Rchg question
There are a lot of things to factor in to that question. The duration of the power, recharge time of said power, global recharge, diminishing returns and how much of a point in making said power perma.

As in, things along the lines o' perma-Hasten? Yes, yes you can. And with purples, LotG +7.5s, Decimations, etc.

Also if you have some sort of an AoE or Cone attack that will take the Forced Feedback... More people you hit the better chance you have of it going off I figure even if it is for only 5 seconds with the 100% boost it can help. I put them in Foot Stomp and Ripper... Things like that...

Not really in the mood to try to do math, so I figured I'd appeal to some of the more number crunching oriented type folks. My question is regarding some of the higher recharge time powers in the game, like 1000 seconds, 360 seconds, etc.
Now, I know that you drop 3 rchg IOs in there, you can cut it half down to about 500 and 180. What I'm curious about is: 1- is it possible to get either of those rchg times down so far as to make them perma- 2- and if so, what do you need to peg your rchg rate at to make it happen? |
If for example you were trying to perma Hasten you would need to shoot for about 110% global recharge in addition to a triple slotted Hasten already running, which would get you to the extra 70% (provided by Hasten) full time, taking a power with a duration of 120 seconds and giving it a recharge time of 119.9 seconds.
In the 150% to 160% range (still using hasten as an example) you would only experience about a two second down time with that power.
As far as AT's in general, 106% global recharge coupled with the extra 70% bonus from Hasten is pretty optimal. On an Ill/Rad that would give you permanent PA coupled with 30% from AM, and 70% from Hasten for a total of 206% global recharge.
Of course $Billion(s) are required to build that unless you're a sly marketeer, but what's Influence if you have it.
Powers like Unstoppable that have a 1000s recharge and 180s duration are impossible to perma because of the recharge cap (500%)
Even ignoring animation times, at the recharge cap Unstoppable will recharge in 200 seconds (1000/5) so you'll have 20s downtime.
And the fact that maintaining recharge cap solo is functionally impossible, it's only really possible in teams with Kins/Emps. With high global recharge, Force of Nature/whatever the lolhero version is called and the FFB proc going off you can briefly cap your recharge, but only for a few seconds.
Basically, if you want to see if a power is perma-able, divide the recharge by 5 and compare it to the duration. Hastens 450s divided by 5 is 90, Hastens duration is 120, very doable. Build-Ups 90s divided by 5 is 18, duration is 10, not happening. Dull Pain/Earth's Embrace have a 360s recharge, divided by 5 is 72, they have a 120s duration so very doable.
Just bear in mind that this is only a rough method for finding out if its mechanically feasible. Realistic amounts of high recharge for any given build will be about 90-150 plus another 70% from Hasten.
Speaking of the FFB proc, its worth bearing in mind that while its +100% rech, it averages out to about +5-10%.
