Well Scrapper and Brutes both tend to solo well, and work well on teams.
Masterminds solo well and are nice on teams although some people complain if you don't handle your pets well. And or course Ill/Rad Controllers
Those are probably the top ATs for doing the absolutely hardest things (soloing AV, soloing Pylons etc.) -

That being said I do see where you're coming from. With Going Rogue the primary reason to roll a Corruptor over a Defender is that Corruptors solo a lot more easily. Defenders have always been superior on teams. I think Defenders do need a boost solo but maybe Corruptors should get a team boost to compensate.
Personally I've never liked the idea that being useful on a team has to mean that you suck solo (in any game) but that's an old argument. -

My guess is it'll be more like the Kheldian Inherents and apply some sort of buff/debuff for each teammate present. That seems the easiest way to give Defenders something that only works solo, give them an "always on" buff then apply a debuff to remove it when teaming.

So it does work sometimes. I tested it a bunch of times and have yet to see it proc at all. In either case it's coming out once I17 goes live (I'll need to respec then to sort out my BotZ sets anyway).

Well they said it's aimed at helping Defenders solo better. Maybe a damage boost when solo (or on smaller teams)?

You are getting them confused with Proc120s (like numina's and the kismet special IO) which require you to use the power every 2minutes in order to get the benefit (but conversely don't care about the level of the IO itself. -
Ok I double checked. Basically the ones where you place the the on the ground (Acid Mortar, Poison Trap, Trip Mine and presumably Time Bomb) require you to be in contact with the ground. You can still use them with a flight power activated, you just have to go down to the ground.

I just started one a few days ago and I can safely say that at level 10 he does good damage . Realistically it's not going to be one of the higher damage controllers but it should be ok. I picked up Jump Kick at level 6 and I'd definitely recommend taking that or Air Superiority to give you a semi-decent single target attack chain.

As others said, it is extremely unlikely to happen. It would be basically equivilent to giving all charaters a free level 50 for every existing one with the only restriction being it has to have the same name and origin as the existing one. Also, it would be the AE noob problem all over again. Leveling up a character remains one of the best ways to learn to actually play it, being handed free level 50s is not.
I think there are relatively few people who do the whole two characters/one person thing so it's not something that's in high demand thematically anyway.
That being said, I know where you're coming from, I recently finished leveling my Traps/AR defender who represents my AR/Dev blaster in a different suit of armor . -

This is my opinion as well. It wouldn't directly impact the price of the really good stuff, people are already willing to burn multiple respecs to unslot them so they aren't getting repsec sold anyway. What it would do is cause an increase in the supply of the moderate IOs, things like Positron's Blast, Mako's Bite, Obliteration, Scirocco's Dervish etc. The sets with good bonuses but some rarity which people tend to slot as the backbone of their build. This in itself isn't horrible, as you noted it lowers the barriers to entry. The problem is that the extra Inf from these being cheaper pushes the prices of the good stuff up even higher and makes it even harder to afford them without marketeering or lucky drops.

Personally? Heck no. I'd save a bit on common IOs for leveling up but at the cost of a complete inability to resell or transfer to another character any extremely valuable set IOs that I've decided I no longer want.
