.
I also would never move any toons there (or anywhere), but I have to admit if you had to pick an alt server, Freedom has an inviting atmosphere.

I'm unsettled by the weight of your logic.
The initial perception when KM's animations were first revealed turned out to be exactly how the set performs (so far) during hands on testing.
This isn't even in question unless you're taking the powers designer himself to task over his select comments.
Castle said in reply to the negative feedback particularly over one of the KM powers, "Honestly, I would like it if the animation were faster".
While he wasn't referencing the entire set, a clear majority who tested KM would apply that statement across the board (whether "majorities" matter to some, or not).
He also pointed out what I (and probably, we) would likely want to say much more often then him, which was in essence if you don't like it there are plenty of other things to play (he wasn't being rude, simply making a valid point).
It's fine that you like KM, or that anyone else does ftm, including the minority who ardently and persistently spammed the feedback sections (and not surprisingly now on the live boards) insisting that the set retain it's current state with no further upward adjustments, while pish poshing the negative player feedback as, in part, the result of simpletons being easily confused by the shiny swirly animations and not recognizing the uberness of KM because of it.
If you end up liking the set, you can to a degree thank these folks, and if you don't the same applies.
Castle referenced, "acceptable parameters" while discussing it, "acceptable parameters" to someone who only looks at the math, clearly sounds downright OP.
I'll just add that the animations were very well done, and clearly a lot of hard tedious labor went into all aspects of KM including balance, and I was eager to try the set from the outset, which led to eventual disappointment (so far).
I do believe that depending on player feedback Castle is likely to revisit KM in a couple months. -
Free stuff is always nice.
For folks inclined, like my wife, all these free transfers are great.
The cynic in me sees all these unpaid transfers as a stealthy way to avoid the dreaded server merge, and it's stench of death.
