If the power is a debuff, and its main purpose is to debuff (Infrigidate, Shiver, Snow Storm) they won't stack. If the power is an attack or control, its main purpose being to do damage or mez, and it has a slow as a secondary effect (Ice Blast, Ice Sword, Block of Ice) then it will stack -
It's not really "no", because yes, the devs COULD.
It's more "the devs likely won't, unless they find an easy way to do it (SCR)". -

I know plenty of people from all around the world who play on multiple servers and report no difference in latency. The internet these days is pretty good cross-pond. Have had a couple reports, in fact, of people in England/Wales getting a better connection to the NA server farms (east coast AND west coast) than the EU server farm (in Germany).
Justice has been unofficially adopted as the 'off-peak server' (off-peak by North American standards), first by Australians and lately I've seen several European groups talking about moving there. Virtue and Freedom have the highest population off-peak, simply by having the highest population, period.
PS; Justice and Infinity war for third, not Champion. I've far more often seen Infinity up than Champion. At off-peak times, though, the servers often settle differently every day. -
Stop looking for CoH fanart then... a game about comic book heroes and villains is going to be more cartoon than realism. Expand your horizons beyond CoH FArt... also, check out TA's artist network.

I love redside. There are very few arcs where you actually feel villainous. I can count them on one hand... there are several more where you feel amoral, but more mercenarial than anything, something an anti-hero could probably be seen doing.
Basically, it's heroes without the poncy and hoity-toity snobs. It's ridiculously easy to avoid the arcs that are squicky. -

While the devs did say they prefer to make new zones rather than revamp zones, they did acknowledge that the overwhelming player response at HeroCon was for revamps (and said it surprised them that it was revamps over new zones). So don't completely discount that. Our devs really do like to listen to us sometimes.

I have several G key binds. Some of them even include timing attacks (mostly Dual Blade combos). Most of them are as you wish to use them, timed costume changes, quick chat blurbs, etc. -

These are badges given to the player for their loyalty to the game, not given to their characters. They don't need to be changed.

It might include having to offload your inf* before transitioning, as it hasn't been 100% confirmed whether you're keeping (all of/most of/some of/none of) your inf*. There's been references to both keeping and not keeping inf*. -

I will give you the biggest complaint about non-unique names. It's very common and very, very simple:
I don't want anyone to be [Main Character] except for me. I've got [Main Character] on [one/a few/several/most/every] [North American/European] server.
Also: Did you seriously write "pls" and then write a gigantic, two-and-a-half page post full of full words? Give me a break. -

I've paid for several months with time cards and haven't been delayed. [edit: due to the time cards]
It's random, people who are on yearly subs get their vet rewards jacked up, people who pay one month at a time get their vet rewards jacked up, people who pay by credit card, paypal, time/game card - they all get their vet rewards jacked up randomly. And not everyone who uses any particular means gets their rewards jacked up.
I've gotten my reward jacked up twice, once by a couple days and once by a month. Both were in the middle of a block subscription, not at the end or at the beginning of one.
It's random, which is why it's hard for them to pin down and fix. -
"Airplane!" so far (best spoof movie ever). We'll open more presents later, and tomorrow. And some more when my mom's stuff gets here. And some more in January when we visit his parents.

Santa Gloves - does not work with Jackets, Robes, Trenchcoats torso styles. Found just below the "Enforcer" gloves.
BOOTS:
Santa Boots - does not work with some pants options.
HAT:
Stocking Cap - found under "Hats" head style, very top option.
Ear Muffs - found under "Detail 1" if you have Standard, Masks w/Hair, Full Masks options selected, above the various horns.
