The game is definitely not dead.
There are more active servers (Freedom, Virtue) and
less active (most anything else)
If you have a group of friends who want to join, there's
your team You can also lookup the global channels
for your specific server(s) for ease in finding other people
who want to team. I'd say jump in with a trial account to
see if you like it, but trial accounts can't start teams (though
can join them).
In some amount of time, City of Heroes will be adding a free to play
model, with the free accounts somewhat less restricted than the
current trial accounts (and more restricted in one way - you won't
be able to create as many characters as you can on a current trial
account). Paid subscriptions will still be available (with many benefits)
as well as "premium" accounts (anyone who has bought extras from
the store). Getting the game now wouldn't be wasting money, as I see
it - you'll start accumulating points for the new store while you enjoy
the game. -
I'd suggest skipping repulsing torrent, and maybe focused burst from
KM. Grab combat jumping or hover and slot with a -kb io, and consider
a second (or third) -kb from Steadfast Protection or Blessing of the Zephyr.
Then add a Theft of Essence +End proc to dark regen - with alignment
merits, it isn't *too* onerous to obtain them without marketeering.
From DA, you could skip Cloak of Fear and/or Soul Transfer (though I
find both useful). Consider adding fighting (at least for Tough, Weave
too if you want to build for +def) -

If I have a name I particularly like, and it is taken, I sometimes
revert to Latin, but more often revert to a Thesaurus. -
The vanguard tables in vanguard base (where you turn in vanguard
merits for various things).
It costs 150 vanguard merits, and you can only purchase one every
20? (18?) hours. -
I'm still game for Mothership Mondays.

Well, that gives me a few things to ponder.
I do want to keep buildup, and looking at the numbers,
Static Discharge doesn't seem worth keeping. On the
other hand, I find Thunderclap + Electrifying Fences
useful on occasion. I just need to decide if it is useful
enough to lose 6% or so S/L def.

Fury Recharged was my first IO build, which ended up not too effective.
With I19 I finally have a good incentive to revamp him.
I actually like Lightning Clap - makes a decent panic button, especially
with electrifying fences. Power surge was handy vs. Arachnoids, and
as another panic button.
Rebuilding is focusing on better defense and some +hp, as well as
adding in energize (which was still conserve power when I built him
originally) This takes me from 11/13/15 Melee/Range/AoE to
14/17/9 M/R/A, 20/26 Smash+Lethal/Energy defense, better Smash/Lethal
resist and a self-heal. I lose build up (but could trade Lightning Clap in
for build up).
Any suggestions for improvement?

I think I can make it with a Kin/Rad defender. I've got 4 EoEs on hand.

Thanks - better def, better end use. I do only need 4 pts knockback
protection, which means I can drop the Steadfast -kb and put the
slot ... somewhere. -
For issue 19, I'm looking at finally respecing my main Kin/Rad/Psy defender
(last respeced for ED)
I'm building to add some defense, global recharge and +hp for survivability.
Adding some +mez resist to help as well. I'm aware of the issue(s) with the
Aegis unique, but tough is early enough in the build for it to be worth slotting,
I think.
Any suggestions on improvements?

The invention system allows progress for
- Non-interested - vendor recipes and salvage or dump on market for single-digit inf
- Casual - craft/use applicable items that drop, sell the rest for minimal inf on market
- Interested - buy, sell, flip "casually" - frankenslotting characters or building with mid-range sets
- Power - marketeer for fun (and profit)
- Elite - deals regularly in ultra-rare loot, burns inf for fun
Your hypothesis seems to be that "casual" players should be able to readily
obtain loot which Power players save up for (and Elite players deal in regularly)
Anything which is trading near, at, or above the inf cap isn't something a casual
player is likely to use (other than to sell and use the inf for other things).
My hypothesis is that anyone who uses a build planner on their own initiative
immediately places themselves out of the "casual" bin.
As has been pointed out, your benchmark of 240 hours of play at level 50
garnering 6 ultra-rare recipes is probably reasonably close to what is seen
on average. But that pesky random number generator means it could take
significantly longer (or shorter - in a play session last week, one teammate
got two good purple drops in about 10 minutes) -
Another option (in the somewhere-close-to-$1000 USD) would be a
Force 1656-ID5 which is basically the bare-bones/customizable version
of a MSI GX640. Or look at a MSI GX660 or E7405.
I do like my Asus G73JH, but its near the top of OPs price range.

I believe the slow and avoid parts are auto-hit,
the damage part requires a to-hit check. -

I'm reasonably happy with an Asus G73JH. It is a bit big though.
Another possibility would be a MSI GX640 (or Force 1656-ID5)
I'd look for discrete graphics (ATI 5xxxM or Nvidia 45x or 46xM)
and a Core i5 or i7 processor. Screen size to taste. Ideally
you'll want to see and test drive a model before you buy, to

You have two friends lists
- Server - add character names (on the current server) to the list. This is a per-character list. Use /friend <character name> to add people to the list. It does not require action/consent of the person being friended
- Global - add global handles to the list. This is a per-account list (available on all characters on the account). Use /gfriend <handle> (e.g. /gfriend @AcceleratorRay) to send a request. It requires that the person being gfriended consent to the request.

We had a successful MoLRSF run last night with
- White Succubus
- Anduil
- Power Thrust
- Doc Density
- Mavitar
- Otelo
- Tenujin
- Accelerator Ray
Next on the schedule is Mo5thSF (Wed, 2010/10/13) -
I think there'll be more attempts - I still need 5thSF badge (and master for both)
as well as some of the RV heroes. -
Villains and Heroes have the same requirements for unlocking Patron
(not Ancillary) Power Pools - complete a Patron story arc. Heroes
have extra work to do to become eligible to get a Patron - they
must at least temporarily become villainous. Seems fine to me -
heroes who want the power of the dark side must *go* to the
dark side. -
If you've got a spot that could use a Kin/Rad defender, I can stay awake
for the Oct 6 run.
