I'm not aware of any changes with it. I wouldn't say accuracy is required to be slotted in it, but I don't think it's ever been Auto-hit as long as I can remember. Like any other power, add accuracy if it fits your needs.
This roughly matches my experience, that power does not hit well without slotting.
I believe the slow and avoid parts are auto-hit,
the damage part requires a to-hit check.

Did this change at some point? I thought Fire Control > Hot Feet didn't require Accuracy in PvE, but it seems that it has a 75% Acc setting in Mids and on http://tomax.cohtitan.com/data/power...ntrol.Hot_Feet
Is that correct?
