  2. It's sad that the people who got Ganked over and over again are blaming that on the Event or PvP itself. It's even sadder that so many of them will have given up entirely and never learn from their mistakes. A Hero is never defeated until he just stops trying.

For anyone whos willing to try it again, Keep in mind!: The Devs admitted that PvP isn't balanced for 1-on-1. You can't be a lone wolf out there unless you've been doing it for years and years(I have and I STILL get caught by a few of the cheesey tricks). If you want to experience it the right way, the fair way, then group with other Archetypes and stay near them at all times. Grouping isn't forced in PvE, but it almost always IS in PvP due to the circumstances.

No seriously... when was the last time he gave us a straight answer on a Date/ETA?
...And call me crazy, but is that a new job title?

Usually a longer title means you're secretely lower on the totem pole despite your duties not changing. For instance at my job, I was the "Maintainence, Recieving, and Utilities/Product Proliferation Expert".
  4. I think most will be calling it "Along came a Nerf".

I'll be calling it "Little Miss Muffet took it in the Tuffet" to commemorate all the Perma-Power users who are going to be walkin funny for the next couple weeks.

With Enhancement Diversification comes a benefit for ALL City of Heroes powers.

Every power, across the board, is getting a 13.33% reduction in its Endurance cost.

    [/ QUOTE ]

THAT is supposed to be our Trade-off?
    WHAT THE HELL POSITRON!?

How about Rolling back the Defense Nerf.
How about Increasing that craptacular 5%/10%/20% ratio a smidge so Tanks don't get Gimped?
How about leaving RCH/RDX Enhancements out of this since they already had diminishing returns?
How about atleast softening the Curve on the Depreciation past 70%?

I don't recall anyone ever posting on the Suggestions board "Give us a 13.3% End Cut!".
I feel like a buggered Altar Boy and the priest just gave me a lollypop with lint on it for my trouble

In I4, Chilling Embrace had a -Recharge component that at its base level was a 66.7% debuff. What this means is that a recharge time of 10 becomes 10 * (1 + 66.7%) = 16.67s. This was a number provided by Statesman to me in private conversation, and one I verified on the live server at the time.

In I5, Chilling Embrace was given the addition of a -Damage debuff that after much testing, I'm fairly convinced has a base of around 7%. A more exact number is difficult to discern because this debuff is resistable by mobs who have RES vs the same damage type with which they are attacking.

However, at the same time the -Recharge debuff was dropped in effectiveness from 66.7% to 50%. I have run a few tests both inside and outside of the Arena (PvP and PvE) that I feel conclude this to be the number without a doubt.

    [/ QUOTE ]

You're raising hell over about a 16% recharge decline when most of us had our DEF dropped in HALF or More?? My SuperiorInvis only offers 1/4 of the protection it used to in Combat. My Entire concept has to be reworked from the ground up now. I won't even mention how badly Inv and FF builds got REAL nerfed. ...And here's Statesman goin "gee, I'll look at this" ... WTH! ... Where's the concern for the real issues? Why aren't those being put to bed first?
  9. Bah, this is what I hate about the 4th Quarter... I wonder who else got "budgeted" out of a great job?
(I'm going to be let-go on Christmas this year myself, no way to stop it...sux)

The articles were good for the community, a lot more depth and common sense to them than what we'd see in StoryArcs and from our bubble-headed Contacts. And Gil's greatest accomplishment of course, 1-upping the Forum weirdos...That will never be forgotten. Adios, BastardoElMagnifico!

You seem to be involved with Aesthetic Design on top of the fiction you design.
Are you an Artist too or have completed courses in graphic design?

We don't find typos very often in the story lines or info-windows but when we do,
can we assume you made plenty of them, or was it someone else?

Have you ever fought with Jack over some fictional/mythological settings or characters?

    Thorn Casters

    [ QUOTE ]
I hope they're not getting too dumbed down. The Earth Casters were out of control for sure, but the others were a reasonable challenge, anyway.

Have you thought about making Lt. versions with the hold powers to complement the minions without?

    [/ QUOTE ]

    /Signed.
Although, Most minions in the upper/late game are supposed to represent the LT's that were faced in earlier game. The Status effects are excessive when it's a bunch of minions doing it, but Debuffs and Toggles shouldn't be removed from every minion, just mix it up better so that the most punitive attacks are used less frequently and NOT at the start of every fight. Alphastrikes are bad enough as it is.
  13. Misread it, my apologies. you are correct that Hasten is unnessesary. But like I said, Mind's own attack chain is too expensive for dedicated soloing.

If an issue persists, or If I come accross new informatation that says otherwise, I'll append it at a later date.
  14. Too bad there's no Judging Guidelines. It's just like judging art, it's not an exact science, but every costume will have varying degrees of difficulty and the best judges will be those who recognize composition.

The problem with just picking things that interest YOU the most, is that it WILL bring personal feelings into the whole Ordeal and may even earn you Hecklers.

The best thing to look for is complimentary color schemes, a "flow" in the chatracter's shape, and continuity or enginuity in their component selections that the largest amount of people will recognize. And even if you're not experienced with these artistic principles, it would probably be a good idea to atleast Announce to the Contestants what you're judging on in the most precise manner you can describe it in.

So yeah, make sure you judge execution over content when possible. It saves a lot of grief in every contest with people ranging from talented newbies to professional artists.

  16. Galaxy City all the way!!

I'd rather get mowed down by an Eidelon and then eventually defeat the bugger than get KS'd everytime I hold and debuff a Fallen Buckshot
  17. Mixed reactions here myself. I thought for sure they said Defenders were getting unique Primary sets. That gave us Controllers some hope that we'd get some unique Secondaries all our own too.

And the Level range of Croatoa, STILL needs to be bumped up 5 or 10 levels and a pox on anyone who doesn't fight with us for that change 'til it makes it's way to the Live Servers
  18. I do Pretty much what the OP described,...but only while surfing through tons of pr0n
  19. [ QUOTE ]
-Much as I hate suggesting this idea, defenders need to be able to survive just as long as the buffed teammates in order to ensure the safety of the team. Adding the ability to self target would be an incredible boost to defender sets like EMP, FF, Storm, and Kin. This would be a defender only ability and would bring these sets further into line with the capabilities of rad/dark.

    [/ QUOTE ]

I know a lot of people might roll their eyes at this one, but I've been playing a lot of GuildWars where all Monks and Mesmerists are allowed to use Party Buffs on themselves as well(You simply target an enemy or pick no target at all and the buff is automatically targeted at yourself instead of a teammate). It's actually a lot more balanced than you'd expect and the only questionable ones are the Self-Heals. But then self-healing is actually something CoH already shares with GW.

Controller pet powers are just so much more powerful than their other powers that it becomes a must have. It's not good for a power set to have one amazing power and eight luke-warm ones, and that's the way that many view the controller power sets.

    [/ QUOTE ]

You couldn't be more wrong. The lockdown powers are where it's at. Without them backing up the pet, the pet would be pointless.

    Lewis

    [/ QUOTE ]

Could we please stop perpetuating this myth? Pets don't just die Instantly if we don't hold everything. Most of them seem to survive better than multiple Blasters infact. They also spread the aggro out because there's more than 1 of them and with the right heals and buffs, can tank as long as your endurance holds up. Locking down mobs just means more damage because the pets aren't chasing mobs in circles and attacking so randomly or being held/knocked down by the mobs attacking back. But when you look at most of the pet powers, you see a stronger trend for CONTROL, not damage. However that's the last thing Pet-Herders in the Controller Forums are slotting them for, and it's the last thought on their mind when they're locking down mobs and hitting fulcrum shift/EnervatingField.

The other myth is that controllers have no damage until pets. Bull, it's just damage at the cost of control but most controllers want to stay spoiled. They don't want to go into a power pool or slot some single-target holds to do the damage themselves, they want complete lockdown, full slotting on Damage/Defense buffs, and only 4-6 slots set aside in the entire primary(pets specifically) for actual damage. ...damage which in some zookeeperish cases, outdamages defenders by whole integers, not just percents making it Uber indeed. ...What else do you call FREE DAMAGE? Pets have no endurance Bars, keep that in mind because the biggest second factor to any Defense of Damage comparisons are directly factored upon by Endurance. If it wasn't, Stamina would only be taken in this game for character concept
  21. Balancing Storm for a Defender is EASY. You just crank up the primary effects for the Defenders, and leave it the way it is for controllers

    Quick Examples:
Gale: Triple the Accuracy, double it's damage.
Freezing rain: 50% Res-Debuff instead of that measly 30%
Tornado: Set the Knockback Direction to always be facing the point it was spawned at.
O2-Boost: Cut the end-cost in half, or double the Heal.
SnowStorm: MAKE THE RECHARGE DEBUFF SLOTTABLE

You know, I don't really think pets are as much the problem.

    [/ QUOTE ]
I'm gonna have to disagree with you on that one. Controller pet powers are just so much more powerful than their other powers that it becomes a must have. It's not good for a power set to have one amazing power and eight luke-warm ones, and that's the way that many view the controller power sets.

    [/ QUOTE ]

    You're BOTH RIGHT. ...it's Liquid....It's Ice...

No really, Unlike Defenders, certain Pet AI just concentrates on Damage like a scrapper or blaster. But on top of that it's harder for any mobs to Mez or Debuff that many at once so there's an out-numbering factor too. Blasters and Defenders just get in the way at late game when you've got a Pet-Factory with all the same defender buffs supporting some Tankers and Scrappers that are already outdamaging Blasters on raw DPS.

But I think the Issue that everyone's NOT looking at, is why this Uberness is demmanded so much in late game. ....Could it possibly be because it takes 3 times as long to levelup as it used to in the teens and twenties? ...mmmaaaybe...
