The Slow Resistance is Global.
The set bonuses always apply (unless you're exemplared more then five levels below when you bought/enhanced the power it's slotted in).
The bonuses of the other two pieces only apply to the power it's slotted in, just like all other non-global enhancements.
As to why anyone would use it? Well, during the Winter Event, it's relatively easy to get the pieces of it from the Candy Keeper in Pocket D, as all you really need to do is farm presents and defeat the Winter Realm GM a couple times to get the Candy Canes for it.
And it's a decent thing to slot in a power that can take Universal Travel sets while you're saving up for the pricey pieces of Blessing of the Zephyr.

If I have a level 10 Winter's Gift slotted in Flight, which I took at level 30, and I exemp to level 20 so the power is greyed out and unavailable - the Winter's Gift slow resistance still works. It has NOTHING to do with the power it is slotted in. I can exemp as low as level 7 and still have the benefit of a level 10 Winter's Gift Slow Resistance IO.

If I slot the Winter's Gift (currently level 25) how many levels is the buff good for. Do go away at level 29, like normal enhancements?

IF you slot a lvl 25 Slow Resist IO from WInter's Gift, it'll work for you as long as you're lvl 22-50.

So, Winter's Gift only modifies the power it's slotted in? It's not Global?
Why would anyone want to go for it if it's not global?
