In general it comes down to preference. If you solo a good bit of the time the Corruptor is probably a better choice. If you team almost exclusively then the Defender is a little better.
Corruptors have a higher base damage while Defenders get a damage buff when solo so in the absences of other buffs and assuming 95% enhancement slotting the two do basically the same damage (although Corruptors do get Scourge). Kinetics provides quite a bit of damage buffing and if you do the math the Defender comes out a little better since the stronger damage buffs counterbalance the Corruptors higher base damage (neglecting Scourge). However the Corruptor is still a better choice solo since Kinetics can reasonably hit the damage softcap (defined as the damage hard cap of +300% minus your damage enhancement slotting). -
Actually it's status as a real word is slightly questionable. While it is definitely used outside of the CoX context it doesn't appear on dictionary.com or in my copy of The Chambers Dictionary. Unfortunately I don't have a copy of the OED to consult . I think while it has been used a LOT in science fiction and has started to enter the public lexicon as a logical derivation of Empathy it hasn't yet officially entered the English language.

Yeah I've been getting a LOT of WoW phishing emails lately mostly either "your account is under investiagtion" or "you have a cataclysm invite". The one I found interesting was the one that purported to be an email from Blizzard reporting a GM action that had restored several thousand gold to my character

It used to do that. They changed it sometime ago (I think when dual blades came out) as part of making animation times for weapon sets shorter. Basically the old animations for weapon sets had a time equal to weapon draw + animation. The removed the weapon draw time from the animation times to shorten them but now you have the redraw penalty.

Lovely. Some people are just complainers really. In case you care the phrease "Less qq more pew pew" basically means "stop complaining, focus on fighting".

Quote:Yes, you can make a perfectly viable build that neglects your secondary. However a such a character is less useful to a team than one who uses all of the tools at his disposal and as such it will not endear you to plenty of people (admittedly there are people who feel that ALL defenders should play that way). Defenders are not designed as a non-combat AT they are designed as a hybrid AT that provides buffs/debuffs along with damage. As such a Defender who blasts alongside buffing/debuffing is bringing everything they can to the team while a Defender that only buffs/debuffs is not being all that they can be.Are there viable builds out there that completely forgo the use of your secondary power set, and focus more on maximizing Empathy and investing heavily into power pools?
Personally, the way I look at it is that at the end of the day the only thing a team really needs is damage. Everything else is simply about allowing people to deliver more damage or increasing their safety while doing so. So if you aren't delivering damage then you aren't really helping.
Finally I will note for the "pure Empath" build is that beyond a certain point you're really just taking filler powers to avoid attacks. The pool powers are useful in moderation but they are intended to round out a build, not be it's focus. Things like the Stealth/TP combo are useful to the team but they are the sort of powers that are really more useful on a team member with more build flexibility (for example my Blaster has Cloaking Device and Recall Friend, my Scrapper has Recall Friend but not perfect stealth and relies on high defense to "stealth"). Similarly with Leadership (a pool I try to take on all my defenders) most defenders can fit at least some of it in while still maintaining a decent attack chain (a Dual Pistol defender is probably the only one where I think I'd have trouble doing that).
If you want a more support character I would recommend an Empathy/Dark/Dark. You should still slot your attacks for damage but Dark Blast is rather control heavy for a blast set so you're defendering while blasting. Taking Dark Mastery as your epic gives you Oppressive Gloom to allow you even more control and Soul Drain will help your damage if you have to skimp a bit on damage slotting (don't rely on it for all your damage slotting though).
EDIT: I suggest you read this thread in the controller section:
http://boards.cityofheroes.com/showthread.php?t=230039
Someone was pointing out that from a team point of view Controllers bring as much or more damage than Defenders along with buffs that are almost as good and more security through the use of controls. While there were viewpoints on both sides the general viewpoint was that yes, at higher levels Controllers are bringing slightly more to the team although once you stack more than 3 or 4 support characters it doesn't really matter what AT they are. However given that the main reason to play a Defender is that they do play rather differently to Controllers with blast attacks as opposed to control attacks and solo better at lower levels. -
They fixed it, you still get the full 30% when solo.

I skipped 'em entirely. I find Assault Rifle has enough AoE that it doesn't really need M30 Grenade and I find snipes to be pointless on any defender who will open with a debuff. I guess you could try and get the snipe in while they are focusing on the seekers but I much prefer to just run in with a PGT. Ignite on the other hand is a godsend for any Traps/AR defender who wants to kill bosses/EBs quickly (for that matter it's damn important for any AR Blaster who doesn't have strong melee attacks as well).

Quote:This is a serious problem for everyone unfortunately. Some market forum regulars have started running lower level characters with XP turned off to generate a bit of supply but it's a drop in a bucket. If you want more supply my advice is to ask the devs to allow merit/ticket rolls to be set to a particular level (in the same manner as direct buys). This would allow people to earn merits/tickets with their level 50s and then use them to generate level 33ish recipes. I have no clue if enough people would do it to bring up the supply but it would at least be a step in the right direction.1. Supply - My latest project was making a mind dominator that had soft-capped range defense and perma-dom exempted as far back as level 30. Finding all the necessary level 33 IOs has taken months. Not because I didn't have the inf, because they simply don't exist. Mid/low level IOs will go several months without seeing any listed.

Quote:I knew I was forgetting something important. What Adeon said, plus all AVs (and their scaled down EB versions) have 85% resistance to debuffs @lvl 50 (including defense debuffs). So if you're intending to fight AVs or their EB counterparts, your -to-hit is basically worthless. (this is resistance in addition to the purple patch.) More on AV resistance here
-
Short answer: yes. Long answer: maybe.
At the most basic you can basically add -to hit and +defense when figuring out if you are softcapped. However, there are several things to remember with -to hit as opposed to defense:
1. Depending on exactly what powers you are using and the situation you might not have -to hit available on all enemies all the time
2. The Purple Patch decreases the effectiveness of -to hit against enemeies +1 and higher
3. Enemies can have resistance to to hit debuffs which decrease the effectiveness of -to hit (I'm not sure which, if any, regular enemies do) -
PBU only transfers it's remaining duration to the FFG making it pretty much useless to Traps.
Dark provides very good synergy with Traps since you're going to be in melee range anyway. However one thing you might want to consider is taking either Thunderstrike or Total Focus to give you some Smashing damage for dealing with robots (who have that really annoying Psi resistance). -
I think a lot more of the complaints are to do with the fact that it "feels" clunky (due to long redraw/animation times) and the item that is supposed to be the big draw of the set (Swap Ammo) isn't really that great (Toxic Ammo is the most useful simply because no other blast set has that). Balance-wise it is ok but suffers somewhat due to the lack of Aim and the longish animation times on key powers.

Quote:I'm pretty sure that already happens. If you have the same mission that just got completed it's supposed to ask you if you want to complete it as well. What I would like to see is if more than one team member has the same arc, that the missions all go in order for all those that have it, like the Midnighters. That way it encourages people to use the contacts. I do see what you are suggesting as a viable work around as well. I think it's a good way to go.

When you hit PBU any click powers (i.e. not autopowers or toggles) that you cast during that time will benefit from PBU for their entire duration. Autopowers and Toggles will benefit for the duration of PBU. Pets and pseudo pets will either not benefit at all or will benefit for the duration of PBU.
So using PBU and then your 4-minute shields will give the target power boosted shields for 4-minutes. Yum! -
Assuming you believe me, Aett_Thorn and ParagonWiki then yes that is correct. As Ironblade points out from a practical point of view your average hit points per second is what really matters at the end of the day, the mechanics are interesting but don't really have an impact in general play. The only other thing I will note is that unlike healing abilities which restore hit points based on the base HP for your AT Regeneration restores 5% of your current maximum, so powers like Dull Pain effectively increases your regeneration rate in terms of HP/second but don't decrease the frequency of ticks.
-
I don't object to it. I tend to lead teams and prefer to do story arcs rather than newspaper/radio missions anyway just for the variety so from my point of view this would encourage people joining mission teams instead of just looking for radio/newspaper teams.
The main downside I can see is that it could cause contention amongst teams. When I'm leading a non-TF team my goal is experience, and from what I've seen most people who join such teams are also looking for XP (or at least drops). As such I want to kill as many enemies as possible so while I'm not going to clear every map unless the mission is really annoying I'm not going to stealth it either. With this you could get people joining mission teams just to farm merits who would want to complete missions as fast as possible rather than focusing on killing stuff. I don't think this is a major concern since TFs would offer better merits/time but it's something to keep in mind. -

Quote:The one in game doesn't spell out how it works though. Look at recovery just below it, it also says it restores a percentage of your endurance every second. But if you take a character with no recovery bonuses (i.e. no set bonuses, no stamina etc.) you can easily see that you get an increase of endurance less regularly than once a second (it's approximately once every 4 seconds). Similarly with no regen bonuses you get a regen tick once every 12 seconds.Well, either it's wrong, or the Real Numbers are wrong.
Guess which one I'm betting on is right.
The one in the game that spells out Percent Per Second and shows how regeneration works?
Or one that doesn't match up at all with how regeneration behaves in game?
So increasing your max health or your regen increases the amount of hitpoints you get per second but the actual mechanics still restore 5% of your max hitpoints each tick, it just ticks more often.
If you don't believe me I suggest you roll a level 1, get him injured and check the regen tick rate then do the same with your scrapper. -
Hmmmm..... that's a tough call. From a damage point of view the Corruptor is a bit better. The Defender damage boost means that the two do have roughly the same base damage although Corruptors do of course get Scourge. For Assault Rifle this makes a larger difference than normal due to the way Ignite was implemented (Defender Ignite does Blaster level damage, Corruptor Ignite does Blaster level damage AND checks for Scourge on every tick).
On the other hand defensively the Defender is slightly better mostly due to the more powerful FFG. Also, while Defenders do not currently get an S/L Epic shield the devs stated that hero ATs that become villains will be able to get PPPs so this could change with GR.
I'd probably lean a bit towards the Defender just because the stronger FFG makes leveling a bit easier, especially solo.
In either case I think you'll enjoy it a lot more than your AR/Dev. I know I did . -
I'm going to say yes and no. It's a decent enough set but it is definitely weaker than several other blast sets. Personally my main issues are the awful animation times (especially on the AoEs) and the fact that Piercing Rounds only does resistance debuff with Lethal Ammo (which I consider an unnecessary inconvenience).
That being said I have a Corruptor and I enjoy the set anyway so make of that what you will. -
No character needs stamina and in some respects TA/A is slightly better than most since it has longish recharges on the debuffs meaning less reactive use of your primary than most Defenders and no toggles so most of your end usage comes from archery.
That being said my TA/A has Stamina because I'm lazy . -
Quote:You can manage reasonably well by spamming the AoE immob instead if you've got it slotted enough but I still agree with the sentiment. The ST immob is an important part of your damage as a controller (especially before you get the pet and your epic).Hrm. Wiccania has a point- I don't think the magnitude of the single-target immobilize (Entangle) is actually any stronger than the AoE version, but it is absolutely invaluable in AV fights (AVs are the City of Heroes equivalent to... eh, sorta like Raid Bosses- high-powered enemies that it typically takes a team of characters to bring down).
-
I consider the debuff change to be MUCH more relevant that the damage change which only really matters in a few specific cases (such as going up against robots who often have 50% lethal resistance). Yes, the debuffs from your primary are more powerful but DP allows synergy, for example Dark has -to hit so combining that with toxic ammo decreases damage even further in the same manner as layering resistance and defense does.
That being said if you're only using Fire ammo I'd say respec out of Swap Ammo entirely and stick with lethal. At least that way you can get the -resistance from piercing rounds without needing to change ammo.
